HUBLI: Complaints of inefficiency, inadequacy of service and absence of the customer friendly attitude on the part of Hubli Electricity Supply Company (HESCOM) poured in at the Karnataka Electricity Regulatory Commission (KERC) began the two-day public hearing of the 124 objections filed against the move to increase power tariff.

KERC Chairman K.P. Pandey, and members S.D. Ukkali and Subramanyam heard the representations from Uttara Kannada, Gadag, and Bagalkot districts.

The most common complaint was that the HESCOM ignored the complaints from electricity users.

There were complaints that HESCOM collect charges of new connection even for mere change of name in power records.

There were complaints about HESCOM personnel visiting the installations without uniforms, variations in billing and the policy of HESCOM levying minimum rate even while the bills were paid regularly.

S.K. Hegde, I.S. Bhagwat, Aravind Pai, and Gajajan Shanbhag, all from the Electricity Consumers' Forum, Kumta, criticised HESCOM for never responding to complaints.

R.K. Rangrej of the District Electricity Consumers Forum, Gadag, said several anomalies noticed in the applications remained unresolved even today.

There was no reason for the tariff being increased and the practice of indiscriminate increase in tariff should be stopped.

The promised toll-free telephone was yet to materialise. No explanation was given for fuel levy of 25 paise per unit.

S.B. Herur, M.I. Balabatti, Bagalkot Power Consumers' Forum, questioned the need for increasing the power tariff because HESCOM is adept at getting money in the name of many levies.

On Monday, Mr. Pandey said in the fast changing scenario of electricity distribution and supply, the customers should be aware of their rights and obligations.

He stressed on the need to involve the electricity users' associations and non-governmental organisations in creating awareness.

HUBLI: Commissioner of Hubli-Dharwad Municipal Corporation P. Manivannan clarified on Tuesday that the recently concluded demolition drive is not a road widening exercise.

He told the corporation council meeting that the demolition drive was purely to clear the roads of encroachments.

"If we go by the Comprehensive Development Plan, then we will have to give compensation to the tune of Rs. 2,000 crores," he said.

About roads that have been left out in the demolition drive, he said the corporation will clear the encroachments on some other roads that had not been identified for demolition.

"But it will be only after development work like construction of footpaths and drains get completed," he said.

Mr. Manivannan admitted that there were some lapses during the drive for which he owned the responsibility.

"Wherever there were lapses because of which some legal structures were demolished, we will give the owners of the buildings suitable compensation. We will come before the Council with a proposal in this regard," he said.

Although there is no scope for rehabilitating people who had built houses illegally on the corporation property, the corporation will take steps to rehabilitate poor people on humanitarian grounds, he said.

About the "completion certificates" of buildings, he said the corporation will take up the issue after a month. "Residential buildings will be dealt with in the end. First, we will deal with commercial establishments," he said.

Mr. Manivannan said the corporation will issue notices to owners of multi-storeyed buildings to clear the protruding portions.

He told the House that the corporation will soon issue an advertisement in newspapers giving full details on the construction of stairs to shops. As soon as the House met, Ashok Jadhav (Bharatiya Janata Party) moved a call attention motion on the criteria adopted during the demolition drive.

Members, including former Mayors Anilkumar Patil, Dr. Pandurang Patil, Mr. Vijayanand Hoskoti, Mr. Firdous Konnur, Leader of the House Yamanur Gudihal, and Leader of the Opposition Bharathi Patil presented their views.

Although everybody welcomed the demolition drive taken up by the corporation, they pointed out some lapses and urged for corrective measures.

The councillors wanted to know if there will be another demolition drive shortly based on the Master Plan and wanted the district-in-charge minister and the Deputy Commissioner or the State Government itself to clarify in this regard.

Mayor Hanumanthappa Betageri, through a ruling, ordered the Commissioner to make up for the lapses and to correspond with the State Government about the implementation of the Master Plan.

Hubli:Mr Kalyani said that academic institutions are nurseries for high-quality human resources.

Mr B N Kalyani, Chairman, Bharath Forge Company Limited, Pune, on Monday urged the government to take urgent steps to radically improve physical infrastructure wherever necessary, in partnership with the private sector.

Speaking at the inauguration of the platinum jubilee celebrations of the Karnataka Chamber of Commerce and Industry here, he wanted the government to rationalise tax structures, accelerate labour reforms and facilitate development of skills.

The State government, with assistance from the Asian Development Bank had initiated the North Karnataka Urban Infrastructure Development Project at a total project cost of Rs 1,800 crore. It was gratifying to know that the twin cities of Hubli and Dharwad have been included in the 25 towns and cities under this project.


Better facilities

Local industry could look forward to better water supply, sewage system, storm water drains, solid waste management, urban roads, fire and emergency services.

These improved facilities would contribute in attracting more investments in the region, said Mr Kalyani.

Mr Kalyani said he foresees tremendous changes in the Hubli-Dharwad region in the next 3-5 years.

These would mainly be driven through partnership between various stakeholders. However, the key element would be the spirit of entrepreneur ship that flourishes here.

The entrepreneurs among them leverage the inherent strengths in the region to derive advantage for their business.

Competitive advantage

In the next 3-5 years the focus should be to leverage the strong educational infrastructure in Hubli-Dharwad to build competitive advantage. “If you are able to develop world-class intellectual capacities and capabilities among local people in agriculture, infrastructure, manufacturing industry and services, it will be a source of long-term advantage that will then attract large capital investments in the region. Your region is well positioned in every way to follow this strategy,” he said.

He said the academic institutions were nurseries for high-quality human resources that were a critical input for them to compete successfully in the global economy.

They need to develop a cadre of global managers - people who were technically sound, proficient and well-equipped and who have the ability to operate across borders with confidence; could raise above regions and cultures; revel in diversity and could operate in spite of high ambiguity and frustration.

They should start at the grassroots-permit industry through industry associations to get actively involved in the running of ITIs and government polytechnics by providing faculty and in framing syllabus and course curricula.

If this was done, students passing out of these institutions would be better equipped with skills relevant to industry and thus could contribute more effectively at the work place, he said.

Hubli: Chief Minister N Dharam Singh assured citizens of Hubli-Dharwad here on Monday that he will approve the Rs 176 crore Malaprabha third stage drinking water project soon.

Speaking after inaugurating the platinum jubilee celebrations of Karnataka Chamber of Commerce and Industry (KCCI), Singh said that the State go vernment was convinced that the project will address the long standing drinking water problem of the twin cities.

Reiterating the government’s stand on the development of North Karnataka, the CM asserted that he was committed to pursue rail projects in the region. There was a need to amend the Central Forest Act to give a green signal for the Hubli-Ankola rail line and the S tate is follo wing the project aggressively , said Singh.

All hurdles related to Hubli Software Technology Park of India were cleared. The coalition government was talking to IT giants of the country . Tata Group chairman Ratan Tata had made up his mind to invest in Hubli-Dharwad, as his company Tata Motors was manufacturing earthmo vers in Dharwad, the CM said.

Speaking on improving Bangalore’s infrastructure, Singh said that work on international airport had started. The government had announced a Rs 491 cror e project to upgrade roads in State capital, he added.

Deputy Chief Minister M P Prakash said that the coalition go vernment had approved investments to the tune of Rs 50,000 crore in the State. The State was growing multi-fold under Dharam’s leadership, he claimed.

Prakash emphasised on development keeping in mind long-term goals. H e called upon K CCI members to play a crucial role in the development of HubliDharwad. Bapuji Education I nstitute honorary secr etary and MLA Shamanoor Shivashankarappa, VRL Group chairman Vijay Sankeshwar and RNS Group of Companies chairman R N Shetty wer e felicitated b y the CM for their contributions to business, industry and social service. Accepting the felicitation, Shivashankarappa said that a single person cannot solve all problems and emerge successful. There should be collective efforts, he stressed.

KCCI had played a vital role. Time and again, it had brought grievances before the government and got them redressed. It should continue the same endeavour in future, he added.

Hubli: Clarifying the State Government’s stand on admissions to professional courses in private colleges, Chief Minister N Dharam Singh on Monday reiterated that the State Government would wait till a Central legislation was passed. The State was not considering any legislation in this regard, he added.

