HUBLI: The Agri Export Facilitation Centre set up by the Export Promotion Cell, Karnatak Chamber of Commerce and Industry (KCCI), Hubli, in association with the University of Agricultural Sciences (UAS), Dharwad, was inaugurated here on Tuesday.

UAS Vice-Chancellor S.A. Patil inaugurated the centre at a function at the KCCI. Shankaranna Munavalli, president of the KCCI, presided over the function.

Mr. Munavalli said the centre has been set up to disseminate information.

DHARWAD: "Krishi Mela 2005" and the National Agricultural Machinery Exhibition began at the University of Agricultural Sciences here on Thursday.

Union Minister of State for Planning M.V. Rajashekharan inaugurated the four-day Krishi Mela. Pralhad Joshi, MP; Chandrakant Bellad, former MLA; Patil Puttappa, veteran journalist; S.A. Patil, Vice-Chancellor of the university, and others were present.

The Krishi Mela has an added feature this time in the form of the National Agricultural Machinery Exhibition in which farm equipment and machinery are on display. Companies from across the nation are participating in the exhibition.

Around 400 stalls have been put up at the mela, and 250 companies and organisations are participating in it. The mela has almost everything related to agriculture. From innovative techniques developed by farmers to hi-tech agricultural methods, the mela provides information on all aspects of farming. Information on organic farming, integrated farming, agri-based subsidiary enterprises and farm implements is available at the mela.

Special counters

In view of the recent floods in north Karnataka, a special counter has been set up at the mela to guide farmers who have suffered crop losses. There is also a special stall to test soil and water.

Farmers can bring samples of soil from their lands and samples of water and get them tested on the spot.

The university has also set up a special stall to give information to farmers on how they can make use of the Internet to access the price list of commodities.

DHARWAD: Access to justice is a fundamental right guaranteed to every individual under the Constitution of India and teachers should play vital role in realising this right for the benefit of common man, said Pradeep K Vaingankar, Principal District and Sessions Judge, Dharwad.

He was speaking after inaugurating the ‘series of legal literacy’ programmes jointly organised by the District Legal Services Authority and the Free legal Aid cell of the University College of Law at the District Institute for Education and Training here recently.

He pointed out that India was a great country with a democratic and welfare constitution and it had made advancements in the fields of science and technology.

He regretted that the country was also known for its 39 percent of the population being below poverty line, starvation deaths, pathetic and pitiable condition of women and children and the status of the weaker and downtrodden sections of the society had not improved yet.

He said many legislations were passed to improve their lot.

These vulnerable groups of people were conferred with special rights privileges and entitlements and the only problem was that the benefit of these legislations should reach the individuals concerned.

He said that constitutional promises could come true to the individuals only when the access to justice was secured.

Information about the places where legal services were available should be made available to the needy by the teachers.

Teachers were accessible especially to the have-nots and downtrodden, he said.

Presiding over the function V M Patil, Principal and Deputy director Development, DIET said the organisers aptly chose the DIET for the inaugural ceremony and called upon all the teachers to understand their responsibility toward the society.

He advised the students of the law college to pursue this goal of imparting legal education to the masses relentlessly.

R R Biranapadamath, secretary, District Legal Services Authority, welcomed the gathering the spoke about the legal literacy movement.

He observed that if a woman learned, the whole family would benefit and if a teacher learned, thousands and thousands would be benefited and that was why they had chosen the training institution for the inaugural function.

Centre will provide information regarding quality standards in foreign markets
HUBLI: The Agri Export Facilitation Centre set up by the Export Promotion Cell, Karnatak Chamber of Commerce and Industry (KCCI), Hubli, in association with the University of Agricultural Sciences (UAS), Dharwad, was inaugurated here on Tuesday.

UAS Vice-Chancellor S.A. Patil inaugurated the centre at a function at the KCCI. Shankaranna Munavalli, president of the KCCI, presided over the function.

Speaking at a press conference held in this connection, Mr. Munavalli said the centre has been set up to disseminate information and guide prospective exporters on international quality standards and other related issues.

The facilitation centre will provide information regarding quality standards and regulations in foreign markets.

It will rope in agriculture experts to guide and arrange for testing of samples for export, he added. To a query, Dr. Patil said dry chillies and horticultural products such as grape, pomegranate, fig, lime and mango that are grown in the region can be exported if quality is maintained.

Diamond grading

Mr. Munavalli said the Karnatak Chamber of Commerce and Industry, in association with Gems and Jewellery Export Promotion Council, Chennai, and Indian Diamond Institute, Surat, will conduct a six-day gems and diamond grading and identification course for jewellers in north Karnataka from Thursday.

The course will train jewellers in identifying and grading gems and diamonds manually and through technical analysis. The training will help jewellers to identify gems and diamonds, he said.

Mahendra Ladhad, honorary secretary, and Andanappa Sajjanar, joint secretary, KCCI, were present.

DHARWAD: University of Agricultural Sciences, Dharwad will organise the 17th Krishi Mela and national agricultural machinery exhibition at its campus in Dharwad from September 29 to October 2.

Disclosing this to reporters here on Tuesday, Dr S A Patil, Vice Chancellor, UAS, Dharwad said that more than 1.5 lakh farmers, farm women, extension workers, NGOs etc from different areas were expected to participate in this mega event.

In addition to showcasing latest researched technologies, information on hi-tech agriculture, agriculture machinery and equipment, animal and dog show, nutritious recipes prepared from minor millets and pulses, food processing and innovative technologies practised by the farmers would be available.

Watershed model groundnut cultivation in raised beds, increasing ground water levels in borewells, use of spent wash in agriculture, sale of seeds/seedlings and other agriculture inputs would be displayed in mela.

He said during this event the farmer to farmer interaction meet is scheduled as special event on Organic Farming, ‘Integrated Farming System Agri based subsidiary enterprises and farm implements’ ‘Development of agriculture in tank areas’ and on ‘Hi-tech agriculture and horticulture products, market network and cultivation of medicinal and aromatic plants’ for the benefit of farmers.

He said ‘best farmer’ and ‘best woman’ farmer for 2004-05 (from 12 northern districts of Karnataka) would be given.

Deputy Chief Minister M P Prakash, Agricultural Minister Sreenivas Gowdaand others would take part in the mela.

He said cotton scientists had made a breakthrough in the transfer of gene for blue colour from petunia (attractive flowering plant) to cotton to add blue colour to the existing colour spectrum of brown and green shade.

DHARWAD: University of Agricultural Sciences (UAS), Dharwad, will start its FM radio station exclusively for farmers and students by February or March end 2006.

Talking to reporters here on Tuesday, S A Patil, Vice Chancellor, UAS, Dharwad said that a proposal had already been sent to Ministry of Information and Broadcasting for its approval.

Proposal was under consideration and after getting consent from the Ministry, works would be started and FM station would probably become operational by March next year, he added.

He said Emmer (Kapli) wheat was in demand for its nutritive and theraputical value in the management of diabetics. DDK-1025, a new variety yields 2 qtls more grain, has bigger grain size, high glutin content to make it acceptable for bakery industry and offers resistance to leaf and stem rust. UAS is the main contributor of Kapli varieties to national pool.

He said TGLPS-3 a groundnut variety suitable for confectionery purpose had been recommended for release.

It was 3-seeded pod with biggest seed size of 0.73 g each as against about 0.45-g oil purpose varieties.

Being priced high, it would provide incremental benefit of over other varieties grown in kharif.

From Horticulture College, Arabhavi, higher pulp containing (86 per cent pulp or 10 g fruit) jamun variety AJG-85 had been recommended for release, he said.

He said success had been met with the transfer of Bt gene into pigeonpea (tur) and chilli to offer protection from pod borer and fruit borer respectively.

HUBLI: Chief Minister Dharam Singh has said that State Government was not meting out any step motherly treatment to the Hubli-Dharwad.

Speaking to reporters in Hubli on Monday Chief Minister Dharam Singh said that government was making all out efforts to develop twin cities of Hubli-Dharwad, on priority basis.

Replying to a question, he ruled out delay in starting the works on the much- awaited third phase of Malaprabha Drinking Water Project and said that the meeting will soon be held with the financial secretary to overcome the hurdles in implementation of the project.

He said that the State Government had apprised the Prime Minister Manmohan Singh of the Stay order brought out by Goa government on initiating works on linking Kalasa-Banduri Nalas to Malaprabha to solve drinking water problems faced by Hubli-Dharwad.

