BANGALORE: Though the Karnataka government has claimed that Tata Motors'much touted Rs 1 lakh car project would be based surely in Dharwad, sources told ToI that a final decision has not been taken yet by the Tatas.

The sources, however, said the Tata Motors team has shown interest in Dharwad due to its geographic location, being located between Bangalore and Pune (where Tata has major facilities).

When contacted Tata Motors said it will not like to comment on state-specific developments on the project, as the company is looking at various locations.

Ratan Tata has targeted annual sales of 1 million units of the Rs 1 lakh car which is scheduled to be launched in 2008-09.

The company has planned multi-location assembly units of the car to cater to these volumes, and that's how locations in Karnataka, Bengal and Uttaranchal got thrown into the picture.

HUBLI: Revenue Minister Jagadish Shettar said that steps have been taken to provide 100 acres to IT companies in Hubli-Dharwad, and the government will soon announce a package.

Chairing a meeting attended by MP Prahlad Joshi, M S Srikar, Deputy Commissioner, P Manivannan, HDMC Commissioner and other officers, Shettar said that Amargol APMC yard, land belonging to the KIADB at Rayapur, Sutagatti, Gamanagatti and land owned by HDMC in the twin cities would be considered to serve the need of IT companies.

Minister disclosed that two major and seven small-scale IT companies have come forward to set up their firms in Hubli-Dharwad.

The government would soon arrive at a decision to fix the price of land and concessions to attract IT companies to the twin cities. A meeting will be held with IT bigwigs next month to discuss their role in making Hubli, an IT destination after Bangalore in the State, he added.

He said a website comprising IT potentials had been launched and another would be launched soon to provide all the information about infrastructure available for IT companies in Hubli-Dharwad. The government had already extended all the cooperation required for the Tatas in Dharwad to set up a small car manufacturing unit and the same treatment would be given to IT companies, he added.

DHARWAD: Revenue Minister Jagadish Shettar has said that the Government will soon hold talks with the heads of information technology companies that are keen on setting up their units in Hubli and Dharwad.

Presiding over a meeting here on Sunday, Mr. Shettar said that two major and seven small information technology companies had sought land for establishing their units in the twin cities.

Decision soon

The Government was in the process of identifying some 100 acres of land between Hubli and Dharwad for setting up an integrated IT city.

A decision on land rates and rebates for IT companies would be taken shortly, he added.

There were adequate facilities in the twin cities for establishing IT companies and the same would be presented before the heads of such companies during the meeting.

The State Government was committed to giving all facilities to those willing to set up their units in tier-two cities, he said. The Revenue Minister said that another website providing information on twin cities would be launched soon.

Pralhad Joshi, MP, M.S. Srikar, Deputy Commissioner, P. Manivannan, Hubli-Dharwad Municipal Corporation Commissioner, Ashok Shettar, Principal of BVB College of Engineering and Technology, and Subhas were present.

The availability of land in the twin cities under the Karnataka Industrial Area Development Board and the demand for land from IT companies were discussed.

The issue of acquiring additional land between Hubli and Dharwad through KIADB, land available with the Hubli-Dharwad Municipal Corporation, excess land with the Agricultural Produce Marketing Committee, and related issues were discussed.

BANGALORE: Tata Consultancy Services (TCS) is planning to expand its footprint in Karnataka. The company, which currently has development centres in Bangalore, will expand both in the city as well as move into the second tier cities in the state.

The entire expansion would envisage an investment of over Rs 1,100 crore in the next 2-3 years. According to sources, TCS has asked for 100 acres each in Bangalore and Mysore and 50 acres each in Mangalore and Hubli. The proposal is likely to come up before the State High Level Clearance Committee (SHLCC) when it meets in July this year.

If the plan is cleared, the government will have to acquire land in these cities which could take about six months, they add.

TCS earlier this month said that it would invest Rs 500 crore for a 50 acre development facility in Pune with a 5,000 seat capacity and ramp up to 10,000 people. Going by these numbers, the over Rs 1,100 investment in Karnataka could mean a creation of over 20,000 jobs across the four locations.

Currently, the IT major has five centres in Bangalore employing 10,500 people of which 2,000 staff are currently overseas. Other cities in India where TCS has centres are Delhi, Chennai, Hyderabad, Pune, Thiruvanathapuram and Ahmedabad . The company employs about 62,000 people both in India and overseas. It plans a gross addition of 30,500 people in 2006-07 .

and the progress is showing up at the recent developments the Hubli-Dharwad is witnessing. The IT Investors Meet is a big step forward to bring the IT/ITES/BPO to the twin cities.

