A high-level meeting under the chairmanship of chief minister H D Kumaraswamy and deputy chief Minister Yediyurappa will be convened shortly in Hubli solely to discuss the development of Hubli-Dharwad.

This was announced by ministers Jagadish Shettar and Basavaraj Horatti at a review meeting of officiaIs here on Wednesday.

"We are ready to do anything for the development of the twin-cities. The only thing we need is your support," they told the officials, when they came out with a set of proposals to improve the twin-cities.

Shettar also directed Dharwad DC M S Srikar and HDMC chief Manivannan ro prepare a blueprint on ways to take the city forward, focusing on drinking water, roads, footpaths, parks and underground drains.

"It is our job to get the CM and DyCM here and it is up to you to impress upon them," Horatti asserted.

New Delhi: Last week when The Times of India broke the story that the cabinet was about to approve amendments in the RTI Act to keep file notings out of public purview, there was predictably a furore. Those who had worked for years to empower the Indian citizen with knowledge felt the changes in the law would suck the life out of it. And honest bureaucrats, who believed RTI was a handy tool to keep corrupt bosses in check, saw this as a major setback to cleanse the system.

In a letter to the President, former Union home secretary Madhav Godbole — a man known for his integrity — wrote, “The decision of GoI to amend the RTI Act is highly retrograde and would totally defeat the very purpose of the Act. In fact, making the notings on the file open to people can be the single most effective check on the rampant corruption both at the administrative and political levels. It can also strengthen the hands of officers of honesty and integrity.”

What do the changes propose to do? Under the original Act, file notings on everything, barring defence, security, personal information and commercial information, could be accessed. Now proposal is to keep virtually all file notings under wrap, barring those on “social and developmental’’ projects.

The government says this change is being done to allow bureaucrats to fearlessly put their opinion on paper. Veteran bureaucrats feel the purpose is exactly the opposite — while pliable officers can now hide their consent to their masters’ wrong demands, honest officers can no longer cite the RTI to demand that the masters put their unlawful instructions in writing and more often than not, fob them off.

ToI explains why file notings are inseparable from a meaningful RTI. And why, minus access to them, RTI becomes toothless.

# What is file noting? Contrary to popular perception, file notings are not mere scribbles made by officers on the margins of any document. They are written on a separate green sheet on the left side of files, giving an officer’s considered comments on the issue. While the right side of a file contains the proposal, the left side has an officer’s views on it. After putting his views, the officer passes the file to his superior who, in turn, puts his views expressing approval or disapproval on this page.

# Why are file notings important? The green sheet is a record of the entire decisionmaking process. An officer’s comments on a particular issue — for or against — is written on the file notings. For instance, why a passport should be or should not be issued, or why a contract should or should not be given to a particular party, is all written in the file noting. If you don’t get to know this, you will never know who is misusing his powers.

# Who’s afraid of file notings and why? A file noting can expose whether any officer has written anything illegal or if he has delayed a particular file. In that sense, if file notings are taken out of the RTI Act, dishonest officials have reason to celebrate.

To illustrate the point, when 150 jhuggis were demolished in Mayur Vihar in September 2005, DDA said no land was available to resettle them. However, file notings revealed that 700 plots of land had actually been developed by DDA in Kondli for resettling them.

File notings are important even in routine matters. Suppose one applies for a ration card or a passport, and the babu expects a bribe. Under the present RTI Act, as soon as one files an RTI application and demands to know about a file’s status and asks for the names of officials responsible for the delay, there is usually a flurry of activity.

If the Act is amended this threat will no longer be there. The damning information is on the green page that has file notings. So, is the proposed change a positive step forward — as the PMO has claimed — or really retrograde? Our law-makers will have to take a call later this session.

Bangalore, July 29. (UNI): IT major Tata Consultancy Services (TCS), is keen on spreading its wings to tier two cities in the country and ramp up its operations.

TCS CEO and Managing Director S Ramadorai told newspersons here that TCS was looking at Hubli and Mangalore in Karnataka, Coimbatore in Tamil Nadu and Nagpur in Maharasthra. "We have started operations recently in Kochi," he added.

He said for the next fiscal TCS had already completed campus recruitment in 180 colleges across the country, giving offers to 8,710 freshers. "We will visit 300 colleges this year," he informed.

TCS planned a capital expenditure of Rs 1000 crores on infrastructure and Rs 300 crores on technology for the current year and ramp up manpower by over 30,000.

"The net addition will be 22,000 taking into account the attrition rate," he said adding that during the first quarter of the current fiscal 7000 would be added. The total addition in manpower included 4000 to be hired in other countries. Currently TCS had 71,000 employees on its rolls.

Mr Ramadorai said the Joint Venture would be the first involving an Indian IT company to offer BPO and IT services in China.

He said TCS' current operations in China, having 500 personnel, was likely to merge with the Joint Venture, which would blossom into a 5,000-strong company in four years.

