HUBLI: The special meeting of the Hubli-Dharwad Municipal Corporation on Tuesday authorised Commissioner P. Manivannan to take a final decision on allotting 44.27 acres of corporation land to the software companies.

The land is situated at Amargol block number 89 in Navanagar, which is between Hubli and Dharwad. The House felt that the Commissioner was the right person to decide on the issue of price and the conditions to be laid down before allotting the land. All members, cutting across party lines, welcomed the move of giving the corporation land to software firms as it would help in the development of twin cities in the long run.

Former Mayors Pandurang Patil and Vijayanand Hoskoti said the allotment of the land at Navanagar would help in developing the area.

Firdouz Konnur and Anilkumar Patil stressed the need for laying few conditions before handing over the land to the industries. Mr. Anilkumar Patil urged the council to send a resolution to the State Government asking for a special package for improving the infrastructure in the twin cities.

Alternative route

The meeting approved the proposal to develop an alternative route for manganese ore laden trucks to prevent them from entering Hubli. It authorised the Commissioner to take a final decision on the issue.

BANGALORE: India's leading software exporting state, Karnataka may make some changes in its IT policy which was formulated in 2000. Speaking to CyberMedia News, Dr Anup K Pujari, principal secretary to government, department of IT, biotechnology and science and technology said that he had suggested the need for some changes in the policy in a letter to Karnataka chief minister HD Kumaraswamy. “It is more than five years since the millennium IT policy was announced. I have suggested some recommendations including development and policy measures to attract investors to second-tier cities like Hubli,” he said.

He said that the recently held IT investor meet “Destination Hubli,” has triggered a lot of interest among IT companies. “Around 7-8 major companies including IBM, TCS, Satyam, Wipro participated in the meet. Tata Teleservices and Kshema Technologies have offices here and Pune-based Neilsoft is planning to relocate part of its operations to Hubli,” he said.

Pujari added that around 40,000 sq ft out of the total 2.72 lakh sq.ft allocated at the Hubli IT Park had been occupied. In an effort to woo companies to set-up shop in the city, the state government is offering space at the park at a promotional rate of Rs 10 per sq ft for the first 50,000 sq ft of space. The next 15,000 sq. ft would be offered at Rs 15 per sq.ft for the next six months.

Pujari is confident that IT entrepreneurs in tier-two cities like Hassan, Gulbarga and Davangere could spark interest in these cities as well. The state government is encouraging growth in tier-two cities to ease off the development pressure in Bangalore.

Secondary cities like Mysore and Mangalore have begun to show good growth. In 2005, Mysore and Mangalore clocked exports of Rs 392 crore and Rs 570 crore respectively. Hubli which registered Rs 4.92 crore in exports last year, still has a lot of catching up to do.

Hubli-Dharwad Municipal Corporation (HDMC) has taken up massive sterilisation of stray dogs in twin cities with the co-operation of NSS unit of SDM Medical College and Hospital. In the next couple of months, about 3,000 to 4,000 stray dogs in HubliDharwad cities would be sterilised.

Like other big cities, the menace of stray dogs had become a headache for the corporation authorities all these years. Although, it contacted a Pune-based organisation to help in the sterilization programme a few months ago, the idea was dropped keeping in mind the high cost involved.

The NSS unit of SDM Medical College came to the rescue of HDMC to check the growing population of stray dogs in twin cities. Some veterinary doctors also joined hands in this endeavor.

After several rounds of talks, the programme was finally launched in Dharwad on Monday. According to the plan, HDMC staff catch stray dogs in every ward, sterilise them and release them in the same area. How ever, rabid dogs will be killed. It would take at least one and a half years to two years before dog population could come down automatically.

Till recently, the corporation was flooded with the calls from general public on the menace of stray dogs and wanted action in this regard.

Dr A C Swamy, health officer of HDMC told Deccan Herald that to begin with, they would be taking up sterilisation two days in a week in Hubli and Dharwad cities. According to an estimate, it would take some months before the 3,000 to 4,000 stray dogs in twin cities are sterilised. The cooperation of citizens would be crucial for the success of the programme.

The corporation was only sterilising them and not killing any dog, Swamy clarified. The steps taken in controlling stray dog population were purely in the interest of general public.

A similar exercise had been launched in Bangalore City and Hubli was the second city to have such a programme. "Our endeavour is to check the growth of dog's population in Hubli-Dharwad cities"

A special general body meeting of Hubli-Dharwad Municipal Corporation has been convened on Tuesday to discuss three vital issues: providing land for IT investors, reduction of water tariff and construction of an alternative road for heavy vehicles.

This meeting and its decisions hold significance for the impending growth of Hubli-Dharwad.

Among the three agendas, the crucial issue for the Council to decide on will be the proposal to provide land at a place desired by IT investors. Officials said the corporation has identified 44 acres of land at Navanagar, located between Hubli and Dharwad, for this purpose.

This was imminent as chief minister H D Kumaraswamy had, at the recent IT investors' meet in Hubli, promised to set aside 300 acres of land belonging to KIADB at Rayapur, Mammigatti and Kelgeri to establish an integrated IT City.

However, some IT entrepreneurs had expressed their reservation on the location, especially with regard to Mammigatti and Kelgeri, as they were too far away from the township.

Keeping this in view, the HDMC has decided to part with 44 acres of the total 92 acres of its land in and around Navanagar area.

The Council will also have to endorse a decision taken at the last general body meeting to revise water tariff, after it was cut down on persistent public demand. Since there was a technicality, the decision would have to be endorsed at the special general body meeting, as per the KMC Act.

Apparently, the resolution is just a formality in the wake of the forthcoming civic body elections;

The HDMC also has to decide on a proposal to develop an alternative route to divert manganese-laden trucks arriving from Gadag. The proposition, discussed at the meet earlier, is to divert the trucks from the Gadag railway gate towards PB Road via Mantur and Bidnhal.

This will greatly ease traffic congestion in Hubli city, besides minimising damage to newly built roads.

The Rs 4-crore project will be funded jointly by the Karnataka government, Lorry Owners' Association, and the contractor concerned. The project will take six months to complete.

Hubli : Responding positively to the commitment made by the State govern ment to place ‘ Destination Hubli ’ on international IT map, Hubli Dharwad Municipal Corporation ( HDMC ) agreed to allot land at Navanagar for IT entrepreneurs to set up ventures in the twin cities.

After the success of IT Investors ’ Meet recently, all eyes were focussed on the district administration and municipal authorities expecting them to sustain the momentum of the meet.

As an initiative, HDMC commissioner P Manivannan proposed to allot 45 acres of land at Amargol block num ber 89 . In an area of 91 acres, the corporation already gave 4 6 acres of land to government offices and several social as well as cultural organisa tions. The remaining land could be provided to ITcompanies, he suggested.

A note sent by Manivannan to get the approval from the HDMC council, which would be convened on May 30 , stated that on CM H D Kumaraswamy ’ s call to facilitate IT companies to invest in Hubli Dharwad and make it an IT destination, the corporation took the step. Keeping an eye on the overall development of the twin cities, corporation planned to allot 45 acres of land to IT companies. The land would be availed once it got the clearance from the council, he added.

Speaking to Vijay Times, KCC IIT su bcommit tee chairman Santosh Huralikoppi said that ITInvestors ’ Meet got the ball rolling and hence could attract investments from ITgiants such as TCS, Infosys, Wipro and also from other small players.