The Group led by Mr.Nagesh Tavarageri and his friends in US are really doing a good job which is a possible step towards bringing the like minded people who are willing to put the branch of their company in the expansion plan.Their online petetion for JNURM was published in all major newspapers which had major impact on the politicians and the people of the region.

This Hubli City Group and The NRIsOfNorthKarnataka group has many of the elite people from this region who really can make difference to the twin cities, for example the entreprenuers like Mr.Gururaj Deshpande,Mr.Anant Koppar,and from educationist like Dr.Ashok Shetter, and the people from beurocracy Mr.P Mannivanna and the chief minister is himself part of the group which he mentioned in his talk at IT Investors meet.

So there is still lot people from this region who hold the key posts in many MNC's throughout the world can make a difference.Today there are CEO's,CTO's,CFO's, and many managerial positions who hail from this region.To quote an example Mr. Nandan Nilekeni,CEO of Infosys hails from dharwad and did his education from Dharwad can be approached also within the company Mrs Sudha Murthy,Chairperson Infosys Foundation also is from Hubli who did studies from BVB Hubli. We need to ask these people to give back something to their place by putting their branch in the twin cities.Certainly I think it is Infosys initiative which gave boost to the IT sector in Mysore and Mangalore and not much to the govt initiatives.

I think the time has arrived for the infrastuture boost for the region and this in turn will bring the IT/ITES/BPO industry to the region and no one can stop from it.The things in the past 1 yr, the twin cities has undergone major transformation in the roads and footpaths and the beautification of the twin cities,this credit should go to the HDMC Commissioner Mr.P.Mannivanna for his tremendous efforts.
Also the Hubli Airport is taking shape for night landing facilities and the Golden Quadrilateral is nearing the finishing stages,this will boost the road ,rail connectivity with major places like Bangalore,Mumbai,Pune and Panaji.

I think all is going well,and if the we the people from this region can take some initiative and make a small contribution towards this will certainly make a big difference in the long run and in the coming days.

HUBLI: If everything goes as scheduled, night flight services will begin from Hubli in July.

According to sources, Air Deccan, which is operating flights to Bangalore from Hubli, was set to start night flights from Hubli. However, the company is yet to approach the Director General of Civil Aviation for permission to start night flights, and it is awaiting completion of work on upgrading the airport. Air Deccan planned to operate night flights to Mumbai via Belgaum and Hubli, the sources said. However, M.S. Srikar, Deputy Commissioner, said that there was no response from any civil aviation company to begin night flights from Hubli.

Rajesh, manager of the Hubli airport, said the work on increasing the intensity of ground lights was on. All works were likely to be completed by the month end.

HUBLI: The Airports Authority of India (AAI) will submit in a month a revised master plan for transforming the Hubli airport into an all-weather airport.

Addressing presspersons at the airport here on Saturday after holding discussions with AAI officials, Revenue Minister Jagadish Shettar said the AAI would minimise land requirement in residential areas for the project.

"During the visit of K. Ramalingam, Regional Executive Director of the Airports Authority of India to Hubli last month, we appealed to the AAI to avoid including residential areas as far as possible, and it was decided that a joint survey would be conducted. Now the AAI team led by I.N. Murthy, Deputy General Manager (Planning), is undertaking a joint survey with officials of the Revenue Department since June 8, which will be completed on Saturday," the Minister said.

He said the Revenue Department would take steps for acquisition of land after the AAI submitted the revised master plan.

The State Government would give the land free to the AAI for developing the airport, Mr. Shettar added. Dharwad South MP Prahlad Joshi said that keeping in mind the expansion plans for the airport, the Hubli-Dharwad Municipal Corporation and Hubli-Dharwad Development Authority had been asked to stop giving permission for new layouts and buildings in areas surrounding the airport.

Deputy Commissioner M.S. Srikar said: "There will be a temporary ban on giving permission for construction of buildings in areas around the airport until the AAI submits the revised master plan, which will clearly spell out the exact land requirement and demarcate the areas where land is required."

HUBLI: A three-member team of the Airports Authority of India (AAI) visited the airport here on Thursday to conduct a joint survey along with officials of the State Revenue Department for the proposed expansion of the airport.