Mr Ramadorai said Tata Consultancy Services (China) would provide IT outsourcing services and solutions to the Chinese domestic market as well as the global market. The key objective of the global initiative was to build the new venture as a role-model for the growing Chinese software industry. China would emerge as the second major global delivery centre for TCS after India.

He said the Joint Venture would leverage the complementary strengths of the different partners in technology, software development management, talent acquisition and training, including the world-class processes and practices of TCS, as well as its experience of handling large and industrial-scale technology projects. It would also leverage experience and resources of the Chinese partners, which run the national software development parks.

Mr Ramdorai said the Joint Venture would have centres across China to tap the talent pool.

TCS also won a mandate from the Chinese retail banker Huasia for implementation of a core banking solution. In the first phase, 20 to 25 branches would be covered, he added.

HUBLI: Revenue Minister Jagadish Shettar has said that India needs to ensure that developments in World Trade Organisation do not affect Indian agriculture.

Inaugurating the Seminar on "World Trade Organisation and its implications" here on Thursday, he said: "It is a matter of concern that developed countries are giving huge amount of subsidies to their agriculture sector, which could be detrimental to our economic growth as 70 per cent of our population is dependent on agriculture."

The seminar was organised the Export Promotion Council of Karnataka Chamber of Commerce and Industry (KCCI) and the Federation of Indian Chambers of Commerce and Industry (FICCI) in cooperation with the British High Commission, New Delhi, under the U.K. Foreign Commonwealth Office project.

Mr. Shettar said after the collapse of talks at Geneva recently, there was need to organise such workshops in small cities so that the stakeholders were aware of the implications of the WTO arguments on their business and activities.

"It is strange that India being founder member of the WTO is still in a disadvantageous position. Developing countries represent 90 per cent of the farmers in the world, but still their share in world agricultural trade is very small, whereas in European Union and the United States, only two per cent of the population is dependent on agriculture. But still they account for 50 per cent of the world trade in agriculture," Mr. Shettar said.

Chetan Bijesur, Senior Assistant Director of WTO, FICCI, stressed the need for creating awareness about WTO among farmers, businessmen and the people. He felt that the Indian industrial sector should transform itself qualitatively if it had to compete in the global market.

Shankaranna Munavalli, President, KCCI, welcomed the gathering and Mahendra Ladhad, honorary secretary proposed a vote of thanks. Office bearers of KCCI V.C. Hiremath, L.V. Magajikondi, Shivashankar Moogabast and others were present.

Later in the technical sessions, A. Jayagovind, Vice-Chancellor, National Law School of India University, Bangalore, and Prabhash Ranjan of CENTAD, New Delhi, delivered lectures on various issued related to WTO and interacted with the participants.

HUBLI: Activists of Karnataka Rakshana Vedike, Hubli unit, took out a procession and burnt the effigy of Maharashtra Chief Minister Vilasrao Deshmukh at KC Circle, to protest against raking up the Karnataka-Maharashtra border issue unnecessarily by the Maharashtra government, here on Thursday.

The procession that passed through main streets of the city culminated at KC Circle where protestors burnt the effigy of Maharashtra Chief Minister.

Protestors condemned the Maharashtra Government for trying to create problem by raking up sensitive issues like Karnataka-Maharashtra border dispute by bringing pressure on the Prime Minister to settle the issue when it was sub judice.

They alleged that MLAs and elected representatives of Maharashtra Ekikaran Samiti were conspiring to see that Belgaum district was merged into Maharashtra.

Though the Mahajan Commission appointed to look into this matter had already clarified its stand that Belgaum was part and parcel of Karantaka, Maharashtra was unnecessarily raking up the issue with an intention of creating law and order problems in the state, they alleged.

Bhimashankar Patil, president of KRV, Ramesh Badnur, Girish Lutimath, and others participated in the agitation.

HUBLI: Several issues including the allotment of land to Information Technology companies, the setting up of a law university and the development of model roads, tanks, schools and libraries in the twin cities figured in the review meeting concerning the development of the twin cities here on Wednesday.

The meeting was chaired by Minister for Revenue and district in-charge Jagadish Shettar. Primary and Secondary Education Minister Basavaraj Horatti, MP Prahlad Joshi, MLCs Basavaraj Bommai and Viranna Mattikatti, Deputy Commissioner M.S. Srikar, Municipal Commissioner P. Manivannan, Police Commissioner Narayan Nadamani and several other senior officials participated in the meeting.

They said that while top priority should be given to the allotment of land to IT companies, the issue of giving land to the law university should not be overlooked. Earlier, Mr. Manivannan gave a presentation on the progress of various development works in the twin cities and pending issues that needed attention of the State Government. Mr. Manivannan said the corporation was facing a staff shortage. He said the State Government was yet to release Rs. 32 crore for the improvement of infrastructure in the twin cities.