Speaking to reporters at the airport here Dharam Singh said that the U nion Minister for Human Resource Development Arjun Singh had already agreed to move a bill in the winter session to end the controversy once for all. Therefore, it would not be viable to pass another law in the State, h added. Singh ruled out any possible confrontation with the judiciary on the issue.

He said that a delegation would be taken to New Delhi, which would meet Prime Minister Manmohan Singh and Arjun Singh, on Sept 1, to pursue the matter . The matter would also be raised at the meeting of chief ministers of all states to be held in first week of Sept, he added. No rethink on metro rail: On the objections raised by the former prime minister H D Deve Gowda on Bangalore Metro Rail project, Singh categorically stated that there was no rethink over the metro rail project. U nion ministry for Urban Development had given a green signal for the project, and assent of the Central Cabinet was awaited, he added.

Gowda’s queries would be addressed and the project would be commissioned by creating consensus among coalition partners, Singh asserted. The coalition government had performed well in the last one year , he claimed.

On the compensation for flood hit areas of North Karnataka, the CM said that the PM and Agriculture Minister Sharad Pawar had assured that aid would be given to the State on the lines of the tsunami relief model. The State would monitor relief measures so that each victim was benefited, he added.

HUBLI: The Bharatiya Janata Party (BJP) relented on the show of black flag but succeeded in staging a dharna against Chief Minister N. Dharam Singh here on Monday.

Ever since Pralhad Joshi, party MP from Dharwad North, had announced plans to stage a black flag demonstration against Mr. Dharam Singh, the police had been trying to persuade the BJP leaders to drop up the plan.

Police pleas ignored

Police continued their efforts even as the BJP workers gathered near the entry gate to the airport because the police did not allow anybody wo did not posses passes.

The BJP leaders, including Mr. Joshi, were firm in going ahead with the demonstration while agreeing not to show black flag.

At one stage, the police offered to permit a couple of them to meet the Chief Minister inside but the BJP leaders refused the offer.

Sit-in strike

The police were welcome to arrest them if they so desired.

But the BJP leaders made it clear and said that they would do a sit-in strike near the entrance and said the police were welcome to remove them.

They refused to heed to the advice of the police not to shout slogans against the Chief Minister.

When the Chief Minister's motorcade from the airport building came near the gate, the BJP workers, led by Mr. Joshi, shouted slogans against the "lethargy" of the Government in taking up the issue of giving forestland for the Hubli-Ankola railway line.

Mr. Dharam Singh got down from the car and walked up to the demonstrators and heard Mr. Joshi. Minister for Law and Parliamentary Affairs H.K. Patil and Minister for Municipal Administration S.R. Morey who is the in-charge minister of the district were present.

HUBLI: Chief Minister N. Dharam Singh on Monday promised to provide a package of assistance for rebuilding roads in Hubli-Dharwad, which has become necessary after the recent massive demolition taken up by the Hubli-Dharwad Municipal Corporation for removing the encroachment.

The Chief Minister, who spoke to presspersons soon after his arrival here, was noncommittal on the question of clearance to the long-pending Rs. 176-crore scheme for augmenting water supply for Hubli-Dharwad. He declined to react to complaints that a number of schemes pertaining to improvement of Hubli-Dharwad were pending with the State Government at the moment.

Mr. Dharam Singh, who arrived here 90 minutes late, was accompanied by Deputy Chief Minister M.P. Prakash, and Law and Parliamentary Affairs Minister H.K Patil.

HUBLI: Chief Minister N. Dharam Singh on Monday said that although north Karnataka has made progress with respect to education, much needs to be done to promote industrial growth.

Inaugurating the platinum jubilee celebrations of the Karnataka Chamber of Commerce and Industry (KCCI) here, he stated effective measures are being taken for the development of north Karnataka based on the recommendations of the D.M. Nanjundappa committee.

The Chief Minister said the State Government will focus as much on the development of the regions in north Karnataka as on Bangalore.

Referring to the circuit Bench of the Karnataka High Court, for which the foundation stone was laid at the WALMI complex near Dharwad recently, Mr. Singh said the State Government is planning to make the Bench functional by November 1.

He also referred to the various initiatives being taken by the State Government for the development of north Karnataka. He said the Forest Department has been directed to take immediate steps to obtain clearance for the Hubli-Ankola railway line. The Rs. 176-crore project for the improvement of drinking water supply in Hubli-Dharwad will be cleared very soon.

Earlier the Chief Minister unveiled the bust of KCCI founder Murugaiah Swami Jungin at the office of the chamber.

Deputy Chief Minister M.P. Prakash called Jungin a great visionary. He released a souvenir brought out to mark the occasion.

Welcoming the gathering, KCCI president Shankaranna Munavalli traced the history of the organisation and listed its social activities. A memorandum calling for the development of north Karnataka and various other issues to be addressed by the Government was submitted to the Chief Minister on the occasion.

He was speaking after inaugurating the new building of the Institute of Management Studies and Research of KLE Society at Vidyanagar, Hubli here on Monday.

Inviting the industrialist Baba Kalyani, Chairman, Bharat Forge Ltd, Pune and others, to focus on North Karnataka region to extend the industrial activities here, for its growth and to create employment opportunities for the people of the region and to help the state in the process of industrial development.

Lauding the services of KLE society in the field of education in the state and North Karnataka region in particular, he said that people of other organisations and societies should bring in changes in the way of teaching and in the field of education in state.

Speaking on the occasion Baba Kalyani, industrialist said that automotive components business units will shortly be started in Hubli-Dharwad for the development of industrial activities.

Dharwad:A four-day ‘Krishi Mela’ is organised by the University of Agricultural Sciences in Dharwad from September 29 upto October 2.

According to an official press release here, the proposed mela will focus on types of crops to be grown in the wake of perishing of crops due to excess rains. Those farmers who have successfully overcome the situation and reaped a good harvest would be invited to discuss with farmers. After three years of successive drought this region experienced unprecedented rains because of which crops have been wiped out.

Special demonstration

There will be special demonstration of shaded house farming, green house farming, drip irrigation, polythene mulching farming and drought resistant farming.

For the first time ‘National Agricultural Machinery Exhibition-2005’ is being organised at the Krishi Mela in association with Department of Agriculture. The purpose of this was to introduce farmers about advent of new machinery through which farmers could complete farming activity quickly.

Open house session

The manufacturing companies from various parts of the country will be participating in this exhibition to fulfil the needs of small and marginal farmers.

There will be special open house session and demonstration of protection of depleting underground water table, protection of soil health, growing of aromatic and medicinal plants and bio fuel trees.

Besides, there will be exhibition of cattle, pets, use of donkeys in agriculture, manufacturing of nutritious food out of cereals, inland fisheries and sale and demonstration of agricultural equipment. This year there will be distribution of ‘Shreshta Krishika’ and ‘Shreshta Krishi Mahile’ selected from 12 districts of north Karnataka.

Hubli:Dharwad North MP Prahlad Joshi on Sunday said that a black-flag protest would be staged at the airport here, by the members of the various associations and organisations, during the arrival of chief minister to Hubli on Monday.

The chief minister would be arriving in Hubli to attend a few programmes. The protesters would be urging Chief Minister N Dharam Singh to implement various projects announced for the overall development of Hubli and Dharwad Cities.

He said this time the region has received good rainfall and though there was abundant water at reservoirs, there is no proper system to bring that water to twin cities.

The government is yet to release Rs 176 crore to improve the drinking water supply system. Apart from that the government is also meddling with the construction of Hubli-Ankola railway line and the government representatives had attended meetings convened to discussed this matter. Referring to the sick KCC Bank, Mr Joshi regretted that the government had failed to take any action over revival of the century old KCC Bank in Dharwad.

Hubli: The much awaited Freedom Run/Walk programme was conducted successfully on Sunday.Men, women, children, physically challenged, sportspersons and senior citizens participated enthusiastically in the Freedom Run and Walk programmes.

The event was organised to create awareness on the importance of health care among the public. It was organised by the Health Centre organisation of Hubli.The Freedom Run (Half Marathon 21 km) was flagged off from Dharwad at 6.30 am, by Headquarter Assistant to DC S Bommanahalli. More than 200 sportspersons took part in the contest.

The run started from Laxminarayana Temple, Dharwad and ended at the Health Centre on Gokul Road in Hubli (enroute-Tolnaka, Vidyagiri, SDM Medical College, Rayapur, Navanagar, Unkal, KMC, Hosur). Volunteers were posted to guide the participants. An ambulance of KIMS and other two vehicles followed the runners all the way.