All party delegation and the State government was assured by the Prime Minister that the Goa government will be convinced to vacate the stay order to facilitate the State government to start works on this project.

“We are planning to meet the Union Water Resources minister to discuss this issue and to convince him for pending clearance to begin works on this project shortly,” he added.

He said that the State government had also pressurised the Central government and the Disaster Management Committee chairman Sharad Pawar to provide relief fund to rehabilitate the people affected floods in the State on line of Tsunami relief fund.

HUBLI: Chief Minister Dharam Singh has said that state government will put in sincere efforts to announce special package for the development of North Karnataka in the name of late Dr D M Nanjundappa in the next budget.

Implementation of all recommendations and suggestions expressed by Dr Nanjundappa Committee for removing regional imbalances would be the only way to pay tribute to Dr Nanjundappa, who passed away in Bangalore on Monday he said.

Expressing his condolence at the death of Dr D M Nanjundappa, Chief Minister asserted that all recommendations of Dr Nanjundappa Committee would be implemented in letter and spirit.

Describing Dr Nanjundappa as one of the noted economists and intellectual person, he said Dr Nanjundappa had his own vision about the overall development of the region and throughout his life, he worked honestly and tried his best to find out scientific solutions to the problems faced by North Karnataka and to remove regional imbalances.

He said as per the recommendations of Dr Nanjundappa Committee veterinary university, women’s university, drip irrigation office etc had been established in North Karnataka region.

According to the recommendation of Dr Nanjundappa Committee, there was need of Rs 9,600 crore for the overall development of North Karnataka from Bidar to Belgaum backward areas. Recommendations of Dr Nanjundappa Committee and total amount required for the overall development of this region had been brought to the notice of the Prime Minister a few months ago.

Besides, the Central Government was pressurised to contribute 50 per cent of money out of Rs 9,600 crore. Centre was expected to release fund for this, he said.

He said ever since the Dr Nanjundappa Committee report was submitted to the government, the state government was allocating some quantum of money every year in its budget for implementing the recommendations of the committee.

With the sad demise of Dr Nanjundappa not only the state but the entire country had lost one of the noted economists and experts, he said.

Hubli, September 26: Chief Minister N Dharam Singh on Monday asked Congress workers to bring the party back to power describing it as a "party which had striven for all sections of society."

Addressing the Dharwad District Congress workers' convention, he asked the workers to be ready for Zilla and Taluk Panchayat polls which were due.

Reiterating government's commitment to implementing late Dr Nanjundappa's report on regional imbalances, Singh said the government had decided to set up circuit benches in Hubli/Dharwad and Gulbarga and Women's University in Bijapur in this direction.

To combat flood situation in North Karnataka, the government has released Rs 400 odd crores for relief works in these districts, he said.

Singh said in the recently held Gram Panchayat polls, out of 90402 members who were elected, over 50,000 belong to the Congress and appealed to the workers to strengthen the hands of the party.

Water Resource Minister and KPCC president Mallikarjun Kharge, who also said, it was the S M Krishna government which initiated the midday meals programme in schools as a move to spread literacy.

He assured that all efforts would be made to solve the persisting drinking water problem in the twin cities of Hubli/Dharwad.

Singh said he would be visiting New Delhi soon to impress upon the Centre to release flood relief assistance on the lines of Tsunami relief sought by the State.

Singh said an amount of Rs 491 crore had been released for providing infrastructure facilities in Bangalore International Airport, work on which was already in progress.

Dharwad: Enraged by the Hubli-Dharwad Municipal Corporation’s(HDMC) resolution urging the government to set up the proposed Circuit Bench of High Court in the New Town, the advocates of Dharwad on Friday staged a dharna in front of Corporation office.

The angry advocates also went on rampage breaking the window panes of the Corporation office. They also locked all the offices after sending out all the employees out of the corporation. Earlier in the day the council meeting had passed an unanimous resolution urging the government to establish the circuit bench at a site situated between Hubli and Dharwad cities.

The advocates also sought an explanation from Mayor Hanumanthappa Betageri as to why such a resolution was adopted.

Hubli, September 26: Congress party would contest the coming Zilla and Taluk Panchayat polls in the State independently, Water Resources Minister and KPCC President Mallikarjun Kharge said on Monday.

The Congress workers' convention, being held in eight districts of North Karnataka, today aims at "building the party to come to power on its own in the State," he told reporters here.

Similar conventions will be also be held at taluk level in the State, Kharge said.

A five-member committee would be set up in every district in the State "to solve the unrest in the party."

Asserting that there was no threat to the coalition government in the State, Kharge said the government would complete its full term.

Our Correspondent/Dharwad September 23,2005:Minister for public works and energy H D Revanna has reiterated that the state government is committed to provide all necessary help for the development of North Karnataka.

Speaking to reporters in Dharwad on Tuesday he said the national highways and state highways would be strengthened in order to develop the region.

He said the state government has sent a proposal to Centre for converting the Dharwad-Ramnagar stretch of 82 Kms into four-lane road at a cost of Rs 70 crore under Central Road Fund. The road connects Karnataka, Goa and Kerala via Dakshina Kannada district. Similarly the government has sought Centre’s help for Hubli-Ankola road.

He said the 390 km state highway in Dharwad district would be repaired. The government has sanctioned Rs 3 lakh per km but the requirement is Rs 6-10 lakh Per Km, he added.

Revanna said ring road between Hubli and Dharwad, new building for high circuit bench at Dharwad at a cost of RS 70 crore and upgradation of Hubli airport were being taken up. He denied that North Karnataka had received a raw deal in the proposals sent by the state to Centre for strengthening of roads under CRF.

Revanna informed that 500 power stations would be established in the state at a cost of Rs 15,000 crore by 2012. The government aimed at establishing 300 sub stations in next three years. All the five electricity supply companies in the state would call tenders simultaneously.

The minister reviewed the performance of HESCOM and PWD in Dharwad district.

HUBLI: Law can only punish a person after an offence is committed, but dharma can prevent a person from committing an offence, said Rama Jois, former Governor of Bihar and Jharkhand and former Chief Justice of the Punjab and Haryana High Court.

Inaugurating a seminar on "Ancient Hindu law and administration — as reflected in Vedic and smriti literature," Mr. Jois said that lack of adherence to dharma is the root cause for all problems.

"According to the shastras, there should be `trivarga' in the human life, artha, kama and dharma, to make it meaningful. Now-a-days, the concept of dharma is missing and, consequently, it has become `dwivarga," he said.

It is only when the rules of dharma are properly followed "Rama rajya" will come into existence, he felt.

The fundamental principles of dharma have been mentioned in the various shastras, smritis and Vedas, which we have to adapt, Mr. Jois said.

He stressed on the need for passing on religious and cultural values to the younger generation. "Instil the concept of dharma in the young minds", Mr. Jois said.

Mr. Jois said that Kautilya's Arthashastra mentions about the punishment to be given to corrupt officials.

He said that according to the Arthashastra, the whole property of corrupt officials should be forfeited. In Manu Smriti, there is mention about what should be done in case of seeds of bad quality are distributed to farmers, he said.

He also referred to "Rajatarangini" to explain what is "Rajadharma." He quoted an incident from "Rajatarangini," of a cobbler refusing to vacate his house for the construction of a temple and ultimately the king asking his officials to relocate the temple.

On the decision of Gulbarga University to start an LLM course on "Bharatiya Nyadarshana and Rajadharma," Mr. Jois felt that very soon Karnatak University will initiate steps in this regard.

Saroja Bhate, Professor of Sanskrit and Prakrit (retired), Pune, delivered the key-note address.

Presiding over the function, M. Khajapeer, Vice-Chancellor, Karnatak University, lauded the Department of Studies in Sanskrit for organising the seminar. He said that what was said by our ancestors about law and administration needs to be adapted to make the present system more effective. The seminar will conclude on Saturday.

New Director of Design and Development, Hindustan Aeronautics Ltd., Bangalore, has won many awards

DHARWAD: Mohan Shivarao Nadgir, who has been commended for his work on MiG aircraft and helped develop the first prototype of the upgraded MiG-27, has taken over as Director of Design and Development, Hindustan Aeronautics Ltd. (HAL), Bangalore.