The team comprising I.N. Murthy, deputy general manager (Planning), S. Biswas, deputy general manager (Engineering) and M.N. Rao, deputy general manager (Architecture) did a preliminary survey of the airport on Thursday. They also held discussions in this regard with Primary and Education Minister Basavaraj Horatti; Pralhad Joshi, MP; and Dharwad Deputy Commissioner M.S. Srikar.

Residential areas


"The AAI team has been asked to give details of the land required for completing the technical requirements. While we have vacant land on one side of the existing airport, there are some residential areas on the other side. Our efforts will be to avoid residential areas as far as possible," Mr. Srikar told The Hindu .

The AAI has already prepared the master plan for transforming the Hubli airport into an all-weather airport, for which it requires 386.6 acres of land.

Hubli-Dharwad Municipal Corporation has decided to request Hubli- Dharwad Police Commissioner Narayan Nadmani to impose a ban on the entry of iron ore trucks with' immediate effect.

The demand follows lorry owners' association's refusal to pay Rs 1 crore as their contribution towards the building of a seperate bypass road for iron ore trucks without entering Hubli City.

HDMC Commissioner Manivannan told Deccan Herald that the corporation, in its general body meeting recently, had unanimously adopted a resolution urging police authorities to strictly ban the movement of iron ore trucks inside the city as they would damage the new roads laid a cost of Rs 30 crore.

A copy of this resolution has already been sent to the state government as well as Hubli-Dharwad Cammissionerate of police far necessary action.

Since lorry owners association has refused to contribute its share it had became inevitable far the corporation to ask police authorities to a impose a ban on the entry of iron, ore trucks into Hubli. "The HDMC has borrowed Rs 30 crore loan from banks to' improve roads inside Hubli City and we are not ready to allow those trucks to damage them. It is tax payer's money and it has to' be spent for right purpose" .

He said the corporation did not have powers to collect toll from those trucks. That job had to be done by the government alone by stationing men and machines at various points. One of the options before the HDMC was to request some reputed contractors to take up road construction work on "BOT" (build, operate and transfer) basis so that they could collect toll from such trucks.

HDMC in due consultation with district administration would certainly take an appropriate decision within next one week. "The corporation has a duty to protect interest of citizens and whatever decision we take has to help them".

Even as the state government drags its feet to enact a law to make rain water harvesting compulsory for all citizens, Hubli-Dharwad Municipal Corporation (HDMC) is going ahead with its plan of giving 50 per cent incentive to any government department or educational institution which comes forward to adopt rain water harvesting in its building. However, the incentive is not applicable to individuals and private companies.

Although the government talks of making rain water harvesting unit mandatory for any individual who constructs a new house; it is not ready to pass a legislation to this effect. Without any backing of law, no urban development authority or urban local body can insist people to compulsorily have a rain water harvesting unit at the time of issuing building license or any other document. In spite of government's lackadaisical approach, some individuals are trying to promote rain water harvesting in a big way in Bangalore City. However, such campaigns are needed in other cities too.

In north Karnataka, people are at the mercy of Varuna (Rain God) because of absence of assured rainfall like southern Karnataka districts. This region reeled under severe drought for three successive years two years ago and people had a tough time in getting drinking water, let alone water for other purposes.

Luckily, the Rain God seems to be kind towards this region thanks to bountiful of rains in the last two years. Rain water harvesting is very much required for districts of north Karnataka because people can store water during rainy season and use it in summer. For them every drop of water is precious, especially during summer. Storing water during rainy season would definitely help them to at least meet their household requirements.

An officer of HDMC told Deccan Herald that twin cities were now becoming a favorite destination for people to settle down and their population had grown manifold in the last four to five years.

With banks offering housing loans at concessional rates people belonging to middle income group were showing interest to own houses. If the government passed a legislation making rain water harvesting unit compulsory for every house, it would become handy for the corporation to insist on the same.

At present the law says it was 'desirable' to have rain water harvesting unit in houses and under these circumstances the authorities concerned could not pressurize anybody to have it.

He said rain water harvesting got a boost in Tamil Nadu when Dr J Jayalalitha was chief minister and an act was passed in that regard. This helped the civic authorities to make it mandatory for all those who wished to construct new houses.