Winners are:Men: Balakrishna Avalakki secured 1st place, Shivanand 2nd , Rayappa Katagi 3rd, Imam Hussain 4th and Siddappa Shivanur 5th. Women: Asha Barennavar 1st place, Sanmati Dodmani 2nd, Priyanka Kalburgi 3rd, Benazir Badekhan 4th and Bharati Kusugi 5th. The Freedom Walk was flagged off from four centres in Hubli that is KMC, Nehru Stadium, BDK Company unit and Hosur and ended at the Health Centre. Nearly 1,000 people participated in the walk.

Later, sportspersons, coaches and sports promoters including - J J Shobha, Sujata Kishore, Renuka Phadatare, Kiran Kulkarni, P Manjunath, Shivanand Gunjal, Nitin Handigund, Salim, Arun Patil, T G Upadhyay and Gopalkrishna Hegde were felicitated.

HUBLI: For all municipal corporations saddled with the problem of encroachments and violations of building rules, Hubli-Dharwad Municipal Corporation appears to hold a candle.

It has just concluded a massive operation to rid the main roads of encroachments.

The operation has proved to be an eye opener for the civic bodies.

In a three-phase, nine-day operation spread over three months, the corporation tackled a complex situation.

The corporation, which was often dubbed as inefficient and corrupt, saw a "miracle" of sorts under the new Commissioner, P. Manivannan.

Mr. Manivannan took charge about a year ago straight from the Chief Minister's Secretariat soon after S.M. Krishna demitted office.

This was his first brush with civic administration after a six-month stint he had with the additional charge of a municipality while working as Assistant Commissioner, Tumkur.

The top brass of the Government openly commended his work. The Department of Urban Development specially asked Mr. Manivannan to make a presentation on "experience sharing" over the encroachment removal before the functionaries handling the civic affairs in the State in Bangalore nearly a month ago.

In his presentation, Mr. Manivannan spoke of establishing the credibility of the administration, involve and get the support of the staff and the people, the meticulous planning before execution and the lessons to be learnt.

On the lessons to be learnt, he says transparency in administration and involvement of non-governmental organisations bring in credibility.

Mr. Manivannan had an ace up his sleeves when he embarked on the venture — namely involving non-governmental organisations (NGOs) who had come under the banner of the agenda groups formed by him for interacting with people.

"First build up the credibility about the civic body with people. Make them trust you and deliver goods impartially" is his approach to the problem.

Manivannan, Managing Director of the North West Karnataka Road Transport Corporation (NWKRTC), has denied that there is a move to shift bus services from the old bus stand to the new bus stand in Hubli, putting to rest speculations arising out of the decision taken at the recent meeting of the City Improvement Infrastructure Committee.

The City Improvement Infrastructure Committee had decided to shift the old bus stands in Hubli and Dharwad from September 15.

Mr. Manivannan, however, said that in Dharwad the city bus terminus will be moved to the old bus stand area and that the old bus stand will be shifted to the new bus stand located on the Bangalore-Pune national highway.

He said the proposal to shift the operations from the old bus stand to the new bus stand in Hubli and that of providing space for private bus operators to operate from the new bus stand are part of the same package and that the package has to be implemented fully. Now that there is no decision on providing space for the private operators in the new bus stand, there is no question of shifting NWKRTC bus operations to the new bus stand. Any unilateral move, he said, will affect the finances of NWKRTC.

Mr. Manivannan said that if the old bus is shifted, it will be limited to long distance bus services and that short distance buses, covering less than 100 km will continue to touch the old bus stand in Hubli.

On providing space for private operators in the new bus stand, he said this has been planned to ensure that the travelling public got transport facility, whether the private or the state transport at one place only.

This facility is proposed to be extended by levying a fee on private operators. The fee levied on private operators will be such that it will give a fare advantage to state road transport buses, he said.

But the arrangement has to be worked out through an agreement between the NWKRTC and the private operators, and the latter must also given an undertaking that their buses will not stop anywhere in the town to pick up passengers and that their long distance buses hit the national highway straight from the new bus stand as would be done by the state transport buses.

DHARWAD: M.V. Rajashekaran, Union Minister of State for Planning, on Sunday said that the National Horticulture Mission would be launched soon.

Inaugurating the 44th All-India Wheat and Barley Research Workers' Meet organised under the auspices of the University of Agricultural Sciences, Dharwad, and the Directorate of Wheat Research, Karnal, here, Mr. Rajashekaran said that the launch of the mission would reduce the percentage of the horticultural produce going waste.

About 60 per cent of the total production is getting wasted in the country which meant an approximate loss of about Rs. 48,000 crores, he said.

For sustainable development there should be rapid growth in agriculture. Prime Minister Manmohan Singh will chair the meeting on agriculture on September 17.

Researchers lauded

Lauding agricultural researchers for their contribution, Mr. Rajashekaran said that through research they were contributing to the development of the nation.

Talking about the contribution of the University of Agricultural Sciences, he felt that the Directorate of Wheat Research should strengthen the Dharwad centre for dicoccum and durum wheat research.

Mr. Rajashekaran said that although some 200 varieties of wheat had been released in India for commercial cultivation since the Green Revolution, there had been no drastic change in the production of wheat.

The nation produced 76 million tonnes of wheat annually. But to achieve the projected demand of 109 million tonnes by 2020, steps should be taken to achieve an annual growth rate of 2.1 per cent, he said.

Speaking about wheat production in the country, B. Mishra, Project Director (Wheat), Directorate of Wheat Research, said that the present growth rate was less than 1 per cent.

In his opening remarks, S.N. Shukla, senior official of the Indian Council of Agricultural Research (ICAR), expressed concern over stagnation in wheat production in the past four years.

M.V. Rao, former Special Director-General of ICAR, and G. Kallo, senior ICAR official, spoke on wheat production and research.

The Union Minister later released some publications relating to wheat and barley research. S.A. Patil, Vice-Chancellor of UAS, presided over the function. S. Lingappa, Director of Research, UAS, welcomed the gathering and gave details of the activities of the university.

Hubli and Dharwad to have a new look by January 26

HUBLI: Development is the new mantra in Hubli and Dharwad now where a drive against encroachments on footpaths and unauthorised structures ended a few days ago.

Manivannan, Commissioner of the Hubli-Dharwad Municipal Corporation, who initiated the drive, told The Hindu here on Sunday that twin cities will have a new look by January 26.

Mr. Manivannan said reconstruction work has begun. For the next six months the focus will be on improving roads, building footpaths and drains to make the city "worth living."

These works need Rs. 60 crores of which Rs. 30 crores will be spent on roads and work on them has begun. The corporation has planned to approach the State Government for a special package and to seek aid from corporate offices not only to beautify Hubli and Dharwad but also make them a destination for investment, he said.

The corporation on its own is not in a position to shoulder the burden of works and it has been planned to utilise the services of other government organisations such as the Public Works Department and the zilla panchayat. The Deputy Commissioner's office will play a crucial role in this regard, Mr. Manivanan said. Services of engineers from various government departments will be sought on deputation for speedy execution of work. An action plan for the development of twin cities will be released in a week. Participation of non-governmental agencies will be ensured, the Commissioner said.

Mr. Manivannan said a special task force comprising representatives of corporate houses and non-governmental organisations will be constituted to supervise the work on roads, gutters and footpaths. Three corporate houses have come forward to construct footbridges, which they will maintain for 15 years and hand them over to the corporation. Similar arrangement will be made for providing other amenities.

The corporation proposes to handle with caution roads that are likely to be dug up for building an underground drainage system with assistance from Asian Development Bank. The corporation has decided not to allow digging of roads that have been rebuilt. There will be transparency in all works to be undertaken, he said. He said the corporation will notify areas to relocate petty shops removed during the drive. Owners of such shops will be asked to install structures as per new guidelines.

HUBLI: The citizens of the twin cities have grown so used to the tiny congested lanes, are now walking in freedom. The anti-encroachment drive has brought out all those roads, which were meant to be broad, but were covered with encroachments.

Bold steps taken by Commissioner P Manivannan to remove all encroachments to enable the common man to enjoy a hassle-free drive on roads and an easy walk on pavements. The people are all praise for the ‘demolition man’ for restoring the city to its lost glory.