The re quirements of first ten players ( large, medium and small ) should be met and su bstantial incentives of land and power should be provided at the earliest. This would have a positive impact on other compa nies and ultimately lead to investment, he said.

Santosh noted that based on the interactions he had with the companies during the Investors ’ Meet, land should be provided at 1 lakh per acre and other benefits of STP I scheme stood the same. In a single stretch 2000 acres of land should be identified instead of a mere 200-300 acres keeping a long term view. Because once the flow began, the government should not set out seeking additional lands at that juncture, he cautioned.

Santosh reiterates that the land should be made avail able with necessary infra structure such as power, road access and other basic amenities. The upgradation of the airport with con nections to Mum bai and Bangalore should be met soon, he o bserved.

The State government plans to hold an investors' meet of large, medium and small-scale industries in Hubli shortly, in order to woo industries to North Karnataka. A preliminary meeting for the same will be held during the first or second week of June, according to Sericulture & Small Scale Industries Minister Katta Subramanya Naidu.

Addressing a press conference here on Thursday, he said the government was committed to the development of industries in this region, and that all efforts would be made to attract industrialists.

A preliminary meeting of representatives of industrial associations and elected representatives of this region would be convened to work out modalities for the proposed investors' meet. The meet would be on the lines of the IT investors' meet, and it will help attract industrialists to the region. The government was aware of the fact that there was a need to promote industrial development, he said.

Mr Naidu said that the government had already released Rs 90-crore subsidy due to SSIs since 1999, and another installment of Rs 56 crore will be released at the earliest.

The process of formulating a new industrial policy was on, and all suggestions given by the industrial body would be incorporated.

A special meeting has been convened by Hubli - Dharwad Municipal Corporation (HDMC) on May 30, to approve construction of a two-lane road from Mantur Road to Bidnal at an estimated cost of Rs 3 crore, in a bid to prevent the entry of iron ore trucks into Hubli City.

The 7.5 km road will be taken up on 'turn key' basis with equal contribution of Rs 1 crore each by the State government, Karnataka Lorry Owners' Association and the HDMC. The project could be completed within six months from the date of starting of the work.

The road had become a necessity to check the entry of iron ore trucks inside Hubli City since the HDMC had spent Rs 30 crore recently on the improvement of all important roads.

Traffic chaos

Every day thousands of trucks loaded with iron ore from Bellary pass through Hubli on the way to Karwar Road. This was not only g causing traffic chaos but also damaging newly laid roads.

Recently, Hubli citizens took strong objection to the movement of iron ore trucks inside the city and had demanded restriction on their movement.

The HDMC had already adopted a resolution urging the State government to impose a ban on the movement of iron ore trucks and authorised HDMC commissioner to take necessary action in due consultation with the State government. Two weeks ago, Hubli-Dharwad Police Commissioner Narayan Nadmani had convened a meeting of citizens,representatives of lorry owners' association, Regional Transport Authority and HDMC to evolve an alternative route for the easy movement of iron ore trucks without entering the city.

Win-win formula

Mr Phatke, executive engineer of HDMC came up with a proposal to develop a road from Gadag side which passes through Mantur, Bidnal and connects to National Highway Number 4 bypassing the city. The proposal was unanimously approved and the corporation was directed to work out a detailed project.

The road belongs to Public Works Department, which has already taken up improvement of road with the financial assistance of Nabard. Now the same road could be further developed into double road at an estimated cost of Rs 3 crore.

The lorry owners' association and the HDMC had already agreed to contribute Rs 1 crore each towards the project. Once the HDMC gives its consent the same would be forwarded to the State government through deputy commissioner for necessary approval.

HUBLI: Minister for Small-Scale Industries and Sericulture Katta Subramanya Naidu has directed officials of the District Industries Centre, Dharwad, to furnish details of sick industrial units of the district within a month.

Addressing presspersons here on Thursday, Mr. Naidu said 30 per cent of the 12,000 small-scale industrial units in the district were sick.

He said attempts were being made to revive sick industrial units, and, based on the report of the officials, a suitable plan would be worked out.

The Minister said the State Government would take steps with regard to the industrial development of the twin cities. "To begin with, the Government will hold meetings with industrialists running apparel units and food processing units," he said.

The Minister said a delegation from the State would visit Tirupur in Tamil Nadu, where a large number of apparel units are located, and the industrialists would be invited to set up their units in Hubli-Dharwad.

Mr. Naidu said the Government would offer incentives and tax benefits to entrepreneurs who came forward to establish manufacturing units in and around Hubli-Dharwad. The Minister said the State Government was thinking of holding an investors' meet in Hubli. Regarding complaints of high rent for sheds in the Gokul Road Industrial Area in Hubli, the Minister said he would convene a meeting of officials in June.

Meeting

Mr. Naidu participated in a meeting of members of North Karnataka Small-Scale Industries Association and promised to take action for the industrial improvement of the region. He said he would convene a meeting of MLAs, MLCs and MPs of the district next month to chalk out a plan for the development.

Hubli-Dharwad Municipal Corporation would soon launch an HDMC Floating Bond for resource mobilisation for various developmental projects, HDMC commissioner P Manivannan revealed while replying to a query raised by a participant during the inter-active session of the IT Investors' Meet held here on Saturday.

A participant raised a question+ on functioning of urban local bodies through their own resource mobilisation. Manivannan said that there would be no financial crunch for local bodies if pilferage of income was stopped.

The HDMC almost doubled its tax collection without levying any new taxes. But what the local bodies needed was independence to recruit staff to suit requirements, he explained.

On the question of availability of drinking water in the next 10 years, Manivannan clarified that even if Malaprabha reservoir did not get a single drop of water this year, water could be supplied for nearly two-and-half years from the existing capacity. There would be no scarcity of water, but need was to improve bulk supply. he said.

The work on the parallel line was in the completion stage and the government had also planned the third phase of Malabrapha project. Therefore, there would be no problem for water in the next 20 years, he assured the investors.

Some investors asked Revenue and District-in-Charge Minister Jagadish Shettar as to why Chief Minister Kumaraswamy did not announce any incentives or showed seriousness in setting up the IT City between Hubli Dharwad. Shettar said that the CM assured that he would do whatever was possible to attract investment to Hubli.

He was waiting for the outcome of the meeting and responses from investors. Once proposals and packages were placed before the government, they would be seriously considered, he stated.

As land was available, there would be no problem to set up an IT City. Let 10 or 15 companies start functioning in existing space in the city. They could shift to the IT City once it was launched in a couple of years, he stated.

Substantiating the above, deputy commissioner M S Srikar said that the announcement rent at concession at the STPI was the first step of the government to provide incentives to IT companies

Several participants gave valuable suggestions on how the city could be developed and investment attracted. Most of the participants hailed the manner in which the meet was conducted. They appreciated the honest approach of the district administration and HDMC.