Mr. Nadgir, who hails from Dharwad, told The Hindu here on Thursday that it is a privilege to head the unit, which has many important tasks on hand, such as developing multi-role transport aircraft, light combat helicopter, twin-engine combat trainer and upgrading the Jaguar.

Mr. Nadgir obtained a BE degree from Karnatak University in 1970 and studied computer-aided matching of turbojet engine characteristics for his M.Tech. from IIT Bombay (1974). He was deputed in 1979 to Cranfield Institute of Technology, U.K., for an M.Sc. in aircraft design.

Mr. Nadgir, who joined the HAL Design Department in 1971, became General Manager and headed the Aircraft Upgrade R&D Centre in 2001. He then became General Manager of HAL's Aircraft Division in Nasik, the biggest division of HAL, which is responsible for supersonic aircraft production, planning and administration. He moved to Bangalore in June 2004 to head the Aircraft R&D Centre.

First prototype

The first prototype of the MiG-27M upgraded aircraft developed under his leadership at the Aircraft Division, Nasik, was test flown March 25, 2004, ahead of schedule.

The citation for the National Aeronautical Prize, awarded to him in 2004, made a special mention of his specialised knowledge of Russian aircraft design, philosophy, technology and material. It said Mr. Nadgir had played a key role in indigenising spares, raw material and consumables requited for keeping Russian aircraft and helicopter fleets in flying condition. Some of the modifications were appreciated by Russian specialists, who incorporated them in aircraft produced in Russia. Technology developed by him to extend the life of the main landing gear of the MiG-27 resulted in a saving of Rs. 25 crores.

Awards

Among the awards that have come his way are commendation medals from the Chief of the Air Staff in 1997 (for modifications introduced on MiG-29s) and in 2002 (for support extended to the Indian Air Force), the Biren Roy Trust Award from the Aeronautical Society of India for outstanding work in design, a gold medal in the aerospace group for a paper presented on MiG-21 aircraft problems and solutions from the Institution of Engineers at the 9th National Congress held in Calcutta in December 1994 and Outstanding Engineer Award from the Institution of Engineers, Nasik. He is the only civilian to receive two commendations from the Chief of the Air Staff for his innovative work on wing rib modifications on the Mig-29 fighter and for sustained support to various aircraft types of the IAF.

DHARWAD: Minister for Law and Parliamentary Affairs H.K. Patil has called upon cooperative banks to provide assistance to those endeavours, which contribute to employment generation.

Inaugurating the golden jubilee celebrations of Karnatak University Employees Credit Cooperative Society here recently, Mr. Patil said the cooperative sector has contributed to the economic development in its own way. He was all praise for the contribution made by the cooperative sector, especially in rural development. He referred to Kanaginahal in Gadag district, which gave birth to the cooperative movement.

"Association and cooperation are the two important things which make the human beings live happily, and without cooperation no society will continue to exist," said Sri Siddeshwar Swamiji of Jnana Yogashrama, Bijapur.

"Cooperation is everywhere. Human body itself is a good example of cooperation. If the organs do not cooperate, then life will become miserable. Human beings still survive because of this cooperation with the nature," the swamiji said.


M. Khajapeer, Vice-Chancellor, Karnatak University, presided over the function. Vinay Kulkarni, MLA, and Channaveera Kanavi, veteran poet, spoke on the importance of cooperation.

DHARWAD: The District Vigilance and Monitoring Committee has passed a resolution seeking the immediate suspension of an assistant engineer of the Dharwad Zilla Panchayat Dharwad.

The resolution was passed at a meeting of the committee held here on Monday under the chairmanship of Pralhad Joshi, BJP MP. The committee has been constituted by the Centre to oversee the implementation of schemes sponsored by it.

What annoyed the members of the committee is the "failure" of the Department of Rural Development and Panchayat Raj to act on a letter by Deputy Commissioner M.S. Srikar who had told the Government that the charges against the assistant executive engineer appear to be true. The members said the Government has not taken any action though the Deputy Commissioner sent his recommendations three months ago.

The meeting took exception to the lack of accountability among the officials and their attitude of indifference. Till these issues are rectified, it will be difficult to ensure proper implementation of schemes. The members expressed dissatisfaction over the implementation of Indira Awaz Yojana. They said not even 50 per cent of the target has been met under the yojana and blamed the chief executive officer for it. They said the chief executive officer is not interested in the implementation of development schemes. Large-scale irregularities have taken place and the committee sought an inquiry in the previous meeting.

DHARWAD: E.V.S. Prakash Rao, chief scientist, Central Institute of Medicinal and Aromatic Plants, Bangalore, called upon farmers and entrepreneurs in the State to take advantage of the increased demand for medicinal and aromatic plant products.

He was speaking at the two-day training programme on medicinal and aromatic plants for progressive farmers and entrepreneurs in north Karnataka, organised by the Centre for Entrepreneurial Development of Karnataka (CEDOK) here on Monday.

India, the second biggest market for aromatic products, is in the third place after Brazil and the United States in the manufacturing of aromatic products. India has a bright future in this sector. The production in this sector is estimated at 22,060 tonnes, Dr. Rao said.

The medicinal plants business in India is worth about Rs. 550 crores, and Indian pharma industries have a business of Rs. 2,000 crores annually, Dr. Rao said. With the demand increasing for medicinal plants, seven million hectares of barren land in Karnataka can be used for growing medicinal plants, he added.

Dr. Rao said that the recent problem faced by farmers in growing medicinal plants is because of wrong information. Medicinal plants should be grown in a scientific manner, and farmers should be conscious of quality. Farmers of north Karnataka have sufficient opportunities in this field, he said.

Addressing presspersons here on Monday, Viranna Mattikatti, MLC and General Secretary of the KPCC, said nearly one lakh people are expected to participate in the convention to be organised to strengthen the party in view of the elections to taluk, zilla and town panchayats.

Asked if the party is organising such conventions anticipating early elections to the Assembly, Mr. Mattikatti said the Congress is ready for polls.

He said the convention is being held not to show the strength of the party.

Mr. Mattikatti clarified that those who have faith in the party's ideology are with it.

He said that preparatory meetings have been held in some places in the district and a few more will take place to make the convention a success.

On whether efforts are still on by some Congress leaders to rope in the former Deputy Chief Minister Siddaramaiah into the party, Mr. Mattikatti answered in the affirmative.

The views expressed by Mr. Siddaramaiah now are similar to that of the Congress, Mr. Mattikatti.

HUBLI: Does the State lack financial sustainability which comes in the way of giving guarantee for any loan?

Yes, if one goes by what S.R. Morey, Minister for Municipal Administration, says. The State Government is not in a position to stand guarantee for anything beyond the stipulated limit, Mr Morey said while addressing presspersons here on Monday. It is not only the Government, but also the Hubli-Dharwad Municipal Corporation, according to him.

Mr. Morey made this disclosure to explain the inability on the part of the Government in clearing Rs. 176 crores for augmenting drinking water supply to Hubli and Dharwad.

Asked about the promise made to the IT companies on the development of infrastructure, he said The Government had made the announcement but it had to be cleared by the Finance Department. However, he denied that the Chief Minister's promise in this connection is hollow.

Mr. Morey said the sustainability position keep changing every year. "Lets wait for the next assessment," he added.

Mr. Morey denied the allegation that only Hubli and Dharwad have been singled out for such treatment. What is the use of the Government giving clearance for the project, if it is not cleared by the Finance Department? Mr. Morey asked.

Mr. Morey said the Government has received proposals from some private companies for financing the water supply scheme for Hubli and Dharwad. Asked if the Government aimed at privatising water supply, Mr. Morey said it is only an alternative and no decision has been taken as such.

Mr. Morey said it should be possible to supply water daily for the people of Hubli and Dharwad in the next two years.

DHARWAD: Minister for Municipal Administration S.R. Morey said on Monday that a proposal to build a 9.45-km ring road in Hubli-Dharwad at a cost of Rs. 31 crores has been sent to the Centre for approval.

Presiding over a meeting here to review the progress achieved in the implementation of development works, Mr. Morey said Rs. 20 lakhs has been released for conducting a survey related to the ring road.

For improving the road between Hubli and Dharwad, a proposal seeking Rs. 10 crores has been submitted to the Government. Of the amount, Rs. 3 crores has been released and the work has commenced, the Minister said. Mr. Morey said approval has been given to construct 300 Ashraya houses at Rayapur.