The Ministers said it would be better to fix a meeting with the Chief Minister and Deputy Chief Ministers along with senior officials to sort out issues including the improvement of drinking water supply in Hubli-Dharwad.

Mr. Bommai stressed the need for introducing need-based financing for the development of Hubli-Dharwad on the lines of Bangalore.

Underscoring the need to develop a six-lane bypass road, he said the twin cities required flyovers and said long-term plans should be chalked out for the purpose.

Mr. Horatti suggested that the corporation develop some roads as model roads and beautify the approach roads to the twin cities. He advised the Commissioner to take steps to make the twin cities free of stray pigs.

HUBLI: In a bid to arrest the brewing controversy over the allotment of land to the IT sector, ignited by opposition leader H K Patil, a high-level meeting on Wednesday decided not to make any move that will deter the interest of IT entrepreneurs from investing in Hubli-Dharwad.

"We are definitely not against the law university. Like IT, we do understand that the university will also play a big role in the growth of Hubli-Dharwad. But let us not make it an issue and spoil the broth, revenue minister Jagadish Shettar said. Presiding over a development review meeting here, Shettar directed Dharwad DC M S Srikar and HDMC commissioner P Manivannan to identify separate and suitable land for the proposed law university.

"Make sure that the land is vast and in the vicinity of the twin-cities, he told them. Primary education minister Basavaraj Horatti also endorsed this decision, though he initially supported the views of H K Patil that the 44 acres of land identified at Rayapur and surrounding areas should be reserved for the law university.

"I have no objection if the law university is given appropriate land, he asserted, when told that the land at Rayapur is inadequate. Dharwad North MP Prahlad Joshi and JD(U) MLC Basavaraj Bommai earlier told the meeting that the controversy raised by H K Patil is unnecessary, since a university would require land not less that 100 acres.

"I am definitely not against IT companies. Their coming here will definitely boost business and economic prospects of the twin-cities and help enhance purchasing power of the people, Bommai explained. Citing the example of VTU in Belgaum, the MP said the new VTU campus in Belgaum is nearly 120 acres. But the proposed land at Rayapur is just about 44 acres, besides, it is dotted with some residential layouts, he said. Considering this, Joshi and Bommai suggested that the campus be identified on Airport Road or anywhere between Hubli and Dharwad. MLC Veeranna Mathikatti also expressed similar views.

HUBLI: After a gap of more than three years, the Hubli-Dharwad Municipal Corporation will recommence its drive against stray pigs, in an attempt to remove that infamous tag of 'Pig City'.

Stray pigs were ordered to be shot at sight at a high level meeting held under district in-charge minister Jagadish Shettar on Wednesday.

Sharpshooters attached to the police department will shoot down pigs if their owners fail to shift after a given deadline.

The police will soon issue a notification clearly identifying the area where the exercise is to be undertaken.

Interestingly, the issue was discussed following a complaint from Minister Basavaraj Horatti on the pig menace near his house.

Earlier, Manivannan said the corporation does not have permission to shoot the animals, as clearance has to come from the city police.

However, he said the police were reluctant due to some untoward incidents in 2004. The drive had also been stalled due to shortage of bullets.

There was also some difficulty in bringing in pig-catchers. Police commissioner Narayan Nadamani said the police were worried about the safety of residents.

"We are apprehensive because during the last drive a bullet accidentally hit a schoolboy. If you still feel such a move is inevitable, I can arrange it with suitable precautions.

Hubli-Dharwad Municipal Corporation has started ground work to give a facelift to Super Market in Dharwad.

HDMC Commissioner P Manivannan along with officers of departments concerned personally inspected the Super Market as part of the ground work.

The commissioner told traders in the Super Market that there was a need to give new shape to the existing market and build a sophisticated market. While fruits/vegetables and retail traders should be given preference, wholesale traders must shift to the new market in Dharwad APMC. The cooperation of traders was essential to transform Super Market into a hi-speciality market.


Accordingly, they had to vacate one portion of the market so that renovation work could be taken up. For the time being, auctioning of fruits/vegetables should be held in APMC market, he explained.

Later, he also visited new shops in APMC, constructed behind Murugha Math. The secretary of APMC was asked to hasten the process of allotment of shops. He told traders that the corporation was ready to provide shops to whole sale traders.

Earlier, he inspected Subhas Road and expressed his ire over the encroachment of footpaths by some shop keepers. The officials concerned were instructed to take necessary action in that regard. The commissioner also announced of convening a meeting of traders of Subhas Market in a couple of days to elicit their views. Officers of various departments would participate in that meeting, he noted.

Hubli: As the first step towards development of Information Technology industry in this region, Hubli-Dharwad Municipal Corporation (HDMC) has allotted 25 acres each to Mumbai-based TCS Company and Bangalore-based Quest Company at Rayapur on Hubli-Dharwad Road.