Hubli: As you read this, about 120 people in Hubli are trying to ensure that patients visiting hospitals in the US for various ailments are well covered by their insurance companies. This group analyses all the data of the patient, makes necessary claims, and handles all rejected claims. They are part of N S Infotech, a H u bl i - b a s e d company that also has a presence in New York, Michigan
and Florida.
Another group of people, mostly ex-employees of Texas Instruments, are quietly trying to ensure that Hubli cashes in on the semiconductor boom in India. Going by the name Consortium for Technology to Interior India (CTTII), they have already got the state government moving for a Tech City, within the proposed integrated Hi Tech City between Hubli and Dharwad.
The desire to give something back to their homeland, Hubli-Dharwad, is perhaps at an all-time high among these individuals.
"Every single day, I get calls from my students in different parts of the world wanting to start something in Hubli. Many of them want to come back if there is a good business opportunity,'' says Ashok Shettar, principal of BVB Engineering College at Hubli, which is also rated amongst the best in the state. The present IT Park has been largely vacant for the last four years. The Hubli IT investors meet was the first conscious effort made by the government to sell this location. "Besides infrastructure, it is important to create a conducive ecosystem for the industry to grow. For instance, good job opportunities for spouses is equally important before convinc-

Pawar along with a few other like-minded individuals has already set the ball in motion by trying to ensure that the packaging of Hubli-Dharwad as an investment hub is bang on. Their consortium comprises five companies that employ a total of 1,000 people. They have already presented a plan for a Tech City within the proposed Hi Tech City. This would be an integrated township with all facilities for high-end semiconductor and design companies.
The Hubli-Dharwad Municipal Corporation too is working to change the face of the region. It has bagged a Rs 1 crore fund from Cities Alliance Washington for its city development strategy. "From worrying about dial-up connections to reaching a stage where I can play golf the whole day enjoying the salubrious climate, I have seen the change. There is great hope for Hubli,'' says Santosh Huralikoppi, who heads N S Infotech.

I am in contact with Hubli from the incep tion of IT Park profession ally and as I hail from here, I know the city well. I have never seen such changes in a short period in the past. Earlier consultative efforts of administrative machiner ies were missing. I’m really delighted by the way in which the meet has been conducted and how the city has been projected. Efforts are on in the right direction. The government should draw a long term plan on infrastructure bottlenecks before IT takes off in Hubli. They should learn lessons from what’s happening in Bangalore.

Hari Hegde, Vice-president ( operations ) Wipro Technologies:
The presence of Chief Minister Kumaraswamy itself shows how serious the government is in making Hubli, as an IT destination. The momentum is on and the focus is also in the direction. The meet has given visibil ity about what is available in Hubli. Now I cannot comment on investment as we are in the mode of exploring. The need is to sustain the momentum gained by this meet. The government should give compelling reasons as to why they have to invest here, only then anchor companies like ours can think on those lines.

Hubli: Chief Minister H D Kumaraswamy on Saturday gave the green signal for setting up an IT City near Hubli-Dharwad based on the response from entrepreneurs. He was positively reacting to a request by district in-charge and Revenue Minister Jagdish Shettar.

Speaking after inaugurating the IT Investors Meet here, Kumaraswamy said that the Karnataka Industrial Area Development Board (KIADB) had been instructed to set apart about 300 acres of land for the IT sector in Rayapur, Mummigatti and Kelagei areas.

"The State government is contemplating to set up an integrated IT City in Hubli depending on the response from entrepreneurs. It is my fond wish that HubliDharwad and Belgaum should drive the IT revolution in North Karnataka," he averred.

The CM said that Karnataka Democratic Front government was committed to developing IT and related industries in all tier II cities in the State, particularly in the Hubli-Dharwad region. He said the IT industry in the State was projected to provide employment to one million professionals by 2010. It was his strong desire that at least 30 pc of that should be in North Karnataka, he added.

He revealed that the State government was taking initiatives in association with the National Association of Software and Computers (NASSCOM) as well as the Department of Technical Education for producing IT-ready graduates in NK.

Appreciating the efforts of gusty young NonResident Indians of the region on the development of IT sector in the region, the CM said that most of them expressed willingness to return and start the industry.

HUBLI: Kiran Karnik, president, National Association of Software and Service Industries (NASSCOM), has said that development of tier-two cities as hubs of information technology (IT) is the need of the hour.

Delivering the keynote address at the IT Investors' Meet here on Saturday, he stressed the need for setting up units in a number of cities instead of a few centres to ensure the development of the sector.

He said the talent in cities such as Bangalore and Mumbai was depleting, and candidates from other regions were being recruited. Because of various factors, it had become necessary for the industry to set up units in regions where there was talent. The only option was to move to smaller cities, and NASSCOM was encouraging companies to do so, he added.

Mr. Karnik said software products and services provided by Indian companies, and the quality of software professionals had changed the image of the country.

The IT sector had made a substantial contribution to the economy, he added.

He said IT companies provided employment to 1.2 million people and indirect employment opportunities to nearly three million others. The IT sector had contributed to socio-economic development. Besides, e-governance had improved the lifestyle of the common man, he said.

Requirements

Speaking about the requirements of IT companies which wanted to set up units in smaller cities, Mr. Karnik appealed to Chief Minister H.D. Kumaraswamy to improve infrastructure. Projects should be completed expeditiously, he said. Although the expansion of the Hubli Airport had begun, work needed to be speeded up, he added.

Revenue Minister and Minister in charge of Dharward district Jagadish Shettar appealed to Mr. Kumaraswamy to grant Rs. 20 crore and allot 40 hectares of land for developing an "Integrated IT City" in Hubli-Dharwad. The twin cities could be developed into an IT hub, he said and promised investors that the Government would provide facilities.

B.V. Naidu, Director, Software Technology Parks of India, spoke about the need for developing tier-two cities as IT hubs. He said Hubli should be promoted as a destination for investments in the IT sector.

Mr. H.D. Kumarswamy released a CD containing a presentation on facilities available in Hubli.

HUBLI: Chief Minister H.D. Kumaraswamy on Saturday said that the State Government was thinking of establishing an integrated information technology (IT) city in Hubli depending on the response from entrepreneurs.

Speaking after inaugurating the information technology investors' meet here in which 95 IT companies participated, the Chief Minister said the Government was committed to providing all help to companies that came forward to invest in the twin cities.

He said that he had directed the officials of the Karnataka Industrial Area Development Board (KIADB) to set aside 300 acres of land in Hubli and Dharwad (Rayapur, Mammigatti and Kelgeri) for the proposed integrated IT city.

The Chief Minister said, "It is my wish that Belgaum and Hubli-Dharwad cities should help in launching an information technology revolution in north Karnataka. My Government has laid the foundation for attracting investors to these cities."

Initiative

He referred to the initiative taken by the National Association for Software and Service Companies (NASSCOM) in association with the Department of Technical Education in making graduates in north Karnataka "IT ready".

The initiative was the first of its kind in the country, the Chief Minister said.

Mr. Kumaraswamy also referred to leading companies such as Sun Microsystems and Mindtree which had come forward to adopt a few colleges in the district to spread IT skills. Hubli and Dharwad had a literacy rate of 72 per cent and had a large pool of educated youth who could be employed by IT companies, Mr. Kumaraswamy pointed out.

The Chief Minister said, "I am a member of a Hubli City Interest e-group and keep communicating regularly with other members. There are several young software engineers in the U.S. from this city who are willing to come back and open software industries and generate employment. Like non-resident Chinese who spearheaded the economic transformation in China, the young non-resident Indians also seem to be keen on taking on the leadership of change."

`Ideal destination'

Mr. Kumaraswamy urged IT entrepreneurs to invest in Hubli and Dharwad.

"It is an ideal destination for further expansion plans of IT companies located in other parts of the State and the country. I promise IT industry that our Government will provide all assistance to investors and entrepreneurs," the Chief Minister said.

Anup K. Pujari, Principal Secretary, Department of Information Technology, Biotechnology and Science and Technology, welcomed the gathering. Deputy Commissioner M.S. Srikar proposed a vote of thanks.