He asked the officials to submit a project report on providing drinking water, power supply and roads in the area. He instructed the officials of the Hubli-Dharwad Municipal Corporation (HDMC) to expedite the process of rehabilitation of petty shop owners evicted during the recent "Operation Footpath."

P. Manivannan, Commissioner of the HDMC, said 508 sites have been identified to rehabilitate the displaced shop owners. "We have received 420 applications in Hubli and 300 in Dharwad," he added.

Mr. Morey said the Deputy Commissioner, Police Commissioner, corporation Commissioner and the Managing Director of the North West Karnataka Road Transport Corporation should hold discussions on the proposal to shift the city bus stand before taking any action on it.

HUBLI: The impact of Vijay Sankeshwar, founder of Kannada Nadu, joining the Janata Dal (Secular) appears to be more psychological than real.

The JD(S) has been able to bag one more Lingayat leader, and Mr. Sankeshwar has come back into active politics after his party, Kannada Nadu, proved to be a political flop. Will this development bring political dividends to JD(S) in the region?

Kannada Nadu, which Mr. Sankeshwar established with lot of fanfare after be broke away from the Bharatiya Janata Party (BJP), proved to be flop in the 2004 elections. Only one party candidate won from Gulbarga district, but he promptly joined the Congress. Mr. Sankeshwar lost the Hubli Rural Assembly seat to Jagadish Shettar, who is now the BJP State President. Kannada Nadu polled only two per cent of the votes, according to Mr. Sankeshwar himself.

The JD(S) garnered only 17 seats out of a total of 95 from the region in the 2004 Assembly elections, with the Bombay Karnataka region giving it just three seats. The JD(S) initially chose to ignore the region. But after the 2004 elections, it dawned on the leadership that unless they mobilise support from this region, it would be difficult to come to power on its own.

With this end in view, it began to focus on the region and the Lingayat community, which has kept away from the party. It has already put two Lingayats from north Karnataka in positions of power: State party President N. Thippanna and Deputy Chief Minister M.P. Prakash. JD(S) Working President H.D. Kumaraswamy, who was here on Saturday to welcome Mr. Sankeshwar into the party, said he will be given an important position. The task given to Mr. Sankeshwar is to counter the propaganda that JD(S) national President H.D. Deve Gowda is inimical to the interests of the region.

Political pundits say that the impression is that Mr. Gowda is anti-Lingayat and anti-north Karnataka.

Treatment of Hegde

This is mainly because of the way he had the late Ramakrishna Hegde thrown out of the erstwhile Janata Dal after becoming the Prime Minister. Despite being a Brahmin, Hegde was a leader trusted by the Lingayats.

The role he played as Prime Minister in reneging on his promise of making Hubli the headquarters of the South Western Zone of the Railways has also been held against Mr. Gowda.

Whether Mr. Sankeshwar can help the JD(S) recover lost ground is the question.

HUBLI: There is no question of going back on the promise by the former Chief Minister S.M. Krishna to grant 100 acres of land at Navalur between Hubli and Dharwad to shift the railway goods shed, which will be converted into a railway station.

This was made clear by S.R. Morey, Minister for Municipal Administration; Jabbar Khan Honnalli, Minister for Sports and Youth Services, and Basavaraj Horatti, Minister for Rural Development and Panchayat Raj. They were responding to questions by presspersons after attending a meeting of elected representatives convened by Pralhad Joshi, Dharwad North MP.

Mr. Morey was clarifying the doubts raised on his remarks made at the meeting earlier. He had said that the land in question is under the Karnataka Industrial Area Development Board and it cannot be given free. Mr. Morey made it clear that there has to be a proposal to that effect before any decision can be taken. So far, the State Government has not received any proposal from South Western Railway. "Let the proposal come and the Government will take a suitable decision. There is no question of going back on the promise made by Mr. Krishna," Mr. Morey said Earlier in the meeting, Mr. Morey said perhaps Mr. Krishna had not realised that the land in question is with the KIADB when he made the promise.

Jagadish Shettar, President of the State unit of the Bharatiya Janata Party, said he was present when Mr. Krishna made the promise at a function to lay the foundation stone of the SWR's zonal office by the then Prime Minister A.B. Vajpayee and the promise should be honoured.

H.K. Patil, Minister for Law and Parliamentary Affairs, said some arrangement could be worked out with the Railways with regard to the land. The Railways could transfer some part of its land, which the administration might need in lieu of transfer of 100 acres. The transferred land may not be equal to what is sought by the Railways, he added. A.D. Mainrai, Divisional Railway Manager, said the Railways may not be having vacant land that may be of any help to the district administration. Mr. Pralhad Joshi said shifting of the Goods Shed is crucial for the development of the Hubli railway station. It is also coming in the way of introduction of new trains. Every time a proposal is made, the limitation of space at the station is cited as one of the reasons. The Government should honour the commitment of Mr. Krishna and transfer the land free of cost, he added. Railway officials said the Railway Board has rejected proposals for buying land in view of the promise made by Mr. Krishna.

The Ministers asked the officials to send a proposal to the State Government and invited them to attend a meeting to be convened in Bangalore shortly by Mr. Morey in this connection.

On the work on Bijapur-Bagalkot-Gadag railway line, the officials were asked to send details to enable the Government to release Rs. 35 crores during this financial year itself. The remaining funds could be given the next year to enable the work to be completed by March 2007.

The officials said the work on the Bijapur-Bagalkot section has ended and the line will be opened for traffic soon.

HUBLI: NABARD has agreed to reschedule loans of 14 cooperative sugar factories in the State, said R.V. Deshpande, Minister for Cooperation, here on Sunday.

Mr. Deshpande said in a brief chat with presspersons that a credit of Rs. 185 crores was to be made available to these sugar cooperatives by NABARD.

The Government had also proposed that a working capital of Rs. 100 crores be given to sugar cooperatives and it (proposal) was being sent to NCDC.

The Government, he said, had decided to sell or lease out four loss-making cooperative sugar factories at Aland, Brahmavar, Pandavapur and Haveri.

This had been decided as per the recommendations of a Cabinet Subcommittee, Mr. Deshpande said.

Some of the nominees had come from Gulbarga to plead against the proposal as far as the Aland Cooperative Sugar Factory was concerned.

The acceptance of the suggestion would mean the Government would have to invest Rs. 25 crores in the Aland sugar factory. A decision is yet to be taken, Mr. Deshpande said.

As far as the revival of KCC Bank, Dharwad, was concerned, Mr. Deshpande admitted that there had been some delay in making available the promised assistance. The bank was to be revived by March 2006, he added.

HUBLI: The 11-day Ganeshotsava ended amid fanfare here on Saturday. A speciality of the immersion celebrations was that it was gone through before midnight.

Usually, the immersion used to go on till the early hours of the next day.

Decorated Ganapati idols from different localities were taken out in a procession from Durgadbail via Broadway, Myadar Oni, Dajibanpet, Kittur Channma Circle to the well of Murusavira Mutt as well as the one specially created by the Hubli-Dharwad Municipal Corporation at the Indira Gandhi Glass House.

The occasional drizzle did not dim the enthusiasm of the revellers who accompanied the idols even as gulal powder was thrown, crackers were burst and music was played. S.R. Morey, Minister for Municipal Administration, flagged off the immersion procession at a function arranged under the auspices of the Sarvajanik Ganeshotsava Samiti Mahamandal.

Mr. Morey lauded the communal harmony which was reflected in the celebration and said the spirit deserved to be emulated by others.

Pralhad Joshi, BJP MP, who was the chief guest, expressed happiness over the peaceful celebrations. The Swamiji of Murusavira Mutt, who presided over the function, said there was need for giving a constructive orientation to the celebrations, for which the assistance of the Government was necessary. S.S. Kamadollishettru, President of the Mahamandal, welcomed the gathering.

Speaking to presspersons, Mr. Kattimani and R. Thimmaiah, vice-president of the unit, said the convention is to clear the confusion among the people of the exploited class after similar conventions were organised by various parties under various banners.

HUBLI: Vijay Sankeshwar, businessman and founder of the Kannada Nadu party, on Saturday joined the Janata Dal (Secular) along with his followers in the presence of H.D. Kumaraswamy, Working President of the State unit of the Janata Dal (Secular).

Mr. Kumaraswamy, who was here to invite Mr. Sankeshwar to join the Janata Dal (Secular), chose to admit him and his followers into the party on learning that they had resigned from Kannada Nadu.