According to highly placed sources, a decision to this effect was taken at a meeting held in Hubli on Wednesday. Senior HDMC officials including HDMC Commissioner P Manivannan participated in it. An advisory committee comprising Mr Madan B Desai, industrialist; Mr S I Munavalli, president, Karnataka Chamber of Commerce and Industry; Dr Ashok S Shettar, principal, BVB College of Engineering and Technology; the general manager of District Industries Centre; Mr Devanand from KEONICS and Mr Melmalagi, deputy general manager, BSNL, was formed at the meeting. The committee will process applications seeking land allotment.

Fallout of IT meet

After IT Investors’ Meet in Hubli on May 20, both TCS and Quest had shown interest in setting up their units at Rayapur on Hubli-Dharwad road. The HDMC owns 55 acres at Rayapur, out of which 50 acres has been allotted to these two companies at a cost of Rs 8 lakh per acre. This price is very less compared to Rs 10.60 lakh per acre - the price fixed by Karnataka Industrial Area Development Board in that area. Both companies have agreed to HDMC’s price. The HDMC has put a condition that the companies must set up IT units in the allotted land, within two years.

The purpose of allotting such a big tract of land is to create IT jobs for graduates of twin cities.

The sources pointed out that allotment letters were forwarded to the state government, which would take necessary action in this regard. As per the KMC Act, government permission was required for leasing land for more than five years or outright sale of land owned by local bodies. In all probability, the state government would approve the proposal at the earliest. “This will definitely go a long way in attracting major IT companies to north Karnataka in general and Hubli-Dharwad in particular,” said sources.

Meanwhile, the district administration is in constant touch with all IT companies that participated in Hubli IT Investors’ Meet and is convincing them to set up their units in this region. Low land cost and state-of-the-art facilities would be added advantages for the administration to convince these companies.

Hubli-Dharwad Municipal Corporation, a progressive corporation in the state, has now come out with a novel idea that would not only help residents of newly formed layouts get roads but also reduce burden on the corporation.

Roads are an important basic amenity for residents along with drinking water and under ground drainage connection. At present most of the newly formed extensions do not have pucca roads as the HDMC does not have the money to lay roads.

Now HDMC Commissioner P Manivannan has proposed a formula which could address the problem of bad roads.

According to the formula, the HDMC will improve all interior roads in Hubli ­Dharwad provided residents contribute at least 40 or 50 per cent of the total road cost and the rest borne by HDMC.

Such a system is in vogue in Indore , Madhya Pradesh, where residents and the local body contribute their share for the laying of roads. The idea was quite successful in Indore City with residents of new extensions pooling money and having roads according to their needs. Such a system needs to be promoted in twin cities too. The commissioner told Deccan Herald that a pucca road would cost around Rs 50 lakh per km; but it was possible to lay one between Rs 10lakh and Rs 15 lakh depending upon the capacity of residents.

The corporation would take care of preparing an estimate and other procedures and give it to residents. The residents would have to discuss among themselves and pool money. Accounts would be maintained for each and every paise contributed by residents and there was no question of spending that money for other purposes. That kind of citizen-corporation friendly scheme had to be taken up on a big scale to solve the problems of basic amenities, he said.

He pointed out that the state government had allowed such citizen participation schemes with regard to development of lakes, parks, schools and gardens. The same would be extended to roads too.

Under the prevailing circumstances, the scheme would definitely benefit residents who want good roads in their extensions. "The ball is in their (residents) court and it is up to them to receive it or not. Or else they will have to wait till the HDMC lays roads whenever it gets money" .

HUBLI: Trilok Nath Perti, General Manager, South Western Railway (SWR), said on Friday that the State Government had been requested to release Rs. 43 crore for gauge conversion between Bagalkot and Gadag.

Addressing presspersons here on Friday after releasing the new timetable of the SWR, Mr. Perti said the project estimate of Rs. 178 crore had increased by Rs. 86 crore, and the State Government would have to provide 50 per cent of the additional funds required.

If funds were released, the project could be completed by March 31, Mr. Perti said.

He said gauge conversion between Bijapur and Bagalkot was nearing completion, and the rail line was expected be ready by August 31. Mr. Perti said track doubling between Vasco-da-Gama and Hospet and between Arsikere and Chikjajur had been proposed, and a survey had begun. Track doubling of sections such as Yeshwanthpur-Tumkur, Bangalore- Kengeri, Kengeri- Ramnagaram, and Hospet-Torangallu was under way, he said.

To a question, he said the process of acquiring 100 acres of land at Navalur for shifting a goods shed was nearing completion. The goods shed was expected to be shifted in a year.

Mr. Perti said the SWR would take up the expansion of the Hubli Railway Station in phases. He said construction of the zonal headquarters building had begun. In 2004-05, the SWR spent Rs. 488 crore on infrastructure. It might invest more funds for improving facilities in the current financial year, he added.

About recruitment of Group `D' employees, he said the process would be started soon.

Mr. Perti said the SWR had made security arrangements in the wake of the bomb blasts in Mumbai. Adequate security personnel were available. The SWR had installed 42 closed-circuit cameras at the Bangalore City Railway Station, he added.