More than 6,000 illegal constructions were brought down in the three-day drive.

But the people are demanding more.

They want the corporation to raze the shrines and place of worships built on corporation land and in the middle of the road.

Touching of place of worship and removing shrines encroaching corporation land is a tough task in a city like Hubli, which is considered sensitive.

Now Commissioner Manivannan is in a dilemma. If he does go ahead and concede to the people’s wishes then vested interests and ‘bigwigs’, who were enraged by his bold steps, are sure to take advantage of the situation and press for his transfer for ‘playing’ with religious sentiments of the people.

The people want Hubli to become on par with Bangalore city. Many feel the Commissioner should prepare ground carefully and tackle troublemakers before launching the drive to remove encroached shrines and religious places.

Talking to this paper, P Manivannan, Commissioner, HDMC, said launching a drive to remove encroached shrines and religious places was not in his immediate agenda and would be taken up after three months.

He wants to rebuild all the pavements and roads.

No hasty step will be taken to remove places of worship. After taking leaders and heads of shrines and religious places into consideration, the drive would be initiated, he added.

The people want Hubli to become on par with Bangalore city.

HUBLI: P. Manivannan, Commissioner, Hubli-Dharwad Municipal Corporation, said on Friday that the Corporation will spend a major portion of the Rs. 10 crores, which is due from the State Government for handing over the IT Park, for construction of pavements and other traffic amenities.

Addressing presspersons after the completion of the third phase of the demolition drive, Mr. Manivannan said the corporation is likely to receive the amount in September.

He said that already the corporation has with it Rs. 1.5 crore which is being used for pavements and drains. "The corporation and Police Department have jointly set a deadline of November 1 for taking steps streamline traffic. Even if we are unable to meet the deadline, at least there will be visible differences by that time," Mr. Manivannan said. The Commissioner said that though there is no provision for rehabilitation with regard to encroachments, the Corporation is thinking of providing rehabilitation to about 15 families on humanitarian grounds.

Stating that some lapses are bound to happen during such a massive drive, he said the corporation provide give compensation wherever it has erred and caused loss to the public. It has been decided to give Rs. 1.95 lakhs as compensation to the residents of Hebballi Agasi in Dharwad, he said.

VIP route

Narayan Nadamani, Police Commissioner, said the department is planning a "VIP route" bypassing Kittur Chennamma Circle to prevent traffic jams during the visits prominent personalities.

The circle will be made a no-hawking and no-parking zone to ease traffic congestion.

There are also plans for having bypass roads among which the survey for Gabbur Cross to Gadag Road has begun, he added.

Both Mr. Nadamani and Mr. Manivannan thanked the public for their cooperation during the demolition drive.

They said that almost 60 per cent of the encroachments were removed by the people on their own before the third phase of the drive began.

HUBLI: Members of Karnataka State Road Transport Employees Federation will stage a dharna infront of DC’s office in Dharwad on August 30 to protest against the decision to allow private bus operators to shift their operations to the NWKRTC’s new bus terminus, Gokul.

In a press release Dr K S Sharma, president of the federation, asked the chairman of the city infrastructure improvement committee to drop the decision to allow the private bus operators to shift their operations to the new bus-terminus in Hubli.

The decision was not only contravening to the rules and established practices but also suicidal to the interests of NWKRTC. NWKRTC was sustaining a loss of nearly Rs 1 lakh a day because of the Bendre bus operations in Hubli-Dharwad and by allowing them to use corporation’s bus stand in Gokul Road, it would have to suffer further revenue loss.

In the interests of the travelling public, the federation urged the infrastructure committee to drop the above decision, he said.

DHARWAD: First ever mini-marathon and freedom walk will be organised by the health centre, Hubli on August 28.

According to the organising secretary Dr Kiran Kulkarni, the 21 km mini-marathon, which was supposed to be held on Aug 14, had to put-off because of the Governor, Chief Minister and other ministers visit in connection with the stone laying ceremony of the High Court bench here.

Now it is scheduled to be flagged off from his clinic near the Laximinarayan temple, at Raviwarpeth, Dharwad at 7 AM on August 28 and will conclude at the health centre, Akshay park, Gokul road, Hubli.

The mini-marathon will be for men, women and children of North Karnataka who are above 16 years of age.

The organisers have plans to extend this event to the state level next year and hope to have a national level run in the coming five years time.

The winners of each category will be awarded with a cash prize of Rs 5,000, while the runners-up will get Rs 4,000.

Participants who finish third, fourth and fifth will get a cash prizes of Rs 3,000, Rs 2,000 and Rs 1,000 respectively, while the top ten participants 10 will be given a mementoes and certificates and all the participants will be given the merit certificates.

According to Dr Kiran Kulkarni, the freedom walk will commence simultaneously at 9 am from KIMS, Nehru Stadium, Vijayalaxmi Autos, Hosur cross and BDK Industries and will conclude at the health centre, Akshay park. All the participants will be given free T-shirts and caps.

Five coaches and sports promoters, namely, Arun H Patil (gymnastics), Kodaganur (weightlifting), T G Upadhya (international T T umpire), Baba Bhusad (cricket) and Gopalakrishna Hegde (sports journalist) and nine sports persons, namely, J J Shobha (athletics), Sujata Kishore (hockey), Renuka Phadtare (cycling), Dr Kiran Kulkarni (gymnastics), P Manjunath (sepak-takraw), Shivanand Gunjal (represented India in the Para-Olympics), Nitan Handigol and Salim (swimming; both mentally challenged) will be felicitated in the presentation ceremony on the occasion.

HUBLI: N. Dharam Singh, Chief Minister, and M.P. Prakash, Deputy Chief Minister, will take part in the platinum jubilee celebrations of the Karnataka Chamber of Commerce and Industry (KCCI) here on Monday.

Speaking to presspersons here on Friday, Shankaranna Munavalli, KCCI president, said M.V. Rajashekaran, Union Minister of State for Planning, and other State Ministers will take part in the programme.

Mr. Munavalli said the KCCI, which was founded by late Murugayya Swami Jungin, in 1928 at Bagalkot, was initially known as Vanika Sangha. Since its establishment it has engaged in various programmes aimed at creating awareness among businessmen and merchants about trade-related issues.

Apart from conducting activities related to trade and commerce, the Chamber has associated itself with various movements, agitations and endeavours aimed at the development of North Karnataka, he said.

Mr. Munavalli said the Chamber has 3,000 members with 110 associations in 24 districts of the State. The Chamber is a member of the Sri Lanka Chamber of Commerce and the Indo-German Chamber of Commerce.

DHARWAD: The Deputy Commissioner, Dharwad, has denied reports that the City Infrastructure Improvement Committee has decided to provide accommodation to private bus operators in the new bus stand of the North-West Karnataka Road Transport Corporation the Gokul Road in Hubli.

This was made clear by the outgoing Deputy Commissioner, Gourav Gupta, Deputy Commissioner, in a statement here on Friday.

The statement comes in the wake of the exception taken by K.S. Sharma, president of the Akhila Karnataka Rajya Raste Saarige Noukarara Mahamandal.

Mr. Gourav Gupta said the concern that the private bus operators might attract more passengers and thereby cause loss to the NWKRTC was discussed and it was decided to identify a place to shift these operators.

"However, it was left open for finalisation after discussion with the parties concerned," he said. The meeting did not take any decision to shift the private operators to the new bus stand, the statement said.

According to informed sources, the issue of accommodating the private operators in the new bus stand figured in the form of a suggestion made by the Deputy Commissioner who presided over the meeting but was rejected by P. Manivannan, Managing Director of NWKRTC.

Dr. Sharma welcomed the clarification that no decision had been taken on shifting the private bus operators to the new bus stand.

END TO VIOLATIONS: A structure in Deshpande Nagar being brought down during the demolition drive which concluded in Hubli on Friday.

HUBLI: The third phase of the demolition drive to clear encroachments on Hubli roads concluded on Friday with about 5,000 illegal structures having been demolished in three days.

Barring a solitary incident of a corporation official being manhandled by an irate crowd near Ramesh Bhavan in Keshwapur, the drive passed off peacefully.

It was stated that the official was attacked by the crowd which suspected that he was demolishing more than what was necessary.

The local corporator and the Congress leader in the corporation Council, Yamanur Gudihal, intervened to defuse the situation.