"We have admitted him into the party and we have invited him to attend the executive committee meeting of the party on September 22," Mr. Kumaraswamy told presspersons.

Mr. Kumaraswamy said that Mr. Sankeshwar is joining the Janata Dal (Secular) without conditions and that the party will give him a suitable position to serve the region.

Mr. Sankeshwar has been admitted primarily to counter the propaganda that Janata Dal (Secular) President Deve Gowda is against north Karnataka, Mr. Kumaraswamy added.

HUBLI: The first phase of the immersion of Ganesha idols that began on Thursday here concluded in the early hours of Friday with over 100 idols being immersed. The 11-day festivities would conclude on Saturday.

A large number of people participated in the procession of Ganesha idols with religious fervour that began from Durgad Bail in Old Hubli. In the first phase, mainly Ganesha idols consecrated at various pandals situated in Old Hubli were immersed in the Kapila Bavi.

Along the procession route people had lined up to have darshan of Lord Ganesha. Loud music and bursting of crackers continued throughout the night with several young men and children dancing to hit numbers.

The police had made elaborate arrangements at the well meant for immersion of the idols. The decorated vehicles carrying the idols were stopped at several points to avoid rush at the well.

Inaugurating the procession, Narayan Nadamani, Police Commissioner, Hubli-Dharwad, said the Ganesha festival gets more meaningful when people of different communities take part in the celebration without any inhibitions.

B.R. Ravikanthe Gowda, Deputy Commissioner of Police (Law and Order), Ashok Katwe, former MLA, Ranga Baddi and Altaf Kittur, corporators, were present.

This year the immersion ceremony is expected to be completed early as a new artificial well has been constructed on the premises of the Mahatma Gandhi Garden which houses the Indira Glass House. According to the arrangements, some of the idols would be immersed at the new well and others at the Moorusaviramutt Well situated near the Basava Vana.

The procession of Ganesha idols would be inaugurated by Basavaraj Horatti, Minister for Science and Technology, Rural Development and Panchayat Raj, at Durgad Bail. Sri Gurusiddha Rajayogindra Swamiji, S.R. Morey, Minister for Municipal Administration, Jagadish Shettar, MLA and BJP State unit President, and Pralhad Joshi, MP, would participate in the function.

The procession would taken out through Broadway-Myadar Oni-Dajibanpet-Kittur Chennamma Circle-Basavana/Indira Glass House, according to Amaresh Hipparagi, honorary secretary, Sarvajanik Ganeshotsava Samitigal Mahamandal.

HUBLI: In the present scenario of globalisation and liberalisation, those who produce quality products and give quality service only can prosper, said Pralhad Joshi, MP.

Inaugurating the Workers Education Day organised by the Regional Directorate of Central Board for Workers Education and Karnatak Chamber of Commerce and Industries (KCCI), Mr. Joshi said for Indian industries to prosper, technology upgradation is a must.

Proper education needs to be given to workers and also young entrepreneurs so that they have a better understanding of the global market and consumer needs, he said.

If India has to emerge as a strong nation by 2020, entrepreneurs and workers have to join hands to make the industries to reach new heights.

HUBLI: A sense of weariness appears to have set in among those who have been articulating in vain for over three years the need for early implementation of the projects for diverting water from the Kalasa and Banduri Nala, tributaries of the Mahadayi, to the Malaprabha Project. For, despite their consistent effort to impress on the powers that be at Bangalore and New Delhi the importance of the project for the region, nothing has happened.

"We have been trying to channelise people's anger through peaceful agitation. With the problem remaining unsolved, the people are becoming restive," Mr Pralhad Joshi, BJP MP from Dharwad North, and Basavaraj Bommai, Janata Dal (U) MLC and Chairman of the State Parliamentary Board of the party, who have been spearheading an all-party agitation, said in a chat with The Hindu. An agitation lasting over two months was given a breather before the onset of monsoon to take up the issue with the concerned with a view to get things moving.

In fact, the stumbling blocks have been the Union and State Governments. The Union Government has been dithering on the question of restoring "in principle" clearance given for the project which it chose to keep in abeyance at the behest of the Goa Government.

The power in New Delhi have not only failed to find a negotiated settlement between Karnataka and Goa but also have not constituted an inter-State water dispute tribunal as demanded by the riparian States.

Karnataka's case has been that it needs the projects for meeting the drinking water needs of the people in rural and urban areas. It has sought diversion of 7.56 tmcft of water of the yield of 200 tmcft of the Mahadayi. The State is of the view that depending on the geographical area of the catchment zone, it is entitled to nearly 40 tmcft of water and the share given could be adjusted against the share as and when it is determined.

Goa's main objection comes from the possible adverse impact of the diversion on its fragile ecology as the Mahadayi, which assumes the name of Mandovi there, is regarded as one of its lifelines.

The Prime Minister was non- committal when a delegation from the State, led by the Chief Minister, called on him a couple of days ago. And the silence of the Union Minister for Water Resources, P.R. Dasmunshi, who promised to find a positive answer to the issue, has proved to be an enigma.

Moreover, what has been shocking is the indifferent attitude displayed by the State Government in espousing the cause. The project received priority when H.K. Patil was the Minister for Water Resources in S.M. Krishna Government. But since then the projects have lost tempo and priority as the matter was hardly pursed till the recent all-party delegation to the Prime Minister.

Even when the farmers of the command area staged the agitation, the State Government chose to ignore it and came out with a belated response only to make the farmers give up the agitation.

Both Mr. Pralhad Joshi and Mr. Basavaraj Bommai say the situation calls for a bold initiative on the part of the State Government in meeting drinking water needs of the region.

HUBLI: Karnataka Development Forum, Hubli, has decided to conduct a state-level seminar in the first week of October, to discuss the genuine problems faced by all districts of North Karnataka region in Dharwad.

Chief Minister Dharam Singh has given his consent to attend the seminar and to spare time for discussing the long pending demands and problems faced by North Karnataka.

In a press release Dr Patil Puttappa, president of the Forum said main problems faced by Begalum district, Dharwad, Bijapur, Karwar, Gadag, Bagalkot, Haveri, Koppal, Raichur, Gulbarga, Bidar and other districts of North Karntaka region, would be discussed during the seminar, which was expected to be held before Gandhi Jayanti.

Apart from these districts, problems of Davangere and Shimoga districts that were adjacent to North Karnataka would also be discussed in the seminar, he said.

He said apart from discussing various economic problems the participants would suggest remedies and solutions to the problems faced by the region.

He said only limited number of people upto 50 members would be allowed to attend the seminar.

Besides, an expert from each district of the region would be allowed to participate in the meeting, who would submit papers on various issues and genuine problems faced by all the districts of the region.

Main issues including problems of agriculture, industries, weavers, infrastructure facilities, tourism, irrigation projects, railway, employment and other genuine problems would be discussed.

On behalf of the people of this region, forum had already sent letters to the experts and participants requesting them to attend the seminar to give their valuable suggestions for the development of the region, he added.

HUBLI: Pralhad Joshi, MP on Wednesday alleged that fertilizer companies and their agents are creating an artificial scarcity of urea, DAP and other complex fertilizers in some districts, including Dharwad, Belgaum, Bellary and Gadag.

Addressing presspersons here, Mr. Joshi accused the Department of Agriculture of sitting on the issue. He said that there has been a slight increase in the cultivated area this monsoon. In Dharwad district, so far 2.03 lakh hectares has been cultivated against the target of 1.75 lakh hectares. This increase of 30,000 hectares is being used to exploit the gullible farmers, Mr. Joshi said.

He accused officials of the Agriculture Department of being negligent towards the plight of farmers and not initiating action to help the farming community. "Under the Essential Commodities Act, cases could have been booked by the Revenue and Police Department, which has not been done so far," he said.

He alleged that farmers are being charged Rs. 40 to Rs. 50 more for each bag of urea and same is the case with complex fertilizers.

Mr. Joshi urged the Deputy Commissioner to convene an emergency meeting and take steps to check the exploitation of farmers. "If no action is taken within three days, then our party would be left with no other option than launching an agitation," he said.

HUBLI: The Hubli-Dharwad Municipal Corporation has decided to put an end to indiscriminate road cutting by user agencies such as the Hubli Electricity Supply Company, Bharat Sanchar Nigam Limited, the Karnataka Urban Water Supply and Drainage Board and cable operators.