HUBLI: A joint survey of Hubli-Ankola railway project undertaken by the state Forest and Railway departments was completed recently, said MP Prahlad Joshi.

Speaking to reporters here on Friday, Joshi said the work on Hubli-Ankola railway project was stopped after the Forest and Environment department objected to the project a few months ago and to resume the works on the project, a joint survey was launched by the Forest and Railway departments to survey the total forest land to be acquired for the project.

He said a final report of the survey would be tabled soon before the State Cabinet for its approval. Demarcation work to point the trees to be removed under this project was in progress, he added. He said after accepting the report, the State Government was expected to bring pressure on the Centre to resume the work on Hubli-Ankola railway project.

He said the Centre sanctioned work of constructing a half ring road between Gabbur Cross and Kusugal Road at a cost of Rs 20 crore and a detailed plan on this project would be finalised by the officers and department concerned soon.

Department concerned had been strictly instructed to take up the said work on time and complete it by the end of 2007, he added. When asked about the Kalasa-Banduri Nala project, he said BJP was committed to bring pressure on the Central and and State Governments to begin the work on the project.

To chalk out future course of action in this regard, Water Resources Minister K S Ishwarappa was expected to call a meeting of MLAs, MPs, farmer leaders and elected representatives of Malaprabha command areas soon at command area, he added.

He said BJP had been pressurising all the governments that came to power at the Centre and state to convince the Goa government to lift the stay order on the project.

He informed that a crucial meeting of all MLAs, MPs and elected representatives of BJP would be held in Bangalore on July 18 to discuss about the project.

HUBLI: The Karnataka Chamber of Commerce and Industry, Hubli urged the State Government to accord Special Economic Zone status to the twin cities of Hubli-Dharwad to boost prospective IT industries in the region.

Mahendra Ladhad, KCCI secretary said on Thursday that around seven IT industries have expressed their willingness to locate themselves in the twin cities. But one of their demands was that it should be declared as Special Economic Zone.

Their demands are for the simple reason that SEZ bears many incentives, reliefs, rebates like income tax exemptions, free excise duty, sales tax holiday, exemption of state levies.

Further he said that SEZ areas ought to be treated as foreign territory, custom clearances, SEZ becoming outsourcing units for foreign countries, retaining 100 per cent export proceeds in foreign currency for units falling under SEZ, enabling foreign companies to set up in SEZ without incorporating afresh in India, so on and so forth.

He said the SEZ can be set up either by private developers or a State agency like the Karnataka Industrial Area Development Board.

"In view of the urgency of the matter, it is better if the State Government takes the initiative and sets up SEZs for IT enabled services through KIADB."

He noted that as per the Central Government norms, SEZ for IT and ITES require a minimum of 10 hectares and 1 lakh sq mts of built up area. Accordingly, KIADB must immediately acquire the required land and send the proposal to the Centre.

In Karnataka, KIADB has already set up and is in the process of setting up SEZ in several places, namely Hassan (textiles), Shimoga (engg industries), Mangalore (IT and ITES), Ladhad said and added that unfortunately, there are no SEZs proposed for North Karnataka.

He expressed concern that there was a possibility that the Government of India would limit the number of SEZs to 150, which is fast nearing. This calls for immediate attention of the State Government, lest, another opportunity for the economic development of Hubli-Dharwad region is lost.

HUBLI: The Government is planning to hold another investors' meet here on the lines of the "IT Investors' Meet" held recently, Revenue Minister Jagadish Shettar has said.

He was inaugurating "Sankalp Semiconductor VLSI Design Centre" at B.V. Bhoomaraddi College of Engineering and Technology here on Saturday.

Mr. Shettar said the objective of the meet would be to attract industrialists and entrepreneurs to Hubli. The Government had promised to offer assistance to entrepreneurs opting to move out of Bangalore to tier-2 cities, he said.

The proposals submitted by various companies after the "IT Investors' Meet" seeking land in Hubli-Dharwad had been forwarded to the Chief Minister and they were being processed, Mr. Shettar said.

Meeting


A meeting of heads of those IT companies willing to set up their units in Hubli-Dharwad would be chaired by the Chief Minister, and a final decision taken on the mode of giving concessions, he said. Mr. Shettar said the Hubli-Dharwad Municipal Corporation had decided to give 50 acres of land to IT companies. Agricultural Produce Market Committee would soon provide its 80 acres of excess land.

As many as 300 acres of land was available with Karnataka Industrial Area Development Board.

If India has to compete with China in the global market, it has to focus on creating intellectual property, especially with regard to the semiconductor industry, Arun Bellary, Managing Director of PMC-Sierra, India, said.

The design centre was the first initiative of its kind in the State, in which a semiconductor company will be operating on the campus of an engineering college, offering training to students on semiconductors and recruiting them.