A similar step should be taken in Karnataka too keeping in view the growing demand for drinking water in almost all cities. Without waiting for the government, HDMC has already taken a bold step of giving 50 percent incentive to government departments or educational institutions which opt for rain water harvesting unit in their buildings. However, there has been 'lukewarm' response from a majority of departments. Every year, lakhs of liters of rain water goes into gutters without being stored. If that water is stored, it would definitely go a long way in meeting the drinking water requirements of citizens of twin cities, he noted.

Pleased with the reforms being done by Hubli-Dharwad Municipal Corporation in all its departments, the state government had convened a meeting in Hubli on June 20, in which heads of all 27 local bodies will participate.

According to highly placed sources, the government was very happy with the, performance and reforms being done by the corporation in all spheres. Now it wants to replicate the same thing in other local bodies too. In that direction, an important meeting had been convened Hubli on June 20 and HDMC’s heads of departments would explain the steps initiated by them to make their corporation as best in the state. HDMC commissioner P Manivannan, a man behind those reforms would also be making a special presentation in the meeting.

Among those senior officers who would be attending the meeting included the principal secretary and secretary of department of Urban Development, Bangalore. The commissioner has reportedly asked Mayor Hanumanthappa Betageri to nominate one of the councilors to make a detailed presentation on the ‘role of councilors in administrative reforms. Most likely, that work may be entrusted to former mayor and sitting councilor, Dr Pandurang Patil.

The sources pointed out that it was for the first time, HDMC had become a role model for other urban local bodies in the state because of its reforms in all departments. Another interesting aspect was that HDMC had been the first corporation perhaps in the country to have zonal offices, the system being practiced in the United Kingdom to take administration nearer to people.

HUBLI: A team of Airport Authority of India, Chennai, will be visiting Hubli on June 8 to work out a Master Plan on upgrading the Hubli airport to national standard. According to a press release issued here on Saturday by Prahlad Joshi, Member of Parliament, the AAI authorities would conduct a two-day survey to acquire additional 386 acres of land with the assistance of the district administration.

The AAI team includes I N Murthy, deputy general manager (planning), S Biswas, deputy general manager (engineering) of Chennai and M N N Rao, deputy general manager (architecture), AAI Mangalore.

In this regard, Joshi has instructed Deputy Commissioner M S Srikar to take necessary steps. He has instructed the district administration to depute required staff to assist the AAI team during the survey.

He said as a result of the meeting attended by Jagadish Shettar and himself with the AAI authorities on May 8, the AAI, Chennai had sent a team of officials to work out a Master Plan on Hubli airport and this initiative would be a landmark in the efforts of upgrading the Hubli airport to national standard.

The office of the Karnataka State Electronics Development Corporation here has been flooded with inquiries about availability of space in the Hubli IT Park, in the wake of the hugely successful IT Investors' Meet held here last month.

A number of participants at the meet visited the IT Park, which is managed by Keonics on behalf of the Software Technology Parks of India, to get a feel of the facilities available there in order to factor it among their future expansion plans.

Keonics assistant manager H Devanand said that senior representatives of Infosys Technologies, IBM and at least three NRIs have evinced interest in the park. It has 2.7lakh sqft of ready-for-occupation space, which is most suitable for start-upventures and BPO facilities.

He said some local dealers in computer hardware have also approached him to explore the possibility of opening their showrooms on the ground floor at the front which is still available in the Park, convinced that the elite address would help them promote their business prospects.

The incentives announced by the state government to hardsell the park at a discount has also prompted potential investors to look for space in the IT Park. Neilsoft of Pune has already set up their unit in the Park and Mphasis Technologies is also keen on setting up base there.

Seniors of Tata Consultancy Services, Wipro and Infosys, and others including 24/7 and Sankalp Semiconductors, who are keen on land to set up their campuses, have already visited KIADB sites at Rayapur and Mammigatti and Kelgeri. HDMC has identified 45 acres at Amargol, between Hubli and Dharwad.

The mood in business administration circles is upbeat. They are convinced that it is now only a matter of time before Hubli comes up on the IT map of the country. They are particularly encouraged by Nasscom president Kiran Karnik's remark that industry will have to go where the talent pool is.

Rising water level at Unkal Tank in Hubli has become a cause of concern for Hubli-Dharwad Municipal Corporation, with hardly two feet of water required for the tank to overflow.

Water level had been rising steadily due to rain in the last two or three days in its catchment areas. Water has already touched the protection wall and it could overflow anytime if the city continues to receive heavy rain in the next two to three days.