Bangalore: Even as the state government is making a serious attempt to promote Hubli-Dharwad as a good Tier II location for IT and ITeS companies by conducting the IT investors meet during this weekend, NASSCOM is gearing up to get more from this event. In order to make graduates in North Karnataka 'IT-ready', the taskforce on IT Workforce Development within NASSCOM is ensuring that IT companies come forward and adopt a few colleges in Dharwad.
NASSCOM, along with the Department of Technical Education, government of Karnataka, is organising the first ever ITeS/IT Industry-Academia Meet in Dharwad on the same day when the IT investors meet would take place in Hubli. On this occasion, Sun Microsystems and MindTree Consulting have come forward to adopt a few colleges in order to equip them on industry requirements.
"We have identified several Tier II cities in India where such initiatives would make a huge difference. This is the first time it would take place in Karnataka. It is initiatives like these that will help us ensure that India would not have a talent crunch of 5 lakh people by 2010 as estimated by the NASSCOM-Mckinsey report,'' Kiran Karnik, president of NASSCOM told The Times of India.
Over the last few months the IT industry has made it known on various platforms that it is unimpressed with the quality of graduates coming out of colleges especially in Tier II towns. Lack of good soft skills, bad communication and problem solving skills and knowledge on algorithms are some of the common woes of the IT companies.
According to Prof K Basavaraju, director, Department of Technical Education, government of Karnataka: "Our graduate intake every year is 45,000 students, whereas the output is currently 28,000 students. This meet would help students understand the needs of the industry in today's context directly from the industry leaders.'' With a 72% literacy rate, Dharwad prides itself for being the centre of high quality education and has 16 engineering colleges beside two medical colleges.

NRIs have sought land for IT City: Shettar

Hubli: It is destination Hubli for the IT/ITeS sector in Karnataka now. The state government is open to the idea of setting up an integrated IT City depending on the response from entrepreneurs attending the IT Investors' Meet here on Saturday.
Revenue minister Jagdish Shettar said on Wednesday that some eight to 10 NRIs based in Manipal, who are engaged in software development for export, had approached him to explore the possibility for allotment of land in Hubli for the establishment of an IT City. Addressing a meet-the-press programme organised here by the Dharwad District Working Journalists' Association, he said if they form a consortium and identify a piece of land, KIADB will certainly help them out from the 400 acres already acquired by it. Shettar said that the NRIs are attending the investors' meet on Saturday. They will be shown the available KIADB land in Rayapur and Mammigatti on NH4 and Kelgeri near Dharwad.

Hubli: The IT Investors Meet received a shot in the arm with Neilsoft, a Pune-based engineering technology services provider, setting up a centre in Hubli IT Park on the eve of the event’s inauguration on Friday.
Neilsoft corporate marketing manager Prashant Chunduri said, “we saw a perfect combination of good engineering talent and infrastructure in Hubli to locate our first centre outside Pune.”
The company specialises in computer aided designing, manufacturing and software product engineering services and solutions. The Hubli centre starts with 20 engineers and is expected to grow to 100 seats in the next 18 months.
Meanwhile topnotch players, including Infosys, Wipro, TCS, MphasiS and MindTree, are among the 56 companies which have confirmed their participation in the event billed to showcase Hubli as an ideal Tier-II city for the IT/ITeS sector.

HUBLI: Chief Minister H.D. Kumaraswamy will inaugurate ‘Destination Hubli- Stay ahead’, an ambitious IT investors meet, slated to be held here on May 20, to attract IT investment to North Karnataka in general and Hubli-Dharwad in particular. Dharwad district administration, IT Department, Software Technology Park of India, Keonics, Karnataka Chamber of Commerce and Industry, Hubli-Dharwad Municipal Corporation, BIC Society and BVB College of Engineering and Technology are working in tandem to make this event a success.

Speaking to The New Indian Express, Deputy Commissioner M.S. Srikar said as many as 45 IT companies have confirmed their participation in the investors meet and another 20-30 have shown keen interest.

‘‘We have done everything required to showcase Hubli’s potential for IT investment.

The district administration has identified three places in Hubli and Dharwad cities for establishing the IT City.

These places would be shown to the investors,’’ he added.

Representatives of major IT companies, including Infosys, IBM and NASSCOM are expected to participate in the day-long deliberations and take a decision regarding setting up of their units in this region.

Special invitee Kiran Karnik, Chief Executive Officer, NASSCOM, will deliver the keynote address.

HUBLI: When CEOs of IT, ITES and BPO companies land in Hubli on Saturday to participate in a government-sponsored investors' meet, they might just find the region an ideal destination for expansion.

The government is only tempting the air further by offering facilities far superior than in Bangalore at invitation prices.

For instance, if an office space in upmarket Koramangala area in Bangalore costs anywhere between Rs 30-45 per Sq.Ft in monthly rents, the same is offered for Rs 10 at Hubli's newly developed IT park.

There is, however, a caveat. The offer is available only for first comers and restricted to 50,000 sq.ft of space. The next 15,000 sq.ft in the total built up area of 2.70 lakh sq.ft. Will come at Rs 15 per sq.ft in monthly rental. The rest will cost Rs 20 per sq.ft per month.

The State Government which is developing Hubli at a frenetic pace as part of its operation to decongest Bangalore is confident that the bristling commercial centre with its salubrious climate and availability of all critical needs - power, water and access - will emerge as a key tier-II IT destination in Karnataka.

Mckinsey report, after all, reckons Hubli as the next IT hub. Dharwad Deputy Commissioner M S Srikar said the IT park is suitable for small and medium companies.

Big companies may look for large areas of land, which, in any case, is available at affordable prices around the twin cities of Hubli and Dharwad.

According to IT director Rakesh Singh, the Karnataka Industrial Areas Development Board (KIADB) would also offer developed land in Rayapur, Mammigatti and Kelgeri areas in Dharwad district.

The Government is also open to the idea of a high-tech IT city on a 300-acre plot.

The region already hosts all major telecom service providers and is equipped with fibered network with high-speed internet, points out Rakesh Singh.

There are no infrastructure problems, and companies can tap skilled manpower that is locally available in abundance. There are about 180 colleges in Hubli-Dharwad region producing more than 17,000 graduates, he said.

Interestingly, about 80 colleges are already offering BPO-centric training to students.

The civic body of the twin cities too is geared up for meeting the infrastructure needs of investors.

Municipal Commissioner P Manivannan said all encroachments have been razed and wider roads are being relaid.

Being close to Mumbai, Pune, Belgaum and Goa, and connected by air, rail and road are big plusses Hubli has in its favour. And any possible congestion or traffic snarls are still decades away.

AWAITING INVESTORS: The Information Technology Park in Hubli

HUBLI: The IT (information technology) Investors' Meet opens here on Saturday, and representatives of companies attending it will visit the IT Park to find out whether there are adequate facilities for setting up units.

The meet is a coordinated effort to revive the IT Park and project the twin cities of Hubli-Dharwad as an ideal destination for investments in the sector.

The district administration, led by Deputy Commissioner M.S. Srikar, has taken the initiative to organise the meet with the support of the State Department of Information Technology and Biotechnology, Hubli-Dharwad Municipal Corporation (HDMC), Karnataka State Electronics Development Corporation Limited, Karnatak Chamber of Commerce and Industry (KCCI), BIC Society and BVB College of Engineering and Technology.

Two years ago, "Destination Hubli", a meet to promote the IT Park, was organised in Bangalore, but it did not make an impact. A positive response is expected this time as the venue is Hubli.