According to corporation Commissioner P. Manivannan, either the user agencies, which cut the roads, should repair the roads and bring them to their original shape, or pay whatever charges the corporation levies on them for getting the road repaired.

Mr. Manivannan disclosed this on Wednesday at a coordination meeting of the user agencies, corporation officials and non-governmental organisations forming part of the agenda groups to give advice on improving civic amenities.

The Commissioner said that the corporation is levying a nominal sum before giving permission for road cutting, which is insufficient to cover the cost of repairs. The agencies walk away after damaging the roads. He said that it is imperative that whoever wants permission for road cutting, should ensure that the road is brought back to the original shape.

"Put the road back into the original shape. If the road is horrible, put it back in the horrible shape, but do not make it worse," he said. If the agencies do not repair the roads, they will have to pay the fee fixed by the corporation.

For fixing the road repair charges, the roads will be divided into four categories depending on the importance and density. There is no alternative but to pay the charges fixed. It is open for the user agencies also to make a common arrangement by pooling their resources to get the job done on their own. Practically all the user agencies agreed to the proposal, with BSNL having some reservations earlier before falling in line. .

HUBLI: Ministers and members of the Legislative Assembly and Council of Dharwad region will meet on September 19 to chalk out a strategy to pressure the State Government to expedite the pending projects in the region, including the Hubli-Ankola railway line.

Pralhad Joshi, MP, told presspersons here on Wednesday that he had spoken to the people's representatives over phone about the meeting to be chaired by S.R. Morey, Minister for Municipal Administration and district-in-charge.

The Ministers Basavaraj Horatti and Jabbar Khan Honnali, Jagadish Shettar and S.I. Chikkanagowdar, MLAs, A.M. Hindasageri, Basavaraj Bommai and Viranna Mattikatti, MLCs, and others have agreed to participate in the meeting, he said.

Secretary to the Department of Forests and Environment K. Shivakumar had, in a meeting chaired by Mr. Morey, promised that the department would complete the survey on the revised project report within three months and forward the same to Centre with its endorsement, Mr. Joshi said.

"But now, the department is raising unnecessary queries, even when South Western Railway has submitted the revised project report reducing substantially the forest land required for the railway line," he alleged.

"The SWR submitted the revised project report on June 23, for which clarification was sought. The SWR again sent the reply making its stand clear. But so far, there has been no progress."

Mr. Joshi said the upgradation of Hubli Railway Station has not begun in spite of the fund allocation, as the goods shed could not be shifted. The land near Navalur which was promised to be given free of cost for shifting the shed has not been transferred by the State Government. Instead, it is asking the SWR to pay for the land, he said.

On night landing facility at Hubli airport, he said since the conditions have been met by Airports Authority of India, the Centre has released Rs. 15 crores to develop the airport.

HUBLI: Elaborate security arrangements have been made in view of the first phase of immersion of Ganesha idols in Hubli city, which is scheduled to take place on Thursday.

On Wednesday, hundreds of policemen, reserve police and Home Guards took out a flag march on the route through which Ganesha idols will be taken in a procession for immersion. Police Commissioner Narayan Nadamani and senior police officials led the flag march.

The Hubli-Dharwad Police Commissionerate has already deployed three Deputy Commissioners of Police, four Assistant Commissioners of Police, 25 inspectors, 90 sub-inspectors/assistant sub-inspectors and 900 head constables/constables for bandobast duty.

Along with them, 10 platoons of the Karnataka State Reserve Police, eight platoons of the City Armed Reserve and 350 Home Guards are also being deployed for bandobast duty.

Additional forces

The commissionerate has also sought the service of additional security forces from the neighbouring districts.

Ten Deputy Superintendents of Police, 40 inspectors, 100 sub-inspectors/assistant sub-inspectors, and 1,000 head constables/constables will be in the city on Thursday to prevent any untoward incident.

Though there has been no incidence of communal violence during the immersion of Ganesha idols in the recent years, the police are not taking any chances. Apart from holding Mohalla committee meetings and peace committee meetings, the police are taking precautionary measures to ensure that the procession passes off smoothly.

The immersion of Ganesha idols will take place in two phases in Hubli, the first phase of which will be held on Thursday while the second phase will be held on Saturday.

On Thursday, the procession of Ganesha idols will commence at Durgad Bail in old Hubli. It will be flagged off by Mr. Nadamani.

Closed

As a precautionary measure, the Police Commissioner has ordered the closure of liquor shops, bars and restaurants on days when the immersion of the idols will take place. Accordingly, liquor shops will remain closed from Thursday 6 p.m. to Friday 10 a.m. and from Saturday 6 a.m. to Sunday 10 a.m.

He said that KIMS has the necessary infrastructure and facilities for the six months practical studies of AUMS students.


The fees to be charged per student will be finalised and placed before the Cabinet, he added.

New medical colleges

Mr Ansari said that work on buildings for the new medical colleges at Mandya, Belgaum, Hassan, Bidar and Raichur was in progress and was likely to be completed by December this year.

Each of these colleges were sanctioned Rs 5 crore in the first phase.

Regarding the Circuit Bench, he said that people of Koppal, preferred to come under the jurisdiction of Dharwad bench rather than Gulbarga as it was more convenient.

HUBLI: Karnataka Water Supply and Sewerage Board, Hubli-Dharwad Maintenance Division, has taken several steps to simplify the procedure of payment of water tax, according to a release.

The board has extended time for payment of water tax arrears without interest up to September 30, and the service of the "Special Complaints Settlement Counter" that has been set up at the Central Library Building to settle the disputes in arrears of water tax is being continued.

Residents can also pay their water bills at all branches of Canara Bank and the State Bank of Mysore at Gokul Road, Unakal and the Union Bank branch at Lamington Road, Hubli.

The board has taken steps to issue spot bills with the help of representatives of Infoland Technologies who have been given identity cards. If the consumers wish to pay the amount immediately they can give a crossed cheque in favour of the "Executive Engineer, Karnataka Water Board Division, Hubli" and obtain a receipt from the representative.

The consumers can even hand over crossed cheques to authorised meter readers (who have been given identity cards) when they visit houses for issuing water bills, the release said.

The board will send "Mobile Corporation Bank Counter" to the areas where there is no ban branches, the time and place of which would be notified from time to time, according to the release.

Episodes re-created from mythology to `Operation Footpath'

HUBLI: Episodes from mythology and incidents from the recent past have been recreated to show Lord Ganesha in his myriad forms.

This is what attracts people from neighbouring cities, towns and villages to Hubli-Dharwad during the Ganesha festival, and this year was no exception.

After a slow start (as it usually takes two days for the technicians to complete the stage arrangements after the consecration of the Ganesha idol) the roads in Hubli-Dharwad are crowded particularly in the evenings owing to the increase in the number of visitors who have come to see Ganesha in different forms.

Hundreds of "pandals" have been erected by the Gajanan Mandals and each portrays Ganesha in a different form.

The episodes that have been recreated include: Ganesha becoming "Gajamukha", Lord Krishna lifting the Govardhan Giri to protect the gopalas and gopikas from the fury of rain gods, the battle between Babhruvahana and Arjuna, the test of saint Babaji, a devotee of Lord Balaji, Ravana's devotion to Shiva, Draupadi's "swayamwara", Satya Harishchandra beheading his wife Taramati... the list goes on.

Several Gajanan Mandals have taken pains to recreate something new.

While in Shilvantara Oni, the temple of Tirupati Timmappa has come up, in Myadar Oni there is life-sized replica of the rath of Sri Siddharoodha with the idol of Ganesha in the guise of Siddharoodha swamiji.

At Maratha Galli, the public have to go through a cave to have a darshan of Lord Ganesha.

Ganesha in the guise of Chatrapati Shivaji, Sai Baba, Lord Krishna, Lord Shiva, Lord Vishnu and various other deities can be seen across the twin cities.

Re-creations

And it is not just mythological events that have been recreated.

The recent "Operation Footpath" conducted by the Hubli-Dharwad Municipal Corporation has become a part of the Ganesha festival. At Divate Galli in Hubli, the demolition of encroachments with the help of an earthmover has been played out with an idol of Ganesha holding a walky-talky and giving instructions.

The Circuit Bench of the High Court of Karnataka, for which the foundation stone was laid recently, is a part of the festival too.

