State Cabinet clears North Karnataka Urban Infrastructure Project

Karnataka Cabinet today approved the Rs 1800 Crore Asian Development Bank funded North Karnataka Urban Sector Infrastructure Project.
Briefing newsmen after the meeting Law and Parliamentary Affairs Minister Basavaraj S Horatti said the project would be implemented in Belgaum, Bellary, Gulbarga, Hubli-Dharwad, Bidar, Bijapur and Chamarajanagara districts. Civic amenities such as sanitation, roads and drinking water would be provided under the project to be implemented before the year 2012, he added.
He said the cabinet also decided to enhance the age limit for all categories of candidates with regard to recruitment of high school teachers. Accordingly the general category age limit would be increased from the present 33 years to 40 years, Backward Classes from 36 years to 43 years and for Scheduled Castes and Scheduled Tribes from 38 years to 45 years.
He said the cabinet also decided to elicit public opinion with regard to implementation of 4000 mw thermal power plant near Thadadi in Uttara Kannada district for allotting 3000 acres of land for the project.

DHARWAD: Balu Doraiswamy, managing director, Hewlett-Packard India, has stressed the need to create infrastructure and greater economic zones in North Karnataka as there are ample opportunities for the growth of IT based technology in the region.
Addressing the students of SDM College of Engineering and Technology here on Wednesday, he said ‘R and D to BPO to call centres to global series delivery to leadership in the domestic market’ was the key factor to success in the industry.
Doraiswamy highlighted on the importance of synergy between industry, academia and collaborative partnerships, which were the key to the success of economic growth of North Karnataka.
He urged the alumni of the various institutes to come forward and contribute to the growth of North Karnataka, by extending their professional expertise to the entrepreneurs.
He advised the students to develop communication skills, ability to understand, quick grasping, leadership qualities, team spirit, etc., as additional qualities to build their career.
He stressed on opportunities for the young professionals in the modern technology arena. He elaborated on the employment opportunities in IT services, production, technology, etc.
Dr S M Dhume, vice-chairman of BIC, spoke on the genesis and objectives of BIC. Dr M S Subhash of Kousali Management Institute, KUD, was present on the occasion. Principal, Dr H V Sudhaker Nayak presided over the function. The function started with an invocation by Shilpa Chansdu and Manasa Nayak compered.

HUBLI: If everything goes according to plan, in six months the people of Hubli-Dharwad will be able to pay their electricity, telephone and water bills and property tax at the same place and even book bus and train tickets.
The project has been implemented successfully in the State capital under the name "BangaloreOne" and will be implemented as "Hubli-DharwadOne".
A study in this regard to ascertain the feasibility of the project has been conducted, and the implementation of the project has been recommended.
Hubli-Dharwad Municipal Corporation Commissioner P. Manivannan told The Hindu that Vipin Singh, Director of "BangaloreOne" visited the twin cities for the study and appreciated the facilities made available at the 12 zonal offices of the corporation. He said that Rajiv Chawla, Secretary, E-Governance, has recommended for the implementation of "Hubli-DharwadOne." The project would be anchored by the HDMC and the initial survey has been done. The whole project will be managed through private-public partnership on a cost-sharing basis.
Mr. Manivannan said the 12 zonal offices of the corporation would be used for the "Hubli-DharwadOne" project. "There is sufficient space available at these offices and there would be no problem in this regard. We need to share the data available with the agencies concerned that will be part of the project and the process may take some time," he said.
Before that the HDMC has to follow certain administrative procedures. It has to get the approval of the council meeting of the corporation for allowing other agencies to share the office space available at the zonal offices.
Mr Manivannan said a proposal regarding the project would be placed before the next general body meeting of the corporation for approval and the same would be sent to the State Government for further action.
Initially, under the project, citizens would be able to pay electricity bills, water bills. Later other agencies such as BSNL, Railways, State Road Transport Corporation are expected to be included in a phased manner.

DHARWAD: The State Institute of Educational Management and Administration Training (SIETA) will be set up in Dharwad on the lines of Delhi-based NIEPA at a cost of Rs 3 crore, said Basavaraj Horatti, Minister for Primary and Secondary Education, Law and Parliamentary Affairs.
Participating at a press meet organised by the Media club, Dharwad, here on Monday, Horatti said the SIETA aimed at imparting educational management and administration training properly to the staff and officers of the education department.
He said it would be set up with Central financial aid of Rs 3 crore of which Rs 2 crore would be spent for basic infrastructure, Rs 30 lakh for other equipment, Rs 20 lakh for computer installation.
Financial aid of Rs 50 lakh would be provided by the state government annually to this institute.
He disclosed that the state government had given its nod to appoint about 215 judges in the current year. Appointments would begin as soon as they received the Chief Justice’s approval for it.
He said Rs 60.69 crore was being spent for the supply of uniforms and textbooks to the schoolchildren this academic year, which would help the government to provide education facilities to 64.86 lakh children across the state.
He said about 2.35 crore textbooks would be provided to the children studying in private aided primary and secondary schools in the state through tenders.
All these books would be available in all bookstalls from June 1 and all government schools would be supplied textbooks by June 15, he added.