The organisers of the event will make it known to IT companies that about 120 hectares of land is available in and around the twin cities for those interested in establishing their units outside the park.

Although invitations have been sent to about 150 IT companies, the organisers of the meet have said the focus is on persuading top companies to participate.

The Government has announced a special package for attracting IT companies to the IT Park. Chief Minister H.D. Kumaraswamy, during his visit to Dharwad for the inspection of sites for setting up a Circuit Bench of the Karnataka High Court, announced that for six months, the first 50,000 sq.ft at the park will be offered at Rs. 10 a sq.ft. and the next 15,000 sq.ft at Rs. 15 a sq. ft.

Following the announcement of the package, the IT Park has received enquiries. Neilsoft, a Pune-based company, has expressed interest in buying 10,000 sq.ft of space. The Government has announced the allotment of 155 hectares of land to the Airports Authority of India for the development of the Hubli airport into an all-weather facility.

There is hope that the IT Park can be revived and Hubli can be promoted among IT companies at the meet as a destination for investments.

In view of the meet, the HDMC has improved roads and other basic amenities.

On similar lines, the government of Karnataka must setup a North Karnataka Venture Capital Fund (NKVCF). The fund should go into companies with above-average growth and should set base in North Karnataka.

An initial fund to the tune of about Rs 25 crore can be setup and monitored professionally by industry, academic and government representatives.

The investment range could from Rs 50 lakh to Rs 150 lakh per company and the investment horizon would be 3 to 5 years. With this initiative, around 10 companies (may be existing companies or new ventures) will start their activities in the North Karnataka region. This initiative will bring definite attraction for small and medium-sized companies and also will develop entrepreneurial culture in the region (wherein universities and education institutes can transform their research into product or service to global markets).

Hubli: Destination Hubli is all set to hold its first ever investors meet on Saturday to attract investments in information technology and other related sectors to make Hubli-Dharwad an IT hub of North Karnataka. The meet, which has been postponed twice earlier, will try attract IT investments from all categories - minnows to giants.

The meet holds significance in the backdrop of increasing complaints of infrastructure bottlenecks at the national IT capital Bangalor and some companies choosing neighbouring states for investment. Cost of land and unavailability of space were acting as potential barriers in choking new investments in the State capital.

The initiative to host the meet has been taken up by Karnataka Chamber of Commerce and Industry in active association with the administration in order to highlight the need for showcasing secondary and tertiary cities as potential IT destinations, sources stated. Mangalore has been preferred by some companies due to North Karnataka cities due to better air connective. In fact infrastructure, investment climate and availability of trained human resource was better in cities such as Hubli. The government should encash the opportunities of these cities to channelise investment going out of Bangalore.

There are lot of apprehensions and expectations from the investors meet. There is a touch of cynicism with a group feeling that not much drastic changes will have taken place in Hubli cities. However, another school of thought has a very positive outlook, especially given the improvement in road and other infrastructure in Hubli, the sources revealed. The better drinking water and communication facilities have rubbed off on the enthusiasm to promote Hubli as the next IT destination, the sources stated.

The organisers expect the presence of Chief Minister H D Kumaraswamy, who also holds the IT portfolio, and his deputy Minister B S Yediyurappa (who holds the Finance portfolio) will give an impetus to put Hubli on the global IT map.

Infosys, IBM, Hewlett Packard, TCS and Wipro are sending their representatives to the meet and that has added to the enthusiasm of the believers. Now, the onus is on the government to fulfil the expectation of the people and organisers by announcing major policy initiatives to check the outflow of investment from the state.

HUBLI: The officials of the government have been directed to revive the earlier proposal of setting up a textile park in the city, Revenue Minister Jagadish Shettar said here on May 17.

The minister was present at a meet-the-press programme organised by the Dharwad District Working Journalists' Association here in the city on 17th May.

Jagadish Shettar further clarified that as per the earlier proposal, their was only a requirement of 10 acres of land, but now a minimum of 50 acres of land might be required for the purpose.

The government’s decision to close down the NGEF unit at Bangalore has raised the chances of shifting some sections of the factory to the city, so the proposal in this regard has been submitted, he said.

The minister further listed out the number of projects sanctioned and steps taken by the government in the implementation regarding development of north Karnataka.

However the state government had sanctioned Rs. 2.65 crore for developing infrastructure in the Gokul Road Industrial Estate in the city.

HUBLI: Revenue and District in charge Minister Jagadish Shettar has said that along with promoting the Hubli IT park, the State Government is contemplating to allot land to a group of entrepreneurs for developing an ‘IT City’ near the twin cities.

Speaking at the press conference, Shettar said 400 acres of land was available near the twin cities, which would be given to the entrepreneurs to chalk out their plans for the ‘IT City’ if they were interested. Otherwise, land would be provided to them on the basis of the requirement of each company, he added.

He added that during the IT Meet on May 20, the delegates would be taken to see the land acquired by the Karnataka Industrial Areas Development Board at Mummigatti, Rayapur and Kelageri.

Replying to a question on whether the state government would provide land at concessional rates, he said no decision was taken regarding the same.

HUBLI: Revenue Minister Jagadish Shettar has said that the mini Vidhana Soudha will be constructed at a cost of Rs 5 crore on the present tahshildar’s office premises here.

Addressing a news conference organised by the Hubli Working Journalists Union here on Wednesday, Shettar said about Rs 2.5 crore would be sanctioned immediately to construct the mini Vidhana Soudha on the said premises which was currently in a dilapidated condition.

The government had taken all the steps to ensure the success of the Information Technology Investors meet scheduled to be held here on May 20, which expected participation of around 150 companies, he said.

Accusing former chief minister, N Dharam Singh of excluding Hubli-Dharwad from the JNURM project, he said the coalition government was committed to safeguard and develop north Karnataka.

Keshav Nadakarni welcomed and Mallikarjun N Siddannavar proposed a vote of thanks.

BANGALORE: The expansion of IT industry is seeing an increased focus on tier-II cities with state governments increasingly promoting these as the next investment destination.
The Karnataka government is looking at Hubli as one of the important tier-II places for IT companies through various incentives and holding an investment meet.
The state government will be offering space at the IT park in Hubli at Rs 10 per sq ft as a limited period offer . The IT park at Hubli has 2.75 lakh sq ft space available and the first 50,000 sq ft space will be given away at Rs 10 per sq ft and the next 15,000 sq ft at Rs 15 per sq ft. However , this will be open only for a limited period of six months.
The state government will hold an IT investors meet on May 20 and has invited over 150 companies and big players such as Infosys, Wipro, IBM, 24/7 customer have confirmed their participation. It will also see the participation of Nasscom president Kiran Karnik.
Addressing mediap e r s o n s here on Tu e s d a y, state revenue minister Jagdish Shettar said that the government was interested in attracting IT investments into tier-II cities as Bangalore has become ‘congested’ . State officials expect higher proportion of ITeS companies to set up their operations in Hubli as it has got an annual graduate pool of around 17,000.
However, the STPI park in Hubli has about 9 units operating registering exports of Rs 5 crore for FY06.

Three Routes Chalked Out To Prevent Entry Of trucks Into Heart Of City

Hubli: The National Highways Authority of India has proposed three alignments for the Hubli bypass road linking Kusugal Road and Gadag Road with the Pune-Bangalore highway, to prevent the entry of heavy vehicles into the heart of the city, and so ease traffic congestion. .