Unlike the first two days, there was an appreciable reduction in the number of policemen deployed. However, Narayan Nadumani, Commissioner of Police, and his Deputy, Ravikante Gowda, were present with the corporation Commissioner, P. Manivannan, who was monitoring the work.

In the morning, encroachments on Niligen Road (KC Circle to Traffic Police Station), Swimming Pool to the railway under bridge via Cotton Market and Gujarat Bhavan, Rangamandir to the railway under bridge via Lokappana Hakkal, and Hosur to APMC Yard (National Highway 4) and the road from Unakal Cross to Sainagar were cleared.

And in the afternoon, encroachments on Club Road (KC Circle to Sarvodaya Circle), Keshwapur to the railway under bridge (via Hotel Woodland), Sarvodaya Circle to Ramesh Bhavan on Kusugal Road via Badaminagar, Shanthi Colony to Gopanakoppa (Sulla Road Cross to Gopanakoppa Bus Stand) and the road from Bhavani Nagar railway under bridge to Nrupatunga Betta were cleared.

The bundh call given by Student Federation of India (SFI) on Thursday in protest against the Supreme Court verdict banning government quota in professional colleges evoked mixed response across the state.

Most of schools and colleges functioned as usual in all the major cities including Bangalore, Hubli-Dharwad, Mysore and Mangalore.

However the SFI activists took out protest rallies across the State and submitted memorandum demanding a central legislation empowering state governments to fix quota in private professional colleges to safeguard the interest of poor and weaker sections of society.

In Dharwad SFI activists took out a rally and burnt the effigy of the state government.

In Mangalore, the bundh-call evoked poor response even though three High Schools and one college in the outskirts remained closed. The activists also held a demonstration in front of the DC office.

Dharwad: The president of Karnataka State Publishers Association, Ramakant Joshi, has urged the state government to get important literary works in Kannada translated and exhibit them at the 58th Frankfurt book fair scheduled to be held in Germany in October 2006.
Joshi told reporters here, after 20 years, India has been invited to participate in the international book fair as a guest of honour. The National Book Trust and Federation of Indian Publishers have appealed to the Indian publishers to get important works translated.
The last date for booking space in the Indian Pavilion is August 31, 2005. Joshi said the government should get one work each of seven Jnanapith awardees from Karnataka translated into German language, publish them and display it at the Frankfurt book fair. Totally, 10 to 15 books can be translated, he said.
Two famous Kannada writers, a reputed publisher and the chairman of Kannada Book Authority should be sent to the Frankfurt book fair.
He said he had approached the director of department and Kannada and Culture and chairman of Kannada Book Authority. Joshi said Rangachari, the Indian ambassador to Germany, had taken interest in Indian language works being projected at the Frankfurt fair.

HUBLI: The North-West Karnataka Road Transport Corporation (NWKRTC) has decided to withdraw the pick-up and dropping facility for passengers to and from the old bus stand complex in Hubli near Rani Kittur Chennamma Circle. A decision to this effect was taken at a meeting of the City Infrastructure Improvement Committee here recently.

The committee decided at the meeting chaired by Deputy Commissioner Gourav Gupta to stop the facility from the middle of September and move the Dharwad city bus stand to the new premises on the National Highway. P. Manivannan, Commissioner of the Hubli-Dharwad Municipal Corporation, who holds additional charge as Managing Director of the NWKRTC, also attended the meeting. Mr. Manivannan was not available for comments.

The dilemma of bus passengers began when the new bus stand located at Gokul on the western fringe of Hubli was commissioned during the fag-end of the J.H. Patil regime in April 1999.

The NWKRTC authorities shifted all mofussil bus operations to the new venue. Bus passengers found the new arrangement cumbersome and inconvenient as the new bus stand is not in the heart of the city. Also, the facilities at the new bus stand were woefully inadequate and continue to be so.

Furore

This led to a furore with people demanding that the bus stand be shifted back to the old venue. Also, private operators made hay by cashing in on the inconvenience of the travellers. The NWKRTC was forced to introduce the pick-up facility from the old bus stand.

This proved to be mutually beneficial as the passengers found it inconvenient to board buses from the old bus stand, which is centrally located and well-connected. The NWKRTC, to its surprise, found that it could make good its loss of income necessitated by the change of venue of the bus stand.

K.S. Sharma, president of the Akhila Karnataka Rajya Raste Sarige Mahamandala, is critical of the move and described it as retrograde.

Campaign

Prof. Sharma said it is because of the campaign carried out by his organisation that the management was forced to introduce the pick-up facility for passengers.

This increased the revenue of the corporation by Rs. 1 lakh a day from Hubli alone, he said.

The NWKRTC, which has already yielded ground to private operators as far as city services is concerned, will further lose if the pick up facility is withdrawn.

The move on the part of the NWKRTC to run shuttle services between the old and the new bus stand for the convenience of mofussil travellers is also impractical as none of the passengers saddled with luggage will be in a position to travel on their own.

Prof. Sharma said his organisation will take up the issue with the Transport Minister soon.

HUBLI: The demolition of encroachments by the Hubli-Dharwad Municipal Corporation entered the second day on Thursday with several encroachments in Hubli city being razed to the ground.

The focus on the penultimate day of the operations was on the stretch from Durgadbail to the Bhandiwad mosque in the sensitive Shah Bazaar area, which has many encroachments on either side of the road, and the city bus terminus close by.

Barring old buildings, none of the buildings that have come up on the roadside remained out of the purview of demolition. The rampant encroachments were evident from the fact that at one time, six earth-moving machines were at work on the road tackling encroachments on either side of the road simultaneously. It took more than two hours to cover the two-furlong Shah Bazaar.

The corporation authorities found that drains on either side of the road ran zigzag depending on the encroachments. It appeared that the owners of the buildings had changed the path of the drains. While the demolition squad did find the original drains at some places, there was no sign of them at other places.

The operation at the terminus as well as Shah Bazaar evoked a lot of interest among people. Many bystanders as well as owners of the buildings had assembled at the two places. The police had a tough time keeping the people at bay.

At one time, it looked as though the crowd was getting restive, and the police had to disperse people to defuse the situation. A woman corporator of the Congress tried in vain to intervene on behalf of some shopkeepers.

Sigh of relief

The police with whom she argued asked her to raise the issue with the Commissioner of the corporation. Everybody heaved a sigh of relief when the operation ended peaceful.

The entire area was strewn with debris waiting to be lifted by the demolition crew.

Manivanann, who supervised the operation along with Commissioner of Police Narayan Nadumani, said the first task of the corporation after the demolition drive is over is to build footpaths. The corporation will also take action against complexes which have violated rules, he warned.

DHARWAD: The prestigious Bendre Bhavan, a national memorial erected in memory of the doyen of Kannada poetry and Jnanpith Award winner Da. Ra. Bendre, has been turned into a godown for dumping books that the Department of Kannada and Culture has not been able to sell.

The bhavan, a magnificent edifice constructed at a cost of Rs. 70 lakhs on land donated by the poet's family, is adjacent to the poet's family home in the Sadhanakeri area here.

It overlooks a lake and was conceived as an important centre of learning for students of Kannada literature.

However, the indifference of the Department of Kannada and Culture and the failure of the Government to provide for recurring expenditure have resulted in the structure remaining uncared for.

The Department of Kannada and Culture was using the premises to house the office of the Assistant Director of Kannada and Culture despite a resolution passed by the National Memorial Trust Committee barring the use of the building to house government offices.

Emotional

The former Minister of Kannada and Culture H. Vishwanath, during whose term the project was conceived, became emotional when he paid a visit to the bhavan on Tuesday evening. He could not disguise his anguish over the bureaucratic callousness in the maintenance of the building.

What shocked Mr. Vishwanath initially was the parking of department vehicles in the portico, blocking the magnificent view that the edifice presents to visitors.

"The sight of a government vehicle outside such a place is unimaginable," Mr. Vishwanath said.

More surprises were in store for the former Minister as he went round the complex. The meeting hall at the ground floor looked unkempt with plastic chairs used for functions stacked on one side.

The first floor, which was supposed to have a library of the works of the poet, had been converted into the office of the Assistant Director of the Department of Kannada and Culture and for dumping books of the department.

The showcase held very few books on Bendre and was stacked with publications of the department and other academies marketed by the department.