HUBLI: A consortium of five hardware companies has submitted a proposal to the State Government seeking 25 acres of land for setting up units in Hubli-Dharwad.

Vivek Pawar, Chief Executive Officer of Sankalp Semiconductor Limited, Bangalore, told presspersons here on Friday that the companies were eager to set up their units in the twin cities.

He said the consortium had not requested the Government for giving land at concessional rates. "We are ready to pay for the land according to the price fixed by the Government, but we are asking the Government to give us the option of deferred payment," he said.

He said another proposal had been submitted by a consortium comprising 10 companies seeking 100 acres of land for setting up an "Integrated IT City" between Hubli and Dharwad. "Whichever proposal gets the consent of the Government, we will go according to it as we do not want to slow down the momentum towards developing the twin cities as an IT hub," he said.

Mr. Pawar said the Indian semiconductor industry was one of the fastest growing industries. The Indian Semiconductor Association (ISA) — Frost and Sullivan report stated that the compounded annual growth rate of the industry was pegged at 30 per cent. This growth would result in the rise of revenue and the creation of nearly eight lakh jobs by 2015, he said.

HUBLI: For the first time in the State, a semiconductor company will operate from the campus of an engineering college, training students in the specialised subject of semiconductors and recruiting them.

Vivek Pawar, Chief Executive Officer of Sankalp Semiconductor Pvt. Ltd, Bangalore, and Ashok Shettar, Principal of BV Bhoomaraddi College of Engineering and Technology, Hubli, told presspersons here on Friday that this would make Hubli-Dharwad, the next information technology destination.

Mr. Pawar said his company had set up very large scale integrated (VLSI) circuits design centre on the campus from where it would be starting the high technology deep sub micron IC layout work for its worldwide customers.

The company had 25 engineers in Bangalore. Of these, would work in Hubli. It had plans to employ 120 engineers by 2007. The plan was to recruit as many candidates as possible from north Karnataka for the Hubli centre, he said. About the future plans, Mr. Pawar said steps would be taken in a phased manner to make Hubli the hub for creating many such centres across India.

Mr. Pawar said initially the company would be focussing more on human resource development through training B.E., and M.Tech., students.

Dr. Shettar said the college would be providing the required infrastructure for developing an offshore development centre and provide part-time learning opportunities for engineers working in the company.

The company would be helping the college in making its M. Tech and B.E. courses focussed towards VLSI and highly industry oriented to make them unique courses in India.

Already, the Visvesvaraya Technological University had approved setting up of an extension cell on the campus.

Inauguration

Revenue Minister Jagadish Shettar would be inaugurating the VLSI Design Centre on Saturday and Arun Bellary, Managing Director of PMC-Sierra, India, would be the guest of honour, he said.

HUBLI: The South Western Railway will develop 22 stations, including Hubli, Vasco, Bijapur, Toranagal, Bangalore, Mysore and Shimoga, as model stations.

Addressing the Third Zonal Railway Users' Consultative Committee meeting here on Thursday, SWR General Manager Trilok Nath Perti said that in addition to the 52 computerised passenger reservation centres, computerisation of Bijapur, Kolar and Chikmagalur stations had been sanctioned.

On the passenger amenities available, he said nine stations had been provided with self-printing ticketing machines. Six automatic coin-operated platform ticket vending machines in Bangalore division and four in Mysore division had been commissioned.

Unreserved ticketing system had been commissioned at 41 locations in the zone, of which 12 were in Hubli division, 17 in Bangalore division and 12 in Mysore division.

During 2006-07 it has been proposed to provide the facility in 41 more locations, Mr. Perti said.

Current reservation

Mr. Perti said a terminal had been provided at the customer facilitation counter in Bangalore for allotting vacant accommodation, if any, available after the preparation of the reservation chart for trains. The passenger needs to fill a requisition form to get instant accommodation, if available. Tatkal scheme had been provided on all mail/ express trains to the extent of 10 per cent of reserved accommodation, he said.

Punctuality

Mr. Perti said the SWR had done exceedingly well in freight and passenger business apart from maintaining 98.3 per cent punctuality in running trains during 2005-06.

In recognition of the consistent performance of the zone, the Railway Board had awarded the SWR Traffic Transportation Shield for the last three years for freight loading and Commercial Shield for passenger traffic for the last two years, he said.

Till the end of May, the SWR loaded 7.10 million tonnes of freight and had maintained a punctuality of 98.8 per cent for mail/ express trains and 99.2 per cent for passenger trains, Mr Perti said.

New trains

Mr. Perti said the SWR had introduced seven new trains, increased frequency of three trains and extended the services of three trains during the last year and proposed to introduce seven more trains during the current financial year.

Suresh Angadi, MP from Belgaum, D.R. Patil, MLA from Gadag district, and representatives of various associations from several districts gave suggestions regarding improvement of services.