The proposed bypass will divert the Mumbai, Karwar and Mangalore-bound heavy traffic originating from Solapur, Bijapur and Hospet towards Pune-Bangalore road, without these trucks having to enter the city and pass through Chennamma Circle in downtown Hubli, as at present.

The first alignment, which is 8.5 km long, will touch Pune-Bangalore highway at the Gabbur Cross. The 1O-km long second alignment is further away from the city, while the third one, which takes into account the long term expansion of the city, is 18 km long.

According to the design prepared by NHAI, land acquisition for the second alignment would pose minimum problems as it runs along an existing 10-ft wide cart track. This would be neither too close nor too far away from the city limits, and is thus most convenient for truckers.

All the three alignments would require construction of two overbridges on HubliGadag and Hubli-Bangalore railway lines, criss-crossing their path. The second
alignment is, however, most acceptable to local officials as well as the business community.

At present, around 2,000 iron and manganese ore-laden lorries originating from Toranagal and Hospet and bound for Karwar and Mangalore ports pass through Hubli, each making an average of 20 trips per month. Apart from causing traffic congestion, they pose a hazard on city roads.

A local gynaecologist and former chairperson of the. Sri Siddharooda Mutt Trust Committee, Pushpa Joshi, was killed on the spot when an ore-laden lorry rammed into the car in which she was travelling with her family, near Anchatgeri on Karwar Road on Sunday.

Following the accident, Hubli-Dharwad police commissioner Narayan Nadamani has fixed speed limits for-vehicles on two stretches of city roads. But given the volume of traffic, the maximum speed limit prescribed by him is not possible to achieve on those stretches.

Road Transport and National Highways advisory committee member Mahendra Singhi said local ministers Jagadish Shettar and Basavaraj Horatti should impress on Union transport and national highways minister of state K H Muniyappa of the need to take up construction of the bypass at the earliest.

Addressing presspersons after launching the website for the event, www.destinationhubli.in, here on Monday, M.S. Srikar, Deputy Commissioner, Dharwad district, said efforts were on to invite companies which were keen on taking up expansion plans in Hubli.

To a question, he said the objective of the investors' meet was not confined to marketing the Hubli IT Park. "We want to make investors aware of the potential of the twin cities (Hubli-Dharward) for the IT industry. The IT park is suitable for small- and medium-scale software industries. But big companies in the sector require separate land for setting up units. During the meet, we will highlight the availability of land," he said.

Mr. Srikar said invitations had been sent to more than 150 IT companies. "We are receiving confirmation of participation. Merely getting more participants does not serve any purpose. Our focus is on getting the attention of 50 to 60 potential investors who are keen on investing in Hubli," he said.

Mr. Srikar said the post-lunch session of the meet was for marketing Hubli as a destination for investment. During the session, the Hubli-Dharwad Municipal Corporation (HDMC) and the Karnatak Chamber of Commerce and Industry would make presentations on infrastructure improvements and business opportunities. To a question, Mr. Srikar said about 100 hectares of land around the twin cities had been acquired by the Karnataka Industrial Areas Development Board, and it could be used by big IT companies.

Mr. Srikar said a response cell had been set up at his office in Dharwad for giving information on the investors' meet. The website gives details of the event and the names and phone numbers of persons to contact for information.

HDMC Commissioner P. Manivannan told presspersons the corporation would provide adequate facilities for companies interested in making investments, and it had set up a project cell.

The State Department of Information Technology, HDMC, Karnataka State Electronics Development Corporation, Software Technology Parks of India, BIC Society and the BVB College of Engineering and Technology are organising the meet.

Bangalore: Legal education in the State is expected to reach new heights with the setting up of Karnataka Kannoonu Vishwavidyalaya. The first law varsity of the S tate would take its birth in a month if the State Go vernment acts on the r eport submitted b y university special officer J S P atil. Accor ding to the r eport available with Vi jay T imes, the university is proposed to be set up at a cost of Rs 4 2 cror e . All the 72 law colleges affiliated to various universities would become a part of the proposed university . A 52acr e KSRP land has been identified for setting up of the university campus in H ubli.

The university would have 30 centr es of e xcellence including intellectual property rights, rehabilitation, juvenile delin quency , women rights and child rights . For the first time , the university would offer certificate and diploma courses in law besides distance education. It would continue to offer both thr ee-year and five-year LLB courses .

The university also proposes to offer LLB ( honours ) course at Hubli campus with an intake of 60. A three-month long bridge course would be offered for enriching written and spoken English at beginning of each academic year .

The report also mentions that environment science, general science, psychology , criminology and commer ce and management can also be taught with legal education.

Hubli: A website, www.destinationhubli.in, would be launched soon to facilitate the investors’ meet to be held here on May 20. This would provide full information about Hubli as the destination for investments in Information Technology and ITeS sector.

The event will be organised by the Consortium of District Administration along with Hubli-Dharwad Municipal Corporation, Karnataka Chamber of Commerce and Industry, KEONICS and IT-Department with the cooperation of the State government. Local engineering colleges and BIC Society, a society constituted for marketing Hubli-Dharwad in IT space, have shown special interest in the event.

In a press release, KCCI IT Committee chairman Santosh Huralikoppi said that the State government and CM Kumaraswamy have shown interest in making the meet a success by attracting potential investments in the Information Technology, Business Process Outsourcing (BPO) and Biotechnology spaces.

More than 150 delegates from various large, medium and small companies have been invited and there have been positive responses from a few of them. Special arrangements for travel and stay have been made for the delegates.

Santosh said that the incentives announced by the Chief Minister Kumaraswamy for Hubli IT Park have started showing positive results. Neilsoft, a Pune based company with over 500 employees, has taken over a Hubli based company and is starting its operations in IT Park with 10,000 square feet space. Local entrepreneurs and industrialists, who were trying to diversify into IT and BPO space, were looking forward for investors meet, the release added.

The Pune-based engineering technology services and solutions provider, Neilsoft, is setting up an engineering development centre in Hubli.

The company, which provides engineering services to construction, industrial machinery, software and transportation sectors, will recruit 100 engineers from Hubli and Dharwad for the centre over the next 18 months.

“We were looking at a smaller town for our expansion and Hubli attracted our attention due to the availability of engineering talent there. It will help us expand at a lower cost as compared to bigger cities. This will be our first centre outside Pune and we will invest close to Rs 10 crore over the next 18 months,” Neilsoft managing director Ketan Bakshi told Business Standard.

He said that plan to set up a centre in Hubli is part of the company’s efforts to grow 10 times in the next six years from its present strength of 550 engineers based in Pune. The short term goal of the major expansion plan is to expand its capacity to over 1,000 seats in the next 18 months, he said.

“The engineering services outsourcing industry is at an inflection point and is experiencing over 40 per cent growth (CAGR) over the last two years. To ride the growth wave (momentum), we have evolved a scaleability framework and drawn up the blueprint for rapid growth in the next six years,” Bakshi said.

The company, which reported an operating profit of Rs 9 crore over a turnover of Rs 40 crore in 2005-06, aims to achieve Rs 68 crore turnover this year. Neilsoft’s services include a breadth of CAD/CAM/CAE/PLM related engineering services and software product engineering services.

Neilsoft has raised venture capital from Ahmedabad-based VC fund GVSL and Sicom, a Maharashtra government-owned financial institution, who have invested Rs 3.2 crore and Rs 2.2 crore respectively.