No new additions

The exhibition hall on the second floor was in a pathetic state. Nothing new has been added after the trust committee's collection of rare photographs of Bendre was put up in the early days of the bhavan.

One of the rooms, which should have exhibited books on scientific works by Bendre, remains empty while a room that should have been a replica of the poet's study is now covered with cobwebs.

The failure of the Government to maintain the building prompted the Bendre family to refuse to part with over 17,000 volumes of the poet's personal collection of books.

Instead, the family chose to house them in the Bendre Research Institute which has been set up in Hubli.

Grants returned

The trust committee has not been able to use the amount of Rs. 5 lakhs given by the Union Ministry of Human Resource Development when S.R. Bommai was the Union Minister.

The trust also had to return the donation given by Krishak Bharati Cooperative Ltd. as it failed to comply with certain stipulations.

Mr. Vishwanath was informed by officials who were present that the Government has not been giving any grants for the upkeep of the memorial and that the fellowship and award given in the name of poet are being given using funds generated internally and contributed by members of the poet's family and admirers.

Speaking with this correspondent Mr. Vishwanath said: "This is a shocking state of affairs. I shall certainly take it up with the Chief Minister."

HUBLI: The third phase of the demolition drive against encroachments on roads in Hubli began on Wednesday. The three-day drive will tackle over 40 roads.

What was remarkable was the absence of the "stunning effect" which the earlier phases of the drive had given to the people.

The people on either side of the identified roads had been told before hand about the extent of encroachment and had been requested to clear it on their own.

As a result, even as the earthmovers in 10 batches trundled along the roads, building owners removed the encroachments themselves. Others had emptied the premises marked for demolition.

The corporation was acting on a carefully worked out plan and the squads and the police had been given a detailed map of the area to be tackled.

HESCOM, BSNL help


Personnel of the Hubli Electricity Supply Company and the Bharat Sanchar Nigam Limited were on hand to disconnect power and telephone lines in the area slated for demolition.

There was an appreciable increase in the number of policemen on duty. This was attributed to reports that some Congress corporators might try to create trouble. But these reports turned out to be baseless.

After encroachments were removed on the Pune-Bangalore National Highway, Narayan Nadumani, Commissioner of Police, Hubli-Dharwad, said the police had decided to introduce two-way traffic on a stretch of the road.

P. Manivannan, corporation Commissioner, said discrepancies, if any, in documents pertaining to property could be settled later and that the corporation would make good any loss to house owners.

In Gardenpet, a few miscreants tried to create disturbance by throwing stones at the police. The mob was immediately dispersed and the situation was brought under control.

HUBLI: The Hubli-Dharwad Municipal Corporation will launch 3-day II phase anti-encroachment drive here from August 24.

The drive supposed to begin two days ago, did not take place following the appeal by the police department to postpone it for two days.

During the drive encroached portion of the property will be demolished on Neelingan road, Coin road, Anchatgeri oni, Ganesh peth, Kamaripeth, Unkal cross, Sainagar, Bhavaninagar railway under bridge, Nrupatunga betta, Murusavirmath to Bankapur chowk, KEB office to Bankapur chowk, New English school to Old Hubli durgad bail, K C circle to old Hubli, Girani chawl to Basava Van, Vidyanagar, Shah Bazar, Gavaligalli, CBT to Mantur road, Anandnagar to Manjunath nagar, Shantinagar to Gopankoppa, Shantinagar to Club road, Karwar road, Hosur APMC yard and otehr surrounding areas.

Large number of encroached buildings were brought down during the first phase of anti-encroachment drive in Hubli and Dharwad.

Encouraged by the overwhelming response to the first phase, Corporation is all set to start its second phase, which will be completed on Aug 26. Corporation is expected to use JCB machines in all most all areas, which had not been touched during the first phase to bring down the encroached buildings.

Since the drive will be launched in sensitive areas like Kamaripeth, Ganesh pet, Shah Bazar and other areas, the police have stepped up security to prevent any untoward incidents.

Before launching the drive, the corporation had given 10 days time to the people to vacate their encroached property by marking on their own.

The encroached property of the people, who have not paid heed to the warnings of the corporation, would be demolished without any hesitation. said corporation officers.

However, in many of the areas people themselves vacated the encroached property.

DHARWAD: Leaders of various organisations have urged the Union Government to initiate steps to upgrade the Doordarshan Transmission Centre at Dharwad into a full-fledged Doordarshan centre.

Participating in a public discussion on the issue held at the Karnatak Vidyavardhak Sangha, here on Saturday, they decided to issue an ultimatum to the Centre to initiate steps in this regard by November 1.

Patil Puttappa, veteran journalist, said that Dharwad is the home for several classical singers and folk artists. Doordarshan should act as a medium to take the cultural, musical and literary programmes of the region to the people of the nation, he said.

"For this to materialise, the Doordarshan Transmission Centre needs to be upgraded. A full-fledged studio should be set up to begin with. If the Union Government fails to make a commitment in this regard by November 1, then we will be forced take the agitation route," he said. Hanumanthappa Betageri, Mayor, said he will take up the issue for discussion in the general body meeting of the Municipal Corporation and ensure that a resolution is forwarded to the Government.

HUBLI: The old bus stands in Hubli and Dharwad will be shifted to the new bus stand premises and private operators will be prohibited from picking up passengers near the Kittur Chennamma Circle in Hubli in order to ease traffic congestion.

A decision to this effect was taken on Saturday at the meeting of the City Infrastructure Improvement Committee (CIIC), chaired by Gourav Gupta, Deputy Commissioner and chairman of the committee.

The North Western Road Transport Corporation will provide space at its bus stands in the twin cities for private operators to pick up and drop passengers and in return will be collecting due charges from the operators.

While the new arrangement will come into effect from September 1 in Dharwad, the new facility will come into force in Hubli from September 15. In order to ease the traffic congestion, it was also decided to construct bus bays in the twin cities with the help of Hubli-Dharwad Municipal Corporation, the National Highway Authority of India and the Public Works Department.

Speaking to presspersons after the meeting, Mr. Gupta said the night landing facility at the Hubli Airport is likely to become a reality by the end of September as most of the required facilities have been created with a few works remaining.

It was decided to conduct a feasibility study on development of radial road and other connecting roads in the twin cities, Mr. Gupta said.

The CIIC will examine the proposal for constructing railway under bride in Rajnagar-Timber Yard, widening of Gadag Road-Sholapur Road via Gandhiwad.

Consultants have been appointed to submit a report on widening of PB Road-Indi Pump-Unkal Lake Road and Kamaripet PS-BVB College Road, he said.

On the indoor stadium at Dharwad, on which Rs. 30 lakhs has been spent, Mr. Gupta said the officer of the Youth Service Department has been asked to submit a report about the status of the project by the next meeting.

HUBLI: The State Government has cleared the dues of the Hubli-Dharwad Municipal Corporation towards purchase of a commercial complex built by the latter for housing the Software Technology Park in Hubli, bringing the curtains down on the nearly decade-old unsavoury chapter.

The State in an order passed on Thursday sanctioned the payment of Rs. 10.43 crores to the Karnataka Electronics Development Corporation (KEONICS), the State Government undertaking towards clearance of the pending dues to the corporation.

The corporation has been asked to execute the sale deed in favour of KEONICS, which has been entrusted with the responsibility of managing the Software Technology Park and the Corporation has been asked to utilise the money in converting into the double roads, the two roads linking the Software Technology Park with the State highway and the national highway, improve the water distribution network for the STP, improve the footpaths and the lighting system on major roads, develop a separate market complex for the street vendors and establish the local area network and wide area network facilities.

The State Government permitted the KEONICS to purchase the commercial complex being built by the Hubli Dharwad Municipal Corporation on November 8, 1999 at a cost of Rs. 23.10 crores for establishing the STP.

While the KEONICS paid a nominal sum of Rs. 1 crore to conclude the transaction and a loan burden of Rs. 11.57 crores was also transferred from the Corporation to the KEONICS and the payment of the rest of the money became a matter of controversy, with the State Government dragging its feet under one pretext or the other.

The uncertainty over the ownership had its own impact on the development of the STP, which did not go on the expected lines and the KEONICS found itself in hot waters, unable to recover rent from the occupants for want of clear title or conduct any negotiations with others about the development of the STP.