The Gajanan Mandal at Yemmikeri in Dharwad has constructed a model of the circuit Bench of the High Court where one can find Ganesha as the presiding judge.

Though the donations for the public celebration of the festival have been low this time, owing to the recent "Operation Footpath", the Gajanan Mandals have managed to get funds for the arrangements.

During the demolition drive many encroachments were cleared because of which many a shopkeeper has to take up repair works.

As a result, some of them have cut their contribution.

The festival is being celebrated with much fanfare and, thanks to the good rain this year, villagers are actively taking part in the celebrations.

HUBLI: In view of the ongoing Ganesha festival, the Hubli-Dharwad police has imposed restrictions on vehicular movement on several roads in Hubli.

The traffic restrictions will be in force from September 12 to 17 between 5 p.m. and 5 a.m., Narayan Nadamani, Police Commissioner, said in a press release.

Vehicular movement has been banned on the following roads: Ganeshpet Circle to Shivaji Circle, Bammapur Oni to Hirepet, Shettar Circle to Bammapur Oni, Shettar Circle to Shilavantar Oni, Desai Oni to Bankapur Chowk, Hirepet Cross, Boospet to Bankapur Chowk.

The police have made provisions for movement of two-wheelers and three wheelers on some roads, but have banned movement of four wheelers on such roads. The roads are: Broadway, Durgadbail and New Mysore Store to Javali Sal, Brindavan Circle to S.T. Bhandari Shop.

Light motor vehicle owners who want to go to J.C. Nagar or Koppikar Road from Ganeshpet Circle can take the route of Station Road- Coen Road.

Mr. Nadamani said that between 5 p.m. and 5 a.m. on these days, entry of city buses to the City Bus Stand has been banned and no city bus will be originating from the City Bus Stand. Temporary arrangements have been made at the City Railway Station for picking and dropping commuters.

The Commissioner has ordered the closure of liquor shops, bars and restaurants in Dharwad on the days of the immersion of Ganesh idols. The order will be in force from 6 a.m. on Tuesday to 8 a.m. on Wednesday .

DHARWAD: The Visvesvaraya Technological University plans to arrange for lectures through internet and satellite systems to combat the menace of private tuitions.

Vice-Chancellor K. Balaveera Reddy told presspersons here on Sunday that tuitions had assumed menacing proportions and the university planned to arrange for lectures by experienced teachers.

Mr. Reddy was inaugurating a two-day workshop on mathematics arranged under the auspices of the SDM College of Engineering and Technology.

Online examination

Mr. Reddy said the university ranked third in the country and first in the State among the universities that had online instructions and examination system.

It had already conducted two examinations.

Mr. Reddy said the study of mathematics is crucial for technological and industrial progress.

Without mathematics, technology would not have grown.

While some teachers came prepared for classes, there were many who came to classes unprepared.

The new system will fill the gap in the instructional levels and help students prepare well, he said.

SDM Educational Society Vice-President Surendra Kumar presided over the programme. M.N. Bujurki of the Postgraduate Department of Mathematics of Karnatak University was felicitated by SDM Education Society Secretary N. Vajrakumar.

The former Vice-Chancellor of Gulbarga University, Dr. Rudraiah, was the chief guest.

HUBLI: There are toys and snacks for the children, Khadi and handloom products, ayurvedic medicines, medicated footwear, woollen products and even a scooter that runs of battery.

"Kalavaibhav," a 10-day exhibition-cum-sale of products manufactured by small-scale industries, craftsman, members of self-help groups has products for everyone.

The exhibition, organised under the auspices of the district administration in association with the District Industry Centre, has succeeded in attracting people. Even the sales of the products have picked up.

What makes the exhibition look different is the availability of various products under one roof.

There are toys from Channapattana, rugs and woollen products from Rona, honey products from Gokarna, Khadi silk products from Kolar, ayurvedic medicines from Morab in Dharwad district. Added to them are Khadi products from Hubli, Dharwad, Bidar, Chitradurga and Ranebennur.

There are also bamboo products and cane furniture, the famous Kalghatgi cradles. And you can even test ride the battery-operated scooter at the exhibition. The scooters, which are exempted from road tax are products of Ennes Engineering, a small-scale industry in Harihar.

About 140 stalls have been set up at the exhibition.

The State Government passed an order on August 24, 2005, directing district administrations and the district industry centres to organise exhibitions to encourage small-scale industries, self-help groups and craftsman in their respective districts. Dharwad district is the first to organise such exhibition.

DHARWAD: M.K. Shankarlinge Gowda, Secretary, Information Technology and Biotechnology, has called upon banks to help in the growth of the software industry in north Karnataka by extending financial assistance to young entrepreneurs.

Inaugurating the 29th anniversary celebrations of Malaprabha Grameena Bank here on Friday, Mr. Gowda said that by doing so the banks would be contributing to the development of the region indirectly.

"Bangalore city alone exports IT-related products to the tune of Rs. 30,000 crores and 40 per cent of this amount (Rs. 9,000 crores) is given to employees as salaries. These figures speak volumes about the creation of job opportunities and economic development," he said.

Mr. Gowda hoped that the Malaprabha Grameena Bank will be trailblazer in financing the information technology units. He referred to the Bangladesh model of Grameen Bank and asked the MG Bank officials to replicate some of the best practices there.

He bemoaned the fact that as a fallout of globalisation of the banking sector, consumer loans had increased significantly adversely affecting asset creation.

B.S. Surendra, Chairman of the bank, said the bank has reached the second position among the regional rural banks of the country. It plans to achieve a business level of Rs. 4,000 crores by the end of 2008, he said.

Earlier, M.S. Srikar, Deputy Commissioner, planted sapling in the garden of the bank to launch the "Vruksha Laksha" scheme of the bank.

HUBLI: The much-awaited transfer of the ownership of the commercial complex, purchased from the Hubli-Dharwad Municipal Corporation, to the State Government for housing the Software Technology Park took place on Friday, with the State Government handing over the dues to the corporation to receive the necessary papers.

M.K. Shankarlinge Gowda, Secretary, Department of Information Technology and Biotechnology, handed over a draft for Rs. 10.43 crores to Commissioner of the corporation P. Manivannan at a function held in the STP complex. It was on November 8, 1999 that the State Government decided to purchase the commercial complex built by the corporation for a sum of Rs. 23 crores through the KEONICS, a State Government undertaking.

While a token amount of Rs. 1 crore was handed over, the Government also assumed the loan burden of Rs. 11.57 crores from the corporation, which the latter had taken from the Housing and Urban Development Corporation. But the payment of the remaining sum to the corporation proved to be a matter of controversy with lot of issues being raised and the matter got postponed under one pretext or the other, leaving the issue of the ownership of the complex uncertain.

The KEONICS was unable to exercise its authority as the owner in the absence of the ownership and this came in the way of developing facilities at the complex. The matter was ultimately resolved in August this year and the government decided to pay the arrears.

HUBLI: Basavraj Horatti, Minister for Science and Technology, has said that the Government is now evolving new guidelines for transferring teachers and they would be implemented from next year.

Speaking at a Teacher's Day celebration organised under the auspices of the Hubli Rural Teachers Day Celebration Committee, Mr. Horatti said the Government had taken note of the lacunae in the policy of transfers, and hoped to bring about transparency in the new system.

Steps had been taken to release Rs. 380 crores in arrears to teachers. Within the next three months, the Government would take steps to ensure that salary is paid to teachers on the fifth of every month.

Instructions were being issued to zilla panchayats that the amount released towards teachers salary should not be diverted to any other purpose, Mr. Horatti said.

Mr. Horatti said while he would try to meet all the legitimate demands of the teachers, he expected the teachers to reciprocate the gesture by dedicating themselves to the cause of educating children.

Pralhad Joshi, BJP MP, felicitated the teachers who have won award for their meritorious services in diverse fields, including Raamu Mulagi, Head Master of the Government School set up to educate children of hamalis working in the Hubli APMC. Mr. Mulagi had been given the award for his contribution to the field of folk studies.

The Swamiji of Murusaviramath was present. Jagadish Shettar, MLA and President of the State BJP, presided over the function. S.S. Keladimath, Block Education Officer, welcomed the gathering. Khangowdra proposed a vote of thanks.

DHARWAD: A forum to make north Karnataka a preferred destination for information technology activities was launched in Dharwad on Friday.

