Survey on Hubli-Ankola railway project completed, says Joshi

HUBLI: A joint survey of Hubli-Ankola railway project undertaken by the state Forest and Railway departments was completed recently, said MP Prahlad Joshi.
Speaking to reporters here on Friday, Joshi said the work on Hubli-Ankola railway project was stopped after the Forest and Environment department objected to the project a few months ago and to resume the works on the project, a joint survey was launched by the Forest and Railway departments to survey the total forest land to be acquired for the project.
He said a final report of the survey would be tabled soon before the State Cabinet for its approval. Demarcation work to point the trees to be removed under this project was in progress, he added. He said after accepting the report, the State Government was expected to bring pressure on the Centre to resume the work on Hubli-Ankola railway project.
He said the Centre sanctioned work of constructing a half ring road between Gabbur Cross and Kusugal Road at a cost of Rs 20 crore and a detailed plan on this project would be finalised by the officers and department concerned soon.
Department concerned had been strictly instructed to take up the said work on time and complete it by the end of 2007, he added. When asked about the Kalasa-Banduri Nala project, he said BJP was committed to bring pressure on the Central and and State Governments to begin the work on the project.
To chalk out future course of action in this regard, Water Resources Minister K S Ishwarappa was expected to call a meeting of MLAs, MPs, farmer leaders and elected representatives of Malaprabha command areas soon at command area, he added.
He said BJP had been pressurising all the governments that came to power at the Centre and state to convince the Goa government to lift the stay order on the project.
He informed that a crucial meeting of all MLAs, MPs and elected representatives of BJP would be held in Bangalore on July 18 to discuss about the project.

HUBLI: The Karnataka Chamber of Commerce and Industry, Hubli urged the State Government to accord Special Economic Zone status to the twin cities of Hubli-Dharwad to boost prospective IT industries in the region.
Mahendra Ladhad, KCCI secretary said on Thursday that around seven IT industries have expressed their willingness to locate themselves in the twin cities. But one of their demands was that it should be declared as Special Economic Zone.
Their demands are for the simple reason that SEZ bears many incentives, reliefs, rebates like income tax exemptions, free excise duty, sales tax holiday, exemption of state levies.
Further he said that SEZ areas ought to be treated as foreign territory, custom clearances, SEZ becoming outsourcing units for foreign countries, retaining 100 per cent export proceeds in foreign currency for units falling under SEZ, enabling foreign companies to set up in SEZ without incorporating afresh in India, so on and so forth.
He said the SEZ can be set up either by private developers or a State agency like the Karnataka Industrial Area Development Board.
"In view of the urgency of the matter, it is better if the State Government takes the initiative and sets up SEZs for IT enabled services through KIADB."
He noted that as per the Central Government norms, SEZ for IT and ITES require a minimum of 10 hectares and 1 lakh sq mts of built up area. Accordingly, KIADB must immediately acquire the required land and send the proposal to the Centre.
In Karnataka, KIADB has already set up and is in the process of setting up SEZ in several places, namely Hassan (textiles), Shimoga (engg industries), Mangalore (IT and ITES), Ladhad said and added that unfortunately, there are no SEZs proposed for North Karnataka.
He expressed concern that there was a possibility that the Government of India would limit the number of SEZs to 150, which is fast nearing. This calls for immediate attention of the State Government, lest, another opportunity for the economic development of Hubli-Dharwad region is lost.

HUBLI: The Government is planning to hold another investors' meet here on the lines of the "IT Investors' Meet" held recently, Revenue Minister Jagadish Shettar has said.
He was inaugurating "Sankalp Semiconductor VLSI Design Centre" at B.V. Bhoomaraddi College of Engineering and Technology here on Saturday.
Mr. Shettar said the objective of the meet would be to attract industrialists and entrepreneurs to Hubli. The Government had promised to offer assistance to entrepreneurs opting to move out of Bangalore to tier-2 cities, he said.
The proposals submitted by various companies after the "IT Investors' Meet" seeking land in Hubli-Dharwad had been forwarded to the Chief Minister and they were being processed, Mr. Shettar said.
Meeting
A meeting of heads of those IT companies willing to set up their units in Hubli-Dharwad would be chaired by the Chief Minister, and a final decision taken on the mode of giving concessions, he said. Mr. Shettar said the Hubli-Dharwad Municipal Corporation had decided to give 50 acres of land to IT companies. Agricultural Produce Market Committee would soon provide its 80 acres of excess land.
As many as 300 acres of land was available with Karnataka Industrial Area Development Board.
If India has to compete with China in the global market, it has to focus on creating intellectual property, especially with regard to the semiconductor industry, Arun Bellary, Managing Director of PMC-Sierra, India, said.
The design centre was the first initiative of its kind in the State, in which a semiconductor company will be operating on the campus of an engineering college, offering training to students on semiconductors and recruiting them.

HUBLI: A consortium of five hardware companies has submitted a proposal to the State Government seeking 25 acres of land for setting up units in Hubli-Dharwad.
Vivek Pawar, Chief Executive Officer of Sankalp Semiconductor Limited, Bangalore, told presspersons here on Friday that the companies were eager to set up their units in the twin cities.
He said the consortium had not requested the Government for giving land at concessional rates. "We are ready to pay for the land according to the price fixed by the Government, but we are asking the Government to give us the option of deferred payment," he said.
He said another proposal had been submitted by a consortium comprising 10 companies seeking 100 acres of land for setting up an "Integrated IT City" between Hubli and Dharwad. "Whichever proposal gets the consent of the Government, we will go according to it as we do not want to slow down the momentum towards developing the twin cities as an IT hub," he said.
Mr. Pawar said the Indian semiconductor industry was one of the fastest growing industries. The Indian Semiconductor Association (ISA) — Frost and Sullivan report stated that the compounded annual growth rate of the industry was pegged at 30 per cent. This growth would result in the rise of revenue and the creation of nearly eight lakh jobs by 2015, he said.