Unkal Tank, situated on Hubli-Dharwad Road was built by Sir M Visvesvaraya in 1903. The tank is around 70 feet deep and is spread over a large area.

The tank was built in such a way it had natural outlet through nalas. Recently, those nalas were cleaned by the corporation for free flow of water. Hence, there were no reports of flooding of low-lying areas around the tank.

HDMC Commissioner P Manivannan told Deccan Herald that an officer was regularly monitoring water level and as soon as it crosses danger level, people living in low-lying areas would be evacuated.

He warned people living in low-lying areas to move' to safer places. If needed, those people would be temporarily put up in a choultry and the corporation would take care of their food and other requirements.

As a precautionary measure, the commissioner said, two rescue boats would be procured from Karwar and stationed at Unkal Tank. They would be used if the situation wanted the shifting of affected families.

Hubli-Dharwad Municipal Corporation has decided to provide 44.27 acre of land at Amargol between Hubli and Dharwad to Information Technology (IT) companies for setting up their units with certain conditions. A decision to this effect was adopted at the special general body meeting convened to discuss important issues pertaining to development of the twin cities.

Three IT investors have shown interest to set up their branches in the twin cities and therefore have submitted a formal request to the HDMC seeking land and other infrastructure facilities. However, HDMC Commissioner P Manivannan did not disclose names of the companies which want to come here.

Moving away from the subject, former mayor Prakash Kyarkatti (Congress) said that it was a good sign that IT firms had started of thinking to extend their base to the twin cities. This would not only boost the economy of Hubli-Dharwad, but also play a crucial role in setting right regional imbalances. Most of the councillors, including former mayors Dr Pandurang Patil, Firdos Konnur and Anilkumar Patil who spoke on the issue supported Mr Kyarkatti's views.

The members, who gave a red carpet welcome to IT investors, also expressed their concern about local people who would lose their land to IT companies. They categorically told the meeting that HDMC should put certain conditions to protect interests of local residents and farmers.

Expressing his reservations about IT firms' intention to start their production here, Tippanna Majjagi from the JD (U), said that some fake IT firms, which had acquired government lands around Bangalore at cheaper rates, were converting those lands into residential layouts. HDMC should take care to avoid such misuse of land.

The IT Investors’ meet in Hubli on May 20 seems to have made an impact on the investors. Several investors have started enquiring about the facilities available in the Hubli IT Park.

The Karnataka State Electronics Development Corporation office in the IT Park at Tirakaramanakere in Hubli is flooded with inquiries.

Chief minister H D Kumaraswamy had announced a special package for the IT Park. This had prompted potential investors to look at the IT Park. Pune-based Neilsoft has already occupied 10,000 square feet of space for its unit and MphasiS Technologies has also evinced interest in setting up its unit in the park.

The IT Park is managed by Keonics on behalf of the Software Technology Park of India (STPI).

Convinced that the elite address will help improve their business prospects, some local dealers in computer hardware have also approached the KSEDC office to explore the possibilities of opening their showrooms on the ground floor which remains unoccupied.

KSEDC sources said Infosys Technologies, IBM and some NRIs have evinced interest in the park, which has 2.7 lakh sq ft of ready-to be occupied.

Representatives of TCS, Infosys, Wipro, Sankalp Semiconductors and 24x7 among others have already visited KIADB sites at Rayapur, Mummigatti and Kelgeri. The Hubli-Dharwad Municipal Corporation has identified 47 acres near Amargol between Dharwad and Hubli.

Hubli-Dharwad Municipal Corporation on Tuesday approved the construction of a two-lane road from Mantur to Bidnal at an estimated cost of Rs 3 crore. The road will help prevent entry of iron ore trucks, which have been creating traffic chaos and damaging roads, into Hubli City.

Three IT investors have shown interest to set up their branches in the twin cities and therefore have submitted a formal request to the HDMC seeking land and other infrastructure facilities. However, HDMC Commissioner P Manivannan did not disclose names of the companies which want to come here.

The 7.5 kilometres road will be built on 'turnkey' basis with equal contribution of Rs 1 crore each from the State government, Karnataka Lorry Owners' Association and road contractors. The HDMC has also decided to hand over construction work to a private company on Build-Own-Operate-and-Transfer (BOOT) basis, if the Lorry Owners' Association goes back on its promise to share the cost.

Expressing reservation about the lorry owners contributing their share of Rs 1 crore for the project, Altar Hallur said they had failed to keep a similar promise made to the Koppal district administration.