Launching the forum known as the BIC Society, M.K. Shankarlinge Gowda, Secretary, Information Technology and Biotechnology, commended the venture as indicative of private-public participation.

Mr. Shankarlinge Gowda also announced that the Information Technology Department would provide skill assessment training programme to students of Hubli-Dharwad region free.

Mr. Shankarlinge Gowda said his department is conducting a BPO Skills Assessment and Training (BSAT) programme in association with private companies to develop soft skills among fresh graduates and make them eligible for jobs in the BPO sector.

He called upon the people of the region not to blame the Government for everything and said, "You should start speaking for the place, highlight its advantages. In this knowledge driven economy, progress can be achieved only through public-private partnership."

Bob Hoekstra, Chief Executive Officer, Philips Software Centre, Bangalore, called upon those trying to attract software industries to north Karnataka to focus on Indian companies to start with.

"Show them your abilities. Make them trailblazers. You should grab what the information technology companies are bringing from far away places. You should also try to create quality living conditions based on which experienced and successful people will repatriate," Mr. Bob Hoekstra said.

In his presentation, Mr. Bob Hoekstra dealt with various aspects related to the information technology sector in India, its challenges, the experience of his company in the country and what he thinks are the drawbacks.

Anant Koppar, Chief Executive Officer, Mphasis Technologies, delivered the keynote address. He also mentioned about developing secondary clusters; identifying and developing secondary cities as information technology hubs.

Earlier making the introductory remarks, B.S. Patil, President, BIC Society, explained the objectives of the society.

"Through various programmes we are trying to market the region," he added.

Mr. Patil said Prabhakar Kore of KLE Society, Belgaum, and Shamanur Shivashankarappa of Bapuji Educational Society, Davangere, have donated Rs. 10 lakhs each for the programmes which the society plans to carry out.

M.S. Subhas, Chairman of the society, made a presentation on the society, its objectives, programmes and the advantages that the region has.

Ending uncertainty over the fate of Hubli IT Park, the state on Friday handed it over to Keonics for maintenance. State IT, BT secretary M K Shankarlinge Gowda made it clear that the IT Park had not been transferred to Keonics but the latter will maintain it on behalf of the state government.

Gowda said, Hubli and Dharwad had a very good scope for development as IT centres as there were reputed educational institutions producing excellent human resource. He said that the government was committed to providing necessary infrastructure to make the region investor-friendly. He handed over a cheque for Rs 10.43 crore to Hubli-Dharwad Municipal Corporation commissioner P Manivannan towards the IT Park arrears.

Minister for science and technology Basavaraj Horatti said that a comprehensive action plan for the overall development of the twin cities should be drawn in consultation with all concerned.

Manivannan said that efforts by several people to ensure that the IT Park was put to use bore fruit now.

The launch of BIC Society in Dharwad on Friday has raised the hopes of the citizens of North Karnataka who had been dreaming of making Hubli-Dharwad another major IT destination.

Inaugurating the society, state IT, BT secretary M K Shankarlinge Gowda said that the government was making all efforts to create necessary infrastructure in secondary cities in the state to attract investors. He called on the citizens of Hubli and Dharwad to project a positive image of the twin cities instead of only highlighting the weakness.

CEO of Philips Software Centre Bob Hoekstra stressed the need to prevent brain drain and utilise the services of intellectuals within the country. Speaking at the function to launch the BIC Society in Dharwad on Friday, he said that to attract intellectuals who have fled the country, it is necessary to provide suitable atmosphere and opportunities in their native region.

He called on the people and the government to develop secondary cities to make them investor-friendly. Hoekstra said the BIC Society, set up to ensure the secondary cities concentrated on Indian companies and showed the area has potential.

Dharwad: Mr M K Shankarlinge Gowda, Secretary, Department of Information Technology and Bio-Technology, hailed Hubli as the next hub of Information Technology sector in the State and stated that the city would rule the sector from 2005 onwards.

Speaking after launching the BIC Society, an association of intellectuals, academicians and entrepreneurs to promote Information Technology and Bio-Technology in the region, here on Friday, he said, the time was ripe to invite investors to Hubli as it had great potentials in IT sector.

“ Bangalore ruled the IT sector from 1999 to 2005. From now onwards it will be Hubli which will rule the sector,” Mr Gowda opined.

He said the Government was committed to making Hubli-Dharwad, Belgaum and Davangere as the next IT destinations. “The service sector is gaining importance in the present era. As knowledge play vital role in this sector, imparting quality education to students was the need of the hour,” he observed. Bangalore city became super power in the IT sector because of good educational institutions which produced brilliant professionals, he maintained.

He also called for public-private participation in achieving the goals of development. “In this background, the move to launch BIC Society in north Karnataka is a significant milestone,” he observed.

Dr Bob Hoekstra, Chief Executive Officer, M/s Philips Software Centre was the chief guest. Mr B S Patil, President of BIC Society and former chief secretary to the Government of Karnataka, Dr M S Subhas, Chairman, BIC Society spoke about the society and Mr Anant Koppar, CEO, Mphasis Technologies and Mr Ashok Shettar, Principal of BVB College of Engineering and Technology were present.

DHARWAD: A 10-day Kalavaibhava industrial exhibition will be organised from September 9 by district administration in association with district industrial centre at the Glass house.

Disclosing this to reporters here on Tuesday, M S Srikar, Deputy Commissioner, said the exhibition aimed at providing suitable platform for small scale industries and self-help groups to popularise their products by displaying them at the exhibition.

It also aimed to bridge the gap between manufacturers of industrial products and consumers by establishing direct link between consumers and manufacturers, he added.

About 80 stalls would be set up – khadi and village industries board would set up 10 stalls, KHDC 2, KSHDC handicrafts 1, Textile Department 1, self- help groups 12, cane and bamboo industries society 4 and Tiny Industries (Women and Artisan) would set up 30 stalls.

Handicraft, Handloom, Khadi, Pottery, cane and bamboo products, garments and other products manufactured by SSIs and SHGs will be on display, he said adding that around 95 participants will display their products.

The exhibition would be inaugurated by District Minister S R Morey, he added.

S B Bommanalli, HQA and others officers were present at the press conference.

HUBLI: A voluntary effort to showcase Hubli, Belgaum and Davangere districts as IT destinations in the State will begin on Friday with the launch of a forum of professionals called BIC (Business processing outsourcing, Information technology enabled services, and Customer related management) Society.

"Our vision is to make north Karnataka an international destination for BPO/ITES/CRM activities and our mission is to pave the way for setting up one major anchor companies in each of the major cities in the region in the Hubli-Dharwad, Belgaum and Davangere belt," M.S. Subash, founder-chairman of BIC Society, said. He is also a professor of management at Kousali Institute of Management Studies of the Karnatak University.

The society, according to him, will act as a single window agency for companies that wish to set up base in north Karnataka by helping them from the conceptual to the commissioning stage in all areas of work. The goal of developing this area as IT destination, had its origin in what McKinsey, the consultants, who had been commissioned by the State Government, had to say about the region's potentials. The McKinsey report identified Mysore, Mangalore and Hubli as secondary centres for the development of IT sector. The report has given Hubli "Satisfactory" rating as far as manpower and infrastructure is concerned. The plan now is to work on the aspects mentioned in the report but also to include Belgaum and Davangere, which are within 120 km radius from Hubli, to present a package of opportunities to the investors.

The development has come at an opportune time. After the uncertainty over the ownership of the Software Technology Park of Hubli is over with the State Government clearing the dues it owes to Hubli-Dharwad Municipal Corporation, the park will become a government property, which will make it easier to market the space and facilities available. The park will offer services, which can be matched by those offered by the best of IT parks, with 2.5 lakh sq m of space, high speed data communication services, quality internet services and incubation facility, a bandwidth with multiples of 64 kbps to 45 mbps or higher, the internet private leased lines, the end to end network management and a 24/7 customer care service.

"We decided to step in after we found that government agencies were not able to project the area well," said B.S. Patil, former chief secretary to the Government.

The society has planned to develop a comprehensive database as required by the targeted companies, develop a strategic advantage profile of dream destinations of Hubli-Dharwad, and Belgaum and Davangere, communication with strategic advantages and value propositions to target companies, and provide assistance to target companies. The society hopes to establish a network of educations institutions, liaisons with government, and conduct extensive industry specific training programmes for students.