HUBLI: The third and final phase of clearing roads of encroachments in Hubli-Dharwad Municipal Corporation will start on Tuesday.

The drive will be a three-day operation, covering 31 major roads of Hubli, including the four roads belonging to the Public Works Department and National Highway passing through the city. A public announcement to this effect has been made by P. Manivannan, Commissioner of Hubli-Dharwad Municipal Corporation.

The Corporation has short-listed 71 roads in Hubli-Dharwad, for clearing them of encroachments to decongesting them and ensure smoother flow of traffic. Seven roads were cleared in the first phase for three days from June 25 and the second phase covered all the 33 roads in Dharwad on July 16 and 17.

The corporation officials sent out special teams comprising officials of the city survey for marking the width of the roads and also the extent of encroachment.

The width of the roads have been marked in red on either side and whatever comes beyond that would be cleared, according to the officials.

On the public works roads and the national highways, the roads will be cleared up to the drains on either side. The marking has been done after giving due notice to the people to enable them to produce the records to justify their stand against the removal of encroachment.

Mr. Manivannan said that if the owners of the buildings are willing to cede two feet of their land beyond the 40 feet width of the road, the corporation is willing to construct footpath in that place adjacent to the drains.

Mr. Manivannan appealed to the owners of the buildings to remove the encroachments on their own.

He said the corporation will use bulldozers to remove the encroachments.

Mr. Manivannan said that a Zonal Officer and an Assistant Engineer of the Zonal Office No. 9 have been kept under suspension in the view of the complaints of delay in granting completion certificates. Another official of the Zonal Office had also been dismissed from service in this connection.

Mr. Manivannan has urged the people to bring to his notice any delay of more than 12 days by zonal offices in issuing completion certificates or delay in furnishing the required information to him or the Joint Commissioner, or the Superintending Engineer (98803-67649) of the CC cell of the Commissioner's office on mobile/SMS/or phone. The people have also been asked to submit a written complaint on all days to Private Secretary to the Commissioner, Kotkar at the Hubli office and Mr Laxmi Narayan at Dharwad office.

DHARWAD: It is now clear that the Karnataka High Court is keen that the circuit Bench in Hubli-Dharwad functions from a new building instead of any existing building on the premises of the Water and Land Management Institute (WALMI) here.

It is in this context that the State Government has planned to expedite the construction of a new building of which the foundation stone was laid by the Chief Justice of the Karnataka High Court here on Sunday.

Official sources said the Government would like to expedite work on the building even while prevailing upon the Chief Justice to take steps to get the Bench functioning from the existing building on the premises at the earliest. It was only when the Government finalised plans and prepared a blueprint for the building with the approval of the High Court that the Chief Justice agreed to attend the function to lay the foundation stone.

According to information received here, the Government has prepared a Rs. 66-crore plan for the construction of a new complex on the WALMI premises, 12 km away from Dharwad. The blueprint for the new complex was put on display during the function held on Sunday.

The plan includes the court building and residential accommodation. The court building will have two floors with 10,760 sq. m in the basement for parking vehicles. Each floor will have an area of 7600 sq. m.

It has been planned to build a records room, an office, a property room and rooms for public prosecutors, government pleaders and government advocates, a computer room, post office and an office of the cooperative society. The first floor will have 11 court halls, a library and judges chambers. The second floor will have conference halls, an office, a meeting hall, and offices of Assistant Registrars, Registrar and Registrar-General.

The quarters for judges, Advocate General, Registrar and staff will be on the same premises. The tender process is expected to commence any time. The Government has plans to complete the work in 15 months and expects the new complex to be ready for occupation by next December end.

Preparations being made indicate that the existing buildings on the WALMI premises will not used for the Bench. Minister for Law and Parliamentary Affairs H.K. Patil told the Legislative Assembly in July that the High Court has agreed to use the existing building for administrative purposes.

One of the purposes for which the Government had proposed the WALMI complex for the location of the Bench is the infrastructure available there.

This, it was thought, offered an advantage to Hubli-Dharwad and would minimise the expenditure on providing infrastructure. for the Bench

But the High Court appears to have preferred a new complex for the Bench.

This new scheme, launched by the Hubli-Dharwad Municipal Corporation (HDMC) on the lines of Delhi Municipal Corporation (DMC) to deal with stray cattle menace, is already showing success. HDMC commissioner P. Manivannan said the cash award given to the public for catching stray cattle would be recovered by auctioning the cattle.
Taking a strict view of freely roaming cattle in the twin cities, he said the district administration has issued directives to the launch the campaign to make the city roads cattle-free.
However, some officials are wary of this offer as they feel the scheme may lead to chaos as it happened in Delhi last month. An HDMC officer said some miscreants might bring in stray cattle from neighbouring villages to claim the reward.However, Manivannan allayed such fears saying there were 300-odd stray cattle in the twin cities and that Pinjrapole has enough space to accommodate all of them.
The HDMC has decided to lay down that anyone who catches an animal must have a certificate from Pinjrapole, specifying the exact place of capture. The civic chief said the person bringing in cattle should be a resident of Hubli-Dharwad and must carry a proof of residence.
Welcoming the new scheme, Megharaj of Pinjrapole said they have no problem in accommodating the stray cattle provided the animals are brought in a proper manner.
He said HDMC staff had earlier treated the stray animals in a rough manner by dragging and hitting them brutally with staves to get them onto HDMC vehicles. “I hope that the new scheme will put an end to all such menace,” he added.

DHARWAD: A few people have played a crucial role in bringing to fruition the dream of having a Bench of the Karnataka High Court in north Karnataka.

They are the late D.K. Naikar, who officially suggested the proposal in the 1970s, and H.K. Patil, under whose watch the dream has become a reality, both Law Ministers; three High Court Chief Justices: the late D.M. Chandrashekar, who gave his consent to the proposal; N.K. Jain, who sanctioned two circuit Benches before retiring last year; and the current Chief Justice, N.K. Sodhi, who laid the foundation stone for the bench in Hubli-Dharwad; and B.D. Hiremath, president of the Dharwad Bar Association.

Non-official player

While the first five discharged their responsibilities in their official capacity, Mr. Hiremath is the only non-official, who doggedly pursued the matter.

Mr. Hiremath took over as president of the Bar Association in 1996. He also happens to be a member of the Karnataka State Bar Council of which he was vice-chairman for a term.

Mr. Hiremath has proved to be an indefatigable fighter for the cause. He never tired of knocking on the doors of the Prime Minister, the Union and State Law Ministers, the Chief Minister, the Chief Justice or whoever mattered, for the cause.

In 1999, he began an indefinite fast in support of the cause, which was called of on the 19th day, following the assurance that the High Court would take a second look into the matter of establishing the Bench.

In July this year Mr. Hiremath began another fast, which lasted for 11 days. This was is protest against the silence maintained by the State Government and the Karnataka High Court in following up on the October 2004 notification issued by the High Court sanctioning two circuit Benches in Hubli-Dharwad and Gulbarga.

During the past nine years, he has held 28 eight demonstrations in Bangalore pressing for the Bench.

He played a crucial in the Bar associations of the region giving a written undertaking leaving the selection of the location of the Bench to the Chief Justice of the High Court.

HUBLI: Deputy Commissioner Gourav Gupta said on Thursday that work on a truck terminus near Gabbur Cross here has begun and the first stage of the terminus can accommodate 500 trucks.After inspecting the land earmarked for the terminus, Mr. Gupta directed the officials of Nandi Highway Developers to make provision for parking trucks in a month and complete the work at the earliest.

According to the commitment made, Nandi Highway Developers, which has constructed Hubli-Dharwad Bypass Road, has to construct the truck terminus also. Recently, the district administration gave 25.2 acres of land near Gabbur Cross to the firm for construction work.

The proposed terminus will have a warehouse, petrol station, restaurant, dormitory, and a truck service station apart from providing parking space for trucks.

Narayan Nadamni, Police Commissioner of Hubli-Dharwad, said as soon as space for trucks is provided at the terminus, parking of such vehicles in Hubli will be prohibited. Arrangements will be made for unloading goods at the terminus in order to ease traffic congestion in the city, he said.

P. Manivannan, Commissioner of the Hubli-Dharwad Municipal Corporation, asked the officials to give priority to work on the terminus. Earlier, Shivakumar Sangolli, General Manager of Nandi Highway Developers, briefed the Deputy Commissioner and other senior officials about the terminus. L.K. Birgoudar, Commissioner of the Hubli-Dharwad Urban Development Authority, and Chandrashekhar Hugar, Executive Engineer of the National Highway Authority, were present.