Early completion of Gadag- Bagalkot gauge conversion work, upgradation of Gadag and Belgaum stations as model stations, better amenities at stations, additional coaches for certain trains, stoppages for express trains at certain trains and other issues were discussed in the meeting.

MYSORE: Principal Secretary, Department of Information Technology, Biotechnology and Science and Technology, Anup K. Pujar on Friday said the Government was looking at development of a few cities, including Gulbarga and Davangere, besides Hubli-Dharwad for attracting investments in information technology.

Dr. Pujar told presspersons here that while the Software Technology Parks of India (STPI) would be set up in Gulbarga to give a boost to information technology, the Government was looking at Davangere as an alternative destination for promotion of information technology. Both these cities, he said, could generate manpower as they had good engineering colleges.

He said the demand to set up software parks was also coming from political representatives in Tumkur and Shimoga. "These steps are being taken to promote cities other than Mysore and Mangalore as they have started attracting investments," he said. Dr. Pujar said that after "Destination Hubli'', the Government had received several proposals from information technology industries keen on investing in the State.

He pointed out that 2.72 lakh sq ft of office space was available in Hubli and that the infrastructure was at present managed by KEONICS. Dr. Pujar, however, said caution had to be exercised before spreading investments across the State as synergy could not be attained if the investments were sparsely spread among different regions.

He said many companies had preferred Mysore and Tata Consultancy Services (TCS) was one among them.

The Government had received a specific proposal from TCS to start its operation in Mysore. It had also evinced interest in Mangalore, Bangalore and Hubli-Dharwad, he added. This proposal had been made after "Destination Hubli'' was organised on May 20 by the Government, he added.

He said Mysore had infrastructure. "Connectivity was the only problem earlier, but after Mysore has been connected to Bangalore, travelling has become easier. The existing road has brought satisfaction to the commuters."

Biotech park

Dr. Pujar said the Government had cleared the biotechnology park at the Electronics City near Bangalore following clearance from the Cabinet on Sunday. To come up on 106 acres, the park would be completed in three phases. During the first phase, building for the Institute of Bio-informatics and Biotechnology would be constructed at a cost of Rs. 111 crore for which tender process had been completed.

HDMC road work nearing completion

The road improvement project worth Rs 30 crore taken up in Hubli and Dharwad cities is almost complete. The updated progress report released by the Superintending Engineer of the HDMC has stated in a press release issued here that the work was allotted to four contractors dividing both cities into four zones. Except the contractor M/s Chandragiri Construction Company of Hubli (South), package no.1, other contractors have covered most of the roads in twin cities.

The contractor of package number 2, M/s Mahalingashetty and Company executed their work on November 10, 2005 and began work on schedule is supposed to finish it by August 8,2006 . The work worth Rs 10.22 crores is implemented in many parts of Hubli.

The contractor has completed road work of 16.02 km as per tender quantity. However, extra 1.5 km of roads was allotted to him which also has been completed, which increases the stretch upto 17.52 km. Allied works are under progress, as per the schedule. The percentage of work done was 109.36 per cent.

The contractor M/s N S Nayak and Sons completed work valued at Rs 5.96 crores in Dharwad city. The roads asphalted are: Tikare Road to City Police Station; Hosayallapur Sunnadbhatti to Smashangatti; Jubilee Circle to Hanuman Temple; Uday Hostel Cross to University Gate; Old Bus Stand to Gandhi Chowk; Sangam Circle to Station Road; Hanuman Temple to NTTF; Bagalkot Petrol Pump to Hosayallapur Cross; Jayanagar to Barakotri; Ganshi Nagar 4th Main Road; Gandhi Nagar Main Road to Bandemma Temple.

As against a total target of 12.48 km, the contractor has so far completed 6.75 km. The change in the list of roads on account of water supply works in demo zones is the reason for delay. Penalty is levied for delay in work as per the tender conditions. The percentage of work done is 54:08 per cent.

The road work under the pack­age no 4 taken by B T Reddy has completed the roads as follows: Anjuman Circle to CBT; Jaknibhavi via Kamat Hotel upto Regal theatre; Basavanal Circle to Shivaji Chowk via Killa Civil Hospital; Mallasajjan Vyayamshale to Saun­datti Road; Vyayamshala to Betageri Road; Manikilla to Water Tank; PB Road to Irrigation Colony; Chidambar Seva Samiti to Madihal Bus Stop; Mehaboob Nagar to Maratha Colony via Gulganjikoppa; Gandhi Chowk to Regal theatre circle; German Hospital to PB Road and UB Circle Saptapur Bhavi.

The contractor has completed 7.05 km work as against 8.45 km. The percentage of work done is 88.76 per cent.

Regarding package 1, the contractor Chandragiri Constructions has been terminated their contract with a amicable settlement in the better interest of HDMC. The report of coordinate engineer from M/s Stup Consultants Pvt Limited on June 20 and matter is being processed.