The company?s clientele include Autodesk and Skanska. Its key offerings in engineering services and solutions are in the areas of construction engineering, design, analysis and detailed engineering services for building systems and industrial plants in multiple disciplines including structural (precast, RCC, steel). The company also has a software product for engineering services.

Bakshi said, “Though companies around the world are looking at tapping into India?s advantage in offshoring engineering services, access to cheap labor alone cannot be a sustainable business model over the long term. The engineering technology (ET) services space has its own challenges of scaleability and has characteristics that are distinctly different from the IT services space. Hence, the specialist engineering services vendors have a unique opportunity to differentiate themselves from the IT model and scale to become major ET players.”

Neilsoft has offices in Michigan in USA, Cambridge UK, Chicago USA and Dalian in China to cater to the engineering needs of some of the Fortune 2000 companies.

Dharwad, home of delicious, tongue-melting phedas and artistic Kasuti saris, is also famous as a seat of learning for at least one hundred and twenty-five years. Together with Hubli, it is the second largest city in state of Karnataka. Hubli-Dharwad city has been home of political, social, educational and economic activities for the whole of North Karnataka and the region beyond erstwhile Mysore state ruled by the Maharaja of Mysore.

History of Dharwad goes back to more than one thousand years. Two epigraphs dated 1116 and 1126 A.D. mention the place as "Darwad". According to Dr. P.B. Desai, the renowned epigraphist, the name has been derived from Sanskrit 'dwarawata'. Dwara meaning door and Wata or Wada meaning town. Actually it was gateway between mountain land (malenadu) and the plains (bayaluseeme).

In ancient times, Dharwad was capital of Halasigenadu. This region was jointly ruled by Kadamba king of Goa, Jayakeshi and his queen Mailaladevi. She was the daughter of illustrious king emperor Chalukya Vikramaditya VI in the 11th century A.D. Dharwad continued to be important trading center and a strategic town and many battles were fought for its control during Mughal and Peshwa times. It was a center of 'Southern Maratha country' a wrong nomenclature of Marathas accepted by the British for some decades, for four Kannada districts along with those of Maharashtra of Bombay Presidency.

The British were drawn by the cool and pleasant climate and developed it as camp for hunting tigers in the nearby thick forests. By 1880 there were more than a hundred European families in Dharwad who had their own clubs. Even a golf club and gymkhana club made their appearance in 1886.

Christian Missionaries followed British administrators. Basel Mission school came up in 1836. Moegling, Ziegler and Kittel were the persons who strived for development of Kannada language and literature. Grammar books, English-Kannada and Kannada–English dictionaries are their contributions.

Epigraphist J.F. Fleet, a revenue officer (I.C.S) brought to light hundreds of inscriptions, folk tales and ballads besides editing important Oriental periodicals. For college education, youngsters had to go to Poona. R.H. Deshpande and Aluru Venkat Rao were pioneers in creating awareness among the middle-class about the need of higher education in Dharwad itself. Karnatak College came up in 1917, by the private organized efforts. This gave boost to students who had completed studies in High Schools started by Karnataka Education Society and Lingayat Education Society (1887) Sanskrit Pathashala was run by Murugha Math. The other pathasala in traditional vedic lore, the one in Gandhichowk has been rendering service for more than two hundred years.

The training colleges for primary school teachers (for men in 1857 and for women in 1885) were the only training institution in the whole of North Karnataka for many decades. Karnataka Vidyavardhak Sangh established by R. H. Deshpande in 1890 strived hard to create awareness among commoners about greatness of their region and language. Later the movement for unification of Karnatak started in Dharwad only as also Nationalist movement. Hubli-Dharwad produced many frontline political leaders during freedom movement.

Dharwad is home of Hindustani classical music. Musicians of fame like Mallikarjun Mansur, Gangubai Hangal, Bhimsen Joshi, Basavaraj Rajguru hail from this place. More than a dozen excellent vocalists, instrumentalists and Tabla artists belong to Dharwad.

In literature also Dharwad has made name. There is a saying that you throw a stone in Dharwad and it hits a poet. Right from D.R. Bendre, we have any number of poets who have contributed to different branches, Navodaya, Navya Bandaya etc. Poets, writers, researchers, scholars, who have spent two or more years in Dharwad, always feel nostalgic about the place.

Seven hillocks, seven tanks and seven villages round about Dharwad, made the Old Township. Alas! No more now (year 2004). The tanks have disappeared, hillocks are bereft of vegetation, making way for concrete jungle and villages have become the suburbs of dry city called Dharwad. Water-scarcity is terrible. Even then Dharwad has retained its charm as a place of learning and music.

HUBLI: Revenue and District incharge Minister Jagadish Shettar has disclosed that a meet of investors and ‘bigwigs’ of information technology will be held in Hubli on May 20 to attract investors toward north Karnataka.

Speaking to reporters after performing bhoomi pooja to take up developmental works at a cost of Rs 2.65 crore at the Gokul industrial area here on Monday, Shettar said a high-level committee meeting was held to discuss the IT meet in Hubli and officials concerned had been directed to begin work on the proposed meet.

The proposed investors meet intended to attract industrialists and persuade them to set up their firms in Hubli-Dharwad. The meet would focus on potential needed to set up the industries, he added.

Chief Minister H D Kumaraswamy and deputy Chief Minister B S Yediyurappa had been invited to inaugurate the meet, said Shettar, adding that the investors meet was considered to be a fallout of the efforts to place the twin cities on the IT map.

The Minister disclosed that already, six IT firms had shown encouraging signs to set up their firms in Hubli, and to this effect, the government had decided to fix Rs 10 per sq metre as an encouraging move to industrialists who purchase business establishments in Hubli IT Park.

He said the Chief Minister and deputy CM would hold consultations with Ratan Tata to persuade him not to move the proposed Tata Motors’ car manufacturing unit out of Dharwad.

Extending his co-operation, Prahlad Joshi, Member of Parliament, asked small scale industrialists to furnish their problems and demands.

Choudappa, general manager, KSIDC and R Basavaraju, additional director, Department of Industries, were present.

HUBLI: Revenue Minister Jagadish Shettar on Monday expressed confidence of convincing Chief Minister H.D. Kumaraswamy and Deputy Chief Minister B.S. Yediyurappa of the need to provide 386.6 acres of land to the Airports Authority of India (AAI) for the proposed expansion of the Hubli Airport.

Addressing presspersons here, Mr. Shettar said that he had brought the matter to the notice of Mr. Kumaraswamy and Mr. Yediyurappa and explained to them the need for giving some more land to the AAI keeping in mind the overall development of Hubli and Dharwad.

"Both of them have agreed in principle to the proposal. Even if there is any problem, I am sure of convincing the Chief Minister and the Deputy Chief Minister," he said. On the request to waive the property tax arrears due to the Hubli-Dharwad Municipal Corporation by the AAI, the Revenue Minister said that he would take up the matter with the authorities concerned.

Pralhad Joshi, MP, said that he had discussed the expansion project with Praful Patel, Union Minister of State for Civil Aviation.

The Union Minister had promised that his department would consider the project for approval if the Government provided land to the AAI free of cost.

He said he would appeal to those having property in the airport's vicinity to cooperate with the authorities.

HUBLI: Officials of the Airports Authority of India (AAI) and the Revenue Department will conduct a survey by month end to ascertain the land needed for the proposed expansion of the Hubli Airport.