Dharwad June 14, 2005:The Information Technology Park here built at a cost of Rs 40 crore has failed to attract major software companies. The park that had come up at Tirakaramanakere two and half years ago is lying unused.

The IT Park inaugurated by the then Union minister for information technology Pramod Mahajan was expected to boost the IT-related activities in North Karnataka. Inaugurated with much hype the park has remained a showpiece.

The Hubli arm of Karnataka Chamber of Commerce and Industry has expressed concern over the state of the IT Park and urged the authorities to take steps to attract major players in the software industry.

The IT Park has power backup, capsule lifts, a parking lot and videoconferencing. It houses the Software Technology Park of India-Hubli. With its high-speed satellite gateway with a capacity of 1Mbps, the STP Hubli can provide Internet services up to Davanagere, Shimoga, Gulbarga and Belgaum.

While Tata Teleservices has occupied 12,000 sqft, RMS Technologies has occupied 600 sq ft in the IT Park. The remaining 1.6 lakh sq ft of space has had no takers.

Minister for science and technology Basavaraj Horatti who is from Hubli visited the IT Park soon after taking over as minister and tried to get the things set right. But his efforts did not receive any encouragement from the government.

On the contrary, the chairperson of KEONICS Manjula objected to the minister’s intervention in the IT Park’s affairs.

M K Shankarlinge Gowda, secretary to the state government, department of information technology and biotechnology visited Hubli in August 2004 and held discussions with entrepreneurs and educationists on breathing life into the park. He had hinted at holding an IT Fair at Hubli. But nothing happened after that.

The KCCI feels that the huge infrastructure built at a cost of Rs 40 crore is going waste and the government is not doing enough to set it on the functioning mode.

Dharwad August 17, 2005: Bountiful rains received this monsoon and the resultant boom in agricultural production is expected to make this year’s ‘Krishi Mela’ scheduled for September a grand affair. The University of Agricultural Sciences in Dharwad will play host to the Krishi Mela-2005.

Director of extension B S Nadagoudar said that the mela would be held from September 29 to October 2. The Krishi Mela, which is an annual feature, had been a dull affair over the past four years due to successive droughts. This year the situation is different. While some areas have received sufficient rains, excessive rains have adversely hit some.

The UAS plans to guide the farmers on how to handle such a ticklish situation and save the crops. They will be enlightened about the green house farming, shade house farming and polythene mulching and other techniques. National Agricultural Machinery Exhibition will be the added attraction.

Manufacturers and dealers of farm machinery from different parts of the country will exhibit their products at the mela. Field visit, horticulture and flower show, animal show, exhibition on nutrition and information regarding underground water conservation will be the special feature.

The farm scientists will interact with the farmers and answer their queries at the special sessions organised during the Krishi Mela. Nadagoudar said over 1.5 lakh farmers were expected to visit the Krishi Mela. Those desiring to exhibit their products at the mela can avail the stalls erected at the UAS premises.

DHARWAD: Central Tobacco Research Institute, Rajahmundry, and University of Agricultural Sciences, Dharwad will organise a two-day 17th tobacco workshop of ‘All India Network Research Project on Tobacco’ from Thursday at New auditorium, UAS, Dharwad.

Various key research projects being conducted on tobacco during 2003-04 and 2004-05 and their impact and results will be discussed by eminent researchers and scientists during the two-day workshop.

Besides, measures to be followed to reduce the impact on the health of common man by consuming tobacco, advantages of tobacco, tobacco based crop pattern and other alternate crop system will be discussed.

Dr M N Sheelavantar, Vice Chancellor, University of Agricultural Sciences, GKVK, Bangalore, will inaugurate the workshop and deliver the keynote address.

Dr K C Jain, Assistant Director General (CC), ICAR, New Delhi, will be the guest and Dr S A Patil, Vice Chancellor, University of Agricultural Sciences, Dharwad will preside over the function.

Dr S Lingappa, Director of Research UAS, Dharwad, Dr K Deo Singh, Director, CTRI, Dr R R Hanchinal, ADR, Agricultural university, Dharwad and more than 150 scientists, extensions officers and tobacco growers will participate, according to a press release.

DHARWAD: S R Morey, District and Municipal Administration Minister has said that a project of Rs 30 crore for the improvement of roads in Hubli-Dharwad will be taken up after rainy season.

He was speaking after inaugurating 59th Independence Day celebrations organised by District Administration at R N Shetty stadium, here on Monday.

He said everyone should involve actively and participate in the process of building of the strong nation. People should follow the ideologies of freedom fighters who sacrificed their lives for the sake of country.

Listing out the developmental works being taken up in the district, the Minister said toilet facility was provided to about 217 primary schools in district under ‘Sarva Shikshan Abhiyan’ programme and steps were taken to construct around 78 schoolrooms.

By extending the midday meal facility upto seventh standard from 5th, midday meal facility was being provided to 1.70 lakh children in the district, he added.

Water projects at a cost of Rs 3.11 crore were being taken up to improve the drinking water supply in the district and about 186 bore wells had been drilled in rural areas to augment the drinking water supply in rural areas, he said.

He said Rs 50 lakh had already been released for the construction of pavements in Hubli-Dharawd and steps were being taken to rehabilitate the people who were displaced during the anti-encroachment drive.

He said steps were being taken to provide information to the common man about the property of people, birth and death and local organisations which come under the 57 town municipal and town panchyats’ jurisdiction in state through website.

The Minister who received the guard of honour also inspected the parade of Home Guards, the police, NCC, Scouts and Guides and various schools and colleges.

New Delhi: Over 1,500 Indian flags were sold to mark the country’s 59th Independence Day.

According to sources at the Khadi and Village Industries Commission (KVIC), the sole official agency authorised to make and sell the national flag, there was a 24 percent jump in sales from the flags sold to citizens still retaining the patriotic spirit.

Compared to the 1,184 flags sold last year, this year 1,517 flags were sold. Whereas the KVIC earned Rs. 3.12 lakh last year, this year, its earnings from the flags was Rs. 3.90 lakh.

According to one source, the sale of flags usually peak a week before Republic Day or Independence Day, but this year, orders were received a fortnight in advance.

After India became a republic in 1950, the Bureau of Indian Standards (BIS) brought out the specifications for the flag for the first time in 1951. These were revised in 1964 to conform to the metric system which was adopted in India. The specifications were further amended on 1968-08-17. The specifications cover all the essential requirements of the manufacture of the Indian flag including sizes, dye colour, chromatic values, brightness, thread count and hemp cordage. These guidelines are extremely stringent and any defect in the manufacture of flags is considered to be a serious offence liable to a fine or a jail term or both.

Khadi or hand-spun cloth is the only material allowed to be used for the flag. Raw materials for khadi are restricted to cotton, silk and wool. There are two kinds of khadi used, the first is the khadi-bunting which makes up the body of the flag and the second is the khadi-duck, which is a beige-coloured cloth that holds the flag to the pole. The khadi-duck is an unconventional type of weave that meshes three threads into a weave as compared to two weaves used in conventional weaving. This type of weaving is extremely rare, and there are less than a dozen weavers in India professing this skill. The guidelines also state that there should be exactly 150 threads per square centimetre, four threads per stitch, and one square foot should weigh exactly 205 grams.

The woven khadi is obtained from two handloom units in Dharwad and Bagalkot districts of northern Karnataka. Currently there is only one licensed flag production unit in India which is based in Hubli. Permission for setting up flag manufacturing units in India is allotted by the Khadi Development and Village Industries Commission (KVIC), though the BIS has the power to cancel the licences of units that flout guidelines.

Once woven, the material is sent to the BIS laboratories for testing. After stringent quality testing; the flag if approved, is returned to the factory. It is then bleached and dyed into the respective colours. In the centre the Ashoka Chakra is screen printed, stencilled or suitably embroidered. Care also has to be taken that the chakra is matched and completely visible on both sides. The BIS then checks for the colours and only then can the flag be sold.

Each year around 40 million flags are sold in India. The largest flag in India (14 C 21 ft) is flown by the Government of Maharashtra atop the Mantralaya building, the state administrative headquarters.