Dr Nagaraj L Hiregoudar, management professor and coordinator of Science and Technology Entrepreneurship Park (STEP) of BVB College , has proposed a model for Software park called 'Z Software Park Model for Hubli' based on the Tsinghua Software Park , to attract software investments in Hubli.

Hiregoudar's Z Park draws inspiration from the International Conference on Management of Tech­nology (IAMOT) he attended at Beijing , China .

It has all infrastructure to house 200 companies with office buildings, residential quarters and amenities like swimming pool, exhibition centers, internal transportation system.

At IAMOT it was re­solved that technology management, innovation management, strategic management should be introduced as subjects at undergraduate courses, Hiregoudar said.

It was high time that technology was managed properly and strategies were developed to cope with technological advancements. Unless people at middle management and workers accepted quality standards, in government as well as private organisations, the desired results of total quality for the benefit of producers and consumers cannot be achieved.

The professor said that India had gained a reputation world wide as the largest provider of technical manpower and a num­ber one in software development.

To encourage foreign investment, India should concentrate on excellent infrastructure in terms of land and air connectivity, clean and wide roads and flyovers, he opined.

Faster and pollution free modes of transport within and between cities were necessary, he said.

Taking on China

China had developed in Hardware Technology such as semiconductors, microchips. The Chinese were considered to be sincere, hardworking and service minded. Indians had to build such a reputation.

Another factor in China 's favour with regard to attracting foreign investment was that its law enforcing agencies performed their duties diligently and sincerely

The Indian government and people should work to strengthen the enforcement agencies, he explained. "Our advantage is that we have better English speak­ing and writing skills than the Chinese."

Hiregoudar said that a mechanism should be de­veloped to commercialise research output from industry institution partnership.

Most of the product design and development in manufacturing was the fruit of strong ties between academic institutions and industries.

Market research

The output from institute-industry partnership could be sold to any entrepreneurs who intend to buy product technology.

The conference at Beijing concluded that there would be no point in technology developments and paper publications that do not have strong market research support.

At the conference, Hiregoudar, a management consultant for Malaysian Companies, presented the paper entitled "Employee Issues in the Implementation of ISO 9000 Quality System in Manufacturing Companies in Malaysia ".

DHARWAD: Primary and Secondary Education Minister Basavaraj Horatti, Deputy Commissioner M.S. Srikar and Hubli-Dharwad Police Commissioner Narayan Nadamani stole the show at the "Olympic Day Run" organised here on Sunday by running the entire 6-km stretch.

The programme, organised by the Dharwad district administration, Hubli-Dharwad Municipal Corporation and Karnataka Olympic Association, was an attempt to foster Olympic spirit among people, especially youngsters.

The run began from R.N. Shetty Stadium and concluded at the same venue.

Starting from the stadium the Minister, Deputy Commissioner, Police Commissioner, officials and hundreds of students and sports enthusiasts passed through the Jubilee Circle, Basavanal Circle, Vivekananda Circle, KCC Bank, Gandhi Chowk, Kamanakatti Circle, Hosayellapur Circle, Valmiki Circle, Bagalkot Petrol Station, Yemmikeri, Shushrutha Hospital, Ulavi Basaveshwar Temple, Head Post Office, Court Circle, P.B. Road and returned to starting point via Jubilee Circle. The run attracted many, and at a few places, people lined up by the roadside to cheer the runners.

Mr. Horatti, district-in-charge Minister Jagadish Shettar and former Minister S.R. Morey flagged off the run.

Hubli-Dharwad Municipal Corporation Joint Commissioner S.A. Mathad, Karnataka Olympic Association president K.V. Govindraj, secretary Anantraj, district unit president K.S. Bhimannanavar, Dharwad tahsildar Vinayak Joshi also participated in the run.

Later, certificates were given to participants.

Speaking on the occasion, Mr. Horatti felt such events helped in building goodwill and coordination among members of society.

He announced that a sports event comprising all events included in the Olympics would be organised in Dharwad in November in association with Karnataka Olympic Association.

LIVE INTERACTION: Presspersons in Hubli interacting with Chief Minister H.D. Kumaraswamy through the EDUSAT network, as part of `Kannada Patrika Dinacharane' on Sunday.

HUBLI: An interaction programme for presspersons from all district centres with Chief Minister H.D. Kumaraswamy through the EDUSAT network of engineering colleges of the State on Sunday proved to be a disappointing experience for many.

The programme was organised by the Karnataka Madhyam Academy, State Information Department and the Visvesvaraya Technological University to mark "Kannada Patrika Dinacharane".

It was the first of its kind in the State. However, technical glitches marred the programme.

There were only two telephone lines to receive calls from presspersons across the State and not many of them got a chance to ask questions.

Replying to a question on whether the State Government was contemplating giving any special package for the development of Hubli-Dharwd to attract investment, the Chief Minister said that his Government would develop infrastructure in the twin cities through the schemes of the Department of Urban Development. Some information technology companies had evinced interest in investing in Hubli and Dharwad, he added.