Ramalingam, regional executive director, Southern Region, Airports Authority of India (AAI), told presspersons here on Monday that the AAI required 386.6 acres of land more for the implementation of the master plan to upgrade the airport. Dr. Ramalingam visited the airport along with Jagadish Shettar, Revenue Minister, Pralhad Joshi, MP, M.S. Srikar, Deputy Commissioner, and P. Manivannan, Commissioner of the Hubli-Dharwad Municipal Corporation.

On the work taken up at the airport, he said the expansion of the terminal would be completed in two months. Strengthening of the runway, taxiway, apron and associated works that were underway at a cost of Rs. 7.12 crore were likely to be completed by July 31.

Dr. Ramalingam said Rs. 7.86 crore was sanctioned last year for the work on upgrading the airport.

The Government had allocated Rs. 7.5 crore for the purpose this year.

The airport would have a fire station by this December, and fencing work would be completed by March next.

According to the master plan, the airport would be upgraded to handle Airbus 320. The runway had to be extended by another 2,000 ft. for the purpose. Its width had to be increased from 30 ft. to 45 ft. To make it an "all-weather airport", the AAI required 386.6 acres of land more, he said.

To implement the master plan, some residential areas had to be acquired. There was a need to revise the plan to avoid acquisition of residential areas.

"We will be bring the issue to the notice of the central office, following which a joint survey will be held," he said.

Dr. Ramalingam said that after taking possession of land, the AAI needed 24 months for the execution of the master plan.

Property tax arrears


Dr. Ramalingam said AAI took over the airport recently and appealed to the Hubli-Dharwad Municipal Corporation to waive property tax arrears of Rs. 40 lakh due to it by the airport.

Chief Minister H D Kumaaraswamy on Thursday said he has advised Information Technology companies to stop expanding their activities in and around Bangalore.

Instead, they (IT firms) must look at Tier-II cities that could be a boon for them as well as to overall development of the State, he said.

Speaking to media persons, the Chief Minister, who was here to inaugurate the two-day Lakkundi Utsav at Lakkundi, near here, said, “We are asking the major IT players to think of starting their subsidiaries in other cities so that every part of the State will get an economic boost and develop.”

Reiterating his commitment to providing infrastructure facilities to IT firms, the Chief Minister said that the government would provide whatever facilities they (IT companies) want in every district. But development should not be confined only to Bangalore. It should spread out to other places too, he added.

He said that the state Cabinet had okayed a Rs 18,000 crore loan from the Asian Development Bank (ADB) to develop cities and towns in north Karnataka. The government would leave no stone unturned to reduce the regional imbalance through equitable creation of urban infrastructure in the backward districts, he vowed.

B’lore ring roads

Defending the government’s decision to take up one more mega ring road project worth Rs 36,000 crore in Bangalore, when the government is going ahead with Metro rail as well, the Chief Minister said Bangalore city was under tremendous pressure due to excessive urbanisation.

To lessen this pressure, the government had decided to take up another project to lay two more ring roads and set up five townships around Bangalore.

Replying to a query, Mr Kumaaraswamy said adamant officers would not be tolerated. Stringent action would be initiated against officers who disobey ministers’ orders.

Asked if the Centre would include Hubli-Dharwad in Jawaharlal Nehru National Urban Renewable Mission (JNNURM), the Chief Minister said he had recently met the Union Urban Development Minister and requested him to consider the twin cities. He said he would continue to exert pressure on the Centre to include Hubli-Dharwad under the project. “Irrespective of the Centre including the twin cities under JNNURM, the State government will release necessary funds for overall development of Hubli-Dharwad,” he said.

Euromar Garuda Resort, promoter of Garuda Mall in Bangalore, is planning to roll out malls in major towns in Karnataka with a budget of Rs 100 crore.

B G Uday, managing director of Euromar Garuda Resort, said: "Our goal is to take Garuda pan-Karnataka. We have identified key locations in the state starting with Jayanagar (Bangalore), Mysore, Hubli and Davangere as phase II expansion of the company".

The mall at Jayanagar (Bangalore) is being built at a cost of Rs 30 crore.
Other projects include the Rs 40 crore Garuda Mall in Mysore, a
Rs 20 crore mall in Hubli and Rs 10 crore mall in Davangere.

BANGALORE, MAY 3: Karnataka’s software exports have surged 36% during the past year, touching Rs 37,600 crore, compared to exports worth Rs 27,600 crore recorded for fiscal year 2005.
Hardware exports from the state for the period were estimated to be worth Rs 2,481 crore, growing at 40% compared to Rs 1,768 crore during the previous fiscal. The state’s share in the overall country’s exports grew marginally to 37.6%, from 36% last year.

Karnataka secretary for IT and BT Shankarlinga Gowda said that given the current rate of growth, software exports from Karnataka could be expected to touch Rs 49,000 crore by end of the current year. The sector would create employement for 70,000 professionals in Karnataka during the year, he said.

Software exports during 2006 were primarily in the enterprise application space, that accounted for 57% of the exports, while technology and software constituted 24% and ITES/BPO contributed 16% to the pie.

According to the estimates of the Software Technology Parks of India (STPI), Karnataka attracted fresh investments from 124 foreign equity companies and 77 Indian companies during the period. Proposed IT investments in the state during the period was Rs 2,761 crore, including Rs 1,882 crore from foreign equity players and Rs 879 crore from Indian companies.

The pie of fresh investments in the ITeS/BPO space expanded by 10% compared to its share in the previous year, at 32% during the past year. 43% of newly approved companies were in the enterprise application space. Technology and sofwtare sector contibuted 25% of the new investments, Mr Naidu said.

IT exports from tier-II centres in Karnataka, including Mysore, Mangalore, Hubli and Dharwad were promising. According to officials, IT exports from Mysore would touch Rs 600 crore in the current fiscal, while Mangalore’s IT exports would cross Rs 1000 crore by 2007.

Exports from Mysore, which houses 40 IT companies, were recorded to be Rs 392 crore in 2006, while Mangalore and Manipal based 21 IT players clocked exports worth Rs 570 crore during the year. Hubli houses nine IT companies and exports worth Rs 4.92 crore were recorded during the year.

HUBLI: A pall of gloom descended on the BVB College of Engineering and Technology, Hubli as it mourned the death of its alumni K. Suryanarayana, who was brutally killed by the Taliban.

Suryanarayana got admission in BVB College in the electronics and communication engineering branch after his PUC in 1984-85. But he switched over to the mechanical engineering after completing one year in the E and C department. He graduated in 1989-90.

His friends and classmates Pradeep Shettar, an industrialist of Hubli, Somu Patil, consulting civil engineering and Rajeshkar Wali said that Suryanarayana was very serious about his studies and brilliant. He was polite and well-behaved too.

Though Suryanarayana’s mother tongue was Telugu, he learnt Kannada within a few months of joining the college and spoke like a local. Whatever happened to our friend is not fair and the terrorist act is highly condemnable. On hearing the news of Suryanarayana’s killing, we were shocked since we lost one of our best friends and a brave citizen of the country, they mourned.

As a mark of respect, BVB college has decided to institute an award in Suryanarayana’s memory for services rendered in the field of social work.

Principal Ashok Shettar condemning his brutal killing, said that both India and Afghanistan should ensure the safety of Indians working on various projects.

‘‘We are proud of him and are planning to institute an award in his name which is yet to be finalised. The award will be conferred at the college annual day, probably this month,’’ he added. The college staff also condoled the death of Suryanarayana at a condolence meeting on Tuesday. The students took out procession, protesting against the killing.
